Under the Charter, the <strong>Commission</strong> is responsible for the “construction, management, supervision,<br />

maintenance, extension, operation, use <strong>and</strong> control <strong>of</strong> all property, including the real, personal <strong>and</strong> financial assets<br />

under its jurisdiction.” The <strong>Commission</strong> has the exclusive authority to plan <strong>and</strong> issue revenue bonds for airportrelated<br />

purposes, subject to the approval, amendment or rejection by the Board <strong>of</strong> Supervisors.<br />

The <strong>Commission</strong> also has exclusive power to fix <strong>and</strong> adjust <strong>Airport</strong> rates, fees <strong>and</strong> charges for services <strong>and</strong><br />

facilities provided by the <strong>Airport</strong>.<br />

The <strong>Commission</strong>’s budget <strong>and</strong> certain <strong>Commission</strong> contracts <strong>and</strong> leases (generally, those for a term <strong>of</strong><br />

more than ten years or involving revenue to the <strong>City</strong> <strong>of</strong> more than $1,000,000 or expenditures <strong>of</strong> more than<br />

$10,000,000), <strong>and</strong> modifications thereto, require approval <strong>of</strong> the Board <strong>of</strong> Supervisors. In addition, if any project is<br />

estimated to cost more than $25 million, <strong>and</strong> more than $1 million in predevelopment, planning or construction costs<br />

will be paid with <strong>City</strong> funds, then the Board <strong>of</strong> Supervisors is required to make a determination <strong>of</strong> fiscal feasibility<br />

prior to the commencement <strong>of</strong> environmental review, if any, on such project.<br />

Other <strong>City</strong> departments provide certain functions, services <strong>and</strong> personnel to the <strong>Commission</strong>, including the<br />

Police Department, the Fire Department, the Water Department, the <strong>City</strong>’s Hetch Hetchy Water <strong>and</strong> Power Division,<br />

the Department <strong>of</strong> Public Works, the <strong>City</strong> Controller, the Purchasing Department, the <strong>City</strong> Attorney <strong>and</strong> the<br />

<strong>Airport</strong> Senior Management <strong>and</strong> Legal Counsel<br />

Senior management is led by the <strong>Airport</strong> Director (“Director”), who has the authority to administer the<br />

affairs <strong>of</strong> the <strong>Commission</strong> as the chief executive <strong>of</strong>ficer there<strong>of</strong>. Under the Charter, the Director is appointed by the<br />

Mayor from c<strong>and</strong>idates submitted by the <strong>Commission</strong>. Once appointed by the Mayor, the Director serves at the<br />

pleasure <strong>of</strong> the <strong>Commission</strong>.<br />

The <strong>Airport</strong> has a Chief Operating Officer who is appointed by the Director. Six Deputy Directors oversee<br />

<strong>and</strong> manage the following divisions: Administration, Business <strong>and</strong> Finance, Communications <strong>and</strong> Marketing,<br />

Facilities, Operations <strong>and</strong> Security <strong>and</strong> the Bureau <strong>of</strong> Design <strong>and</strong> Construction. All <strong>of</strong> the divisions, except Business<br />

<strong>and</strong> Finance <strong>and</strong> Communications <strong>and</strong> Marketing, who report directly to the <strong>Airport</strong> Director, report to the Chief<br />

Operating Officer.<br />

Brief biographies <strong>of</strong> the principal members <strong>of</strong> the senior management <strong>and</strong> legal counsel at the <strong>Airport</strong> are<br />

set forth below:<br />

John L. Martin was appointed <strong>Airport</strong> Director in November 1995. Prior to this appointment, he served for<br />

two years as Deputy <strong>Airport</strong> Director–Business <strong>and</strong> Finance <strong>and</strong> five years as Assistant Deputy <strong>Airport</strong> Director–<br />

Business <strong>and</strong> Finance. He has worked for the <strong>Commission</strong> since 1981. Mr. Martin is the president <strong>of</strong> the California<br />

<strong>Airport</strong>s Council (the “CAC”), a Statewide consortium <strong>of</strong> 30 commercial airports that was formed in December<br />

2009. In October 2004, Mr. Martin was named Director <strong>of</strong> the Year by <strong>Airport</strong> Revenue News. He is also a past<br />

member <strong>of</strong> the Board <strong>of</strong> Directors <strong>and</strong> the Vice President <strong>of</strong> the <strong>Airport</strong>s Council International, Pacific Region <strong>and</strong> a<br />

past member <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> ACI-Pacific Region <strong>and</strong> ACI-World.<br />
