Jackson J. Wong was appointed Chief Operating Officer in August 1998. In this position he oversees the<br />

<strong>Airport</strong> Museum <strong>and</strong> the following <strong>Airport</strong> divisions: Administration, Facilities, <strong>and</strong> the Bureau <strong>of</strong> Design <strong>and</strong><br />

Construction. Effective January 15, 2010, Mr. Wong assumed direct supervision, on an interim basis, <strong>of</strong> the<br />

Facilities division. From March 1994 to August 1998 he served as Deputy <strong>Airport</strong> Director-Facilities, Operations<br />

<strong>and</strong> Maintenance. Prior to that appointment, he served for four years as Bureau Chief for the Department <strong>of</strong> Public<br />

Works, <strong>City</strong> <strong>and</strong> <strong>County</strong> <strong>of</strong> <strong>San</strong> Francisco. Mr. Wong has over 20 years <strong>of</strong> experience in engineering, construction<br />

management, <strong>and</strong> project administration.<br />

Leonardo “Leo” Fermin, Jr. was appointed Deputy <strong>Airport</strong> Director-Business <strong>and</strong> Finance in July 2003.<br />

From October 2002 until July 2003, he served as Acting Deputy <strong>Airport</strong> Director - Business <strong>and</strong> Finance. He has<br />

been with the <strong>Airport</strong> since July 1986, serving in a number <strong>of</strong> positions, including Assistant Deputy Director for<br />

Financial Planning <strong>and</strong> Analysis for five years <strong>and</strong> as Finance Director since November 2001. Prior to joining the<br />

<strong>Airport</strong>, Mr. Fermin served 13 years in a variety <strong>of</strong> financial <strong>and</strong> accounting capacities in the private sector. In<br />

October 2002, Mr. Fermin was nominated for the <strong>City</strong>’s Public Managerial Excellence Award.<br />

Tryg McCoy was appointed Deputy <strong>Airport</strong> Director-Operations <strong>and</strong> Security in December 2003. He<br />

joined the <strong>Airport</strong> staff in June 1996 as an <strong>Airport</strong> Duty Manager, Operations <strong>and</strong> became Assistant Deputy <strong>Airport</strong><br />

Director, Operations in October 1997. Prior to joining the <strong>Airport</strong>, Mr. McCoy served for one year as the Regional<br />

Manager for Ogden Aviation Services based at the <strong>Airport</strong>. Mr. McCoy worked for 22 years with American<br />

Airlines <strong>and</strong> Air California, where his experience included all positions from baggage h<strong>and</strong>ler to General Manager.<br />

Mr. McCoy was a nominee for the <strong>City</strong>’s 2003 Public Managerial Excellence Award.<br />

Theresa M. Lee was appointed Deputy <strong>Airport</strong> Director-Administration in July 1996. Prior to her<br />

appointment, she served as Administrative <strong>and</strong> Special Projects Manager in the <strong>Airport</strong>’s Bureau <strong>of</strong> Planning <strong>and</strong><br />

Environmental Affairs <strong>and</strong> 3-1/2 years as the Deputy Finance Director in the <strong>San</strong> Francisco Mayor’s Office where<br />

she was responsible for the management <strong>and</strong> development <strong>of</strong> the <strong>City</strong>’s budget. Ms. Lee has over 17 years <strong>of</strong> public<br />

policy, administration <strong>and</strong> management experience in state <strong>and</strong> local government.<br />

K<strong>and</strong>ace Bender was appointed Deputy <strong>Airport</strong> Director-Communications <strong>and</strong> Marketing in August 2002.<br />

From September 2000 to August 2002, she managed all public information <strong>and</strong> communications for the Airfield<br />

Development Bureau, focusing in particular on all aspects <strong>of</strong> communications surrounding the Runway<br />

Modernization Program. Prior to that, Ms. Bender served as Press Secretary to <strong>San</strong> Francisco Mayor Willie L.<br />

Brown Jr. for five years. She has 18 years experience as a daily print reporter <strong>and</strong> editor.<br />

Ivar Satero was appointed Deputy Director for the Bureau <strong>of</strong> Design <strong>and</strong> Construction in December 2003.<br />

From February 2002 through November 2003, he served as the Administrator <strong>of</strong> the Bureau <strong>of</strong> Design <strong>and</strong><br />

Construction <strong>and</strong> then as the Administrator <strong>of</strong> <strong>Airport</strong> Development. From February 1994 to February 2002, Mr.<br />

Satero was the Project Manager responsible for various Near-Term Master Plan projects <strong>of</strong> the <strong>Airport</strong> <strong>and</strong> then the<br />

Program Manager responsible for the management, implementation <strong>and</strong> construction <strong>of</strong> the AirTrain System <strong>and</strong> the<br />

BART Extension to the <strong>Airport</strong>. Prior to joining the <strong>Airport</strong> in February 1994, Mr. Satero worked for the Public<br />

Utilities <strong>Commission</strong> <strong>of</strong> the <strong>City</strong> as Project Engineer/Project Manager for various municipal railway <strong>and</strong> Hetch<br />

Hetchy water system capital improvement projects.<br />

Molly S. Stump was appointed <strong>Airport</strong> General Counsel effective September 1, 2009. Prior to this<br />

appointment, Ms. Stump served as General Counsel to the <strong>San</strong> Francisco Police Department <strong>and</strong> Police <strong>Commission</strong><br />

from 2005 to 2009. Ms. Stump received her J.D. from Boalt Hall in 1994. She joined the <strong>City</strong> Attorney’s Office in<br />

1996, after completing a judicial clerkship with District Court Judge Marilyn H. Patel. At the <strong>City</strong> Attorney’s<br />

Office, Ms. Stump has served as General Counsel to the Department <strong>of</strong> Human Resources, the Civil Service<br />

<strong>Commission</strong> <strong>and</strong> the Health Services Board, <strong>and</strong> was specially assigned to assist with the Mayoral transition<br />

in 2004.<br />
