from $1.50 to $4.00. The <strong>Airport</strong> is the only station in the entire BART system that has a surcharge added to all<br />

fares.<br />

According to BART statistics, more than 10,000 passengers per day ride BART to <strong>and</strong> from the <strong>Airport</strong>.<br />

Of these, approximately 11% are <strong>Airport</strong> employees.<br />

The <strong>Commission</strong> has requested that BART waive the entire surcharge for riders working at the <strong>Airport</strong>.<br />

Such a move would save <strong>Airport</strong> employees who commute by BART $8 per day, or $2,000 per year for those<br />

working five days per week. BART <strong>of</strong>fered <strong>Airport</strong> employees a 25% discount <strong>of</strong>f their entire fare, which would<br />

partially reduce the cost <strong>of</strong> the increased surcharge. The <strong>Airport</strong> is sponsoring free shuttle for <strong>Airport</strong> employees<br />

from the nearby Millbrae station. Because <strong>of</strong> the surcharge increase, a rider from Daly <strong>City</strong> can travel to the<br />

Millbrae station for less than half the price <strong>of</strong> a ticket to the <strong>Airport</strong>, even though the Millbrae station is farther<br />

away.<br />

BART pays the <strong>Airport</strong> $2.5 million per year for rent on the BART station in the ITC, plus an additional<br />

$700,000 for custodial <strong>and</strong> electrical support services. BART currently nets more than $5 million per year from the<br />

<strong>Airport</strong> surcharge. Even if the $4 surcharge is waived for <strong>Airport</strong> employees, BART will still realize approximately<br />

$11 million per year from the surcharge paid by <strong>Airport</strong> passengers.<br />

The <strong>Commission</strong> is unable to predict what effect a reduction <strong>of</strong> the surcharge for <strong>Airport</strong> employees will<br />

have on the finances <strong>of</strong> BART <strong>and</strong> its ability to make rental payments to the <strong>Airport</strong>.<br />

Ground Transportation <strong>and</strong> Parking Facilities<br />

Public Parking. A 6,385 space hourly Domestic Parking Garage is connected to the three domestic<br />

terminals by seven pedestrian tunnels <strong>and</strong> three pedestrian bridges, including an elevated pedestrian bridge between<br />

the Domestic Parking Garage <strong>and</strong> Terminal 1 that opened in August 2007 <strong>and</strong> an elevated pedestrian bridge from the<br />

Domestic Parking Garage to Terminal 2 that has been completed, but will not be opened to the public until the<br />

renovation <strong>of</strong> Terminal 2 is completed in Spring 2011. Approximately 4,675 <strong>of</strong> the 6,385 spaces are available for<br />

public parking, 230 are used for taxi stations <strong>and</strong> 730 are for permit-employee parking. Seven hundred fifty spaces<br />

are cordoned <strong>of</strong>f due to the security requirements <strong>of</strong> the Aviation <strong>and</strong> Transportation Security Act. See “–<strong>Airport</strong><br />

Security.” The Domestic Parking Garage features ParkFAST, reserved covered parking with an automated entry<br />

<strong>and</strong> exit system <strong>and</strong> ParkVALET, providing valet service to all terminals. Two public garages located near the ITC<br />

provide 2,980 spaces for short-term parking <strong>and</strong> approximately 3,112 indoor covered spaces <strong>and</strong> approximately<br />

1,670 uncovered spaces are available for public long-term parking approximately 1.5 miles from the Terminal<br />

Complex. This long-term parking lot <strong>of</strong>fers curbside baggage check-in service for most domestic flights, <strong>and</strong> free<br />

shuttle bus service to <strong>and</strong> from the Terminal Complex.<br />

Employee Parking. The <strong>Airport</strong> also operates three on-<strong>Airport</strong> employee/permit parking facilities: the<br />

West Field Garage containing 1,722 spaces, located approximately one mile from the Terminal Complex; a<br />

1,600 space surface lot, located at the north end <strong>of</strong> the <strong>Airport</strong>, approximately two miles from the Terminal<br />

Complex; <strong>and</strong> Lot D (formerly the main long-term public lot) with approximately 3,500 spaces, located<br />

approximately 1.5 miles from the Terminal Complex.<br />

Rental Car Facility. A 5,000 space, full service rental car facility for all on-<strong>Airport</strong> rental car companies is<br />

located approximately one mile north <strong>of</strong> the Terminal Complex <strong>and</strong> is accessed from the terminals by the AirTrain.<br />

Bicycle Parking. The <strong>Airport</strong> <strong>of</strong>fers complimentary bicycle parking in the Central Garage <strong>and</strong> the ITC for<br />

72 bicycles for up to 14 days.<br />

Maintenance <strong>and</strong> Cargo Facilities<br />

The airlines have made substantial investments in facilities at the <strong>Airport</strong>. The United Airlines<br />

maintenance base, containing approximately three million square feet <strong>of</strong> building <strong>and</strong> hangar floor area, is United<br />

Airlines’ sole maintenance facility, <strong>and</strong> one <strong>of</strong> the world’s largest private aircraft maintenance facilities. Major<br />

maintenance facilities are also operated at the <strong>Airport</strong> by American Airlines, Delta Air Lines <strong>and</strong> Northwest<br />

Airlines. The airlines have constructed these maintenance facilities under long-term ground leases. Certain other<br />

airlines operate significant line maintenance facilities at the <strong>Airport</strong>.<br />
