Continued from page 3Multi-Hazard ApproachDepending on the type of emergency, theloc<strong>at</strong>ion and the severity, the CUSD emergencypreparedness plan provides different responseoptions. The school district ensures th<strong>at</strong>teachers, staff members and students practicemulti-hazard drills throughout the year th<strong>at</strong>focus on Lockdown, Shelter in Place, Drop, Cover& Hold, Building Evacu<strong>at</strong>ion and Site Evacu<strong>at</strong>ion.Lockdown – A school site lockdown wouldtake place if there is danger <strong>at</strong>or near the school and wouldrestrict movement on thecampus. Students would beremoved from open areas,such as sports fields or lunchareas, and transferred toenclosed areas.Shelter in Place – If studentsare directed to shelter inplace, they will stay indoors.All windows and doors willbe closed and HVAC units willbe shut down by custodialstaff, if necessary. No one willbe allowed in or out of thebuilding or classroom once itis sealed.Drop, Cover & Hold – In case of an earthquake,students will drop to the floor with their backsto the windows, cover head and neck under asturdy piece of furniture, hold on to it and beprepared to move with it. They will hold theposition until the ground stops shaking and it issafe to move.Building Evacu<strong>at</strong>ion – Building evacu<strong>at</strong>ion is amethodical way to exit the school buildingto an on-site assembly area. The evacu<strong>at</strong>ionis typically prompted by a fire alarm orPA announcement. Teachers implementthe Buddy System (see box on Page 6)and <strong>at</strong>tendance is taken on the field onceeveryone is assembled. <strong>Emergency</strong> cardsand medic<strong>at</strong>ions are taken to the assemblyarea during an evacu<strong>at</strong>ion.Site Evacu<strong>at</strong>ion – This involves the removalof students from the campus. This type ofevacu<strong>at</strong>ion is coordin<strong>at</strong>ed through the <strong>District</strong>’s<strong>Emergency</strong> Oper<strong>at</strong>ions Center (EOC). Studentswould be grouped by class and transported,by bus, to a pre-design<strong>at</strong>ed reunific<strong>at</strong>ion site.<strong>Emergency</strong> cards and medic<strong>at</strong>ions are takenduring a site evacu<strong>at</strong>ion.Parents will be notified of thereloc<strong>at</strong>ion via autom<strong>at</strong>ed phonemessages,emails and messages posted onCUSD’s website.Please note th<strong>at</strong> CUSD willactiv<strong>at</strong>e its EOC if there is alarge-scale emergency requiringmulti-level coordin<strong>at</strong>ion. TheEOC is activ<strong>at</strong>ed in parallel withone of the response options.Once the EOC is activ<strong>at</strong>ed, CUSDwill partner, communic<strong>at</strong>e andcoordin<strong>at</strong>e with other offsiteagencies.4

Rest assured, the <strong>District</strong>takes the same approach with their emergency preparednessplans.One of the foremost components of the CUSD plan is thereloc<strong>at</strong>ion of students away from affected schools and thesubsequent reunific<strong>at</strong>ion with their parents. The loc<strong>at</strong>ion towhich students are taken is subjective and will depend onmany factors including n<strong>at</strong>ure of emergency, time of day,road closures, loc<strong>at</strong>ion of emergency and if a venue is alreadyoccupied.If it is deemed necessary to move students, CUSD officialswill reloc<strong>at</strong>e students to altern<strong>at</strong>e sites (See sidebar for reloc<strong>at</strong>ionsites). At the site, your child will be cared for by a SiteLogistics Team. The Site Logistics Team will have your child’semergency card, food, w<strong>at</strong>er, medic<strong>at</strong>ions and potassiumiodide (KI). Please note th<strong>at</strong> KI will only be given to your child<strong>at</strong> the direction of county health officials and if a consentform is on file.If your child is reloc<strong>at</strong>ed, CUSD will notify you via its autom<strong>at</strong>edphone system. Through this service, calls (in both Englishand Spanish) will go out autom<strong>at</strong>ically to all the numberssupplied to the schools by the parents. CUSD will also sendout emails to both mobile phones and computers, messageswill be posted on the CUSD website and announcements willbe made through radio and television outlets. These samemethods will be used to facilit<strong>at</strong>e the reunific<strong>at</strong>ion process.Reunific<strong>at</strong>ion With Your ChildIn an emergency, your first instinct is to drive to the schooland pick up your child. Please don’t. If there’s an emergencyand the school is trying to evacu<strong>at</strong>e children, parents areasked to wait and meet their child <strong>at</strong> the selected reunific<strong>at</strong>ionsite instead of coming to the school. By trying to cometo the school, your actions will increase traffic and becomean obstacle in the evacu<strong>at</strong>ion process. Please do not worry.All parents and caregivers will be notified exactly where theirchildren will be taken.At the reunific<strong>at</strong>ion site, you must have the proper document<strong>at</strong>ionto pick up your child during the student releaseprocess. To be prepared, please make sure you have valididentific<strong>at</strong>ion. Without this, your child will not be released toyou.Secondly, if you are unable to pick up your child, please onlysend people who are listed on the emergency card. Childrenwill not be released to anyone not listed on the emergencycard. Please notify your child’s school regarding any changeswith your contact inform<strong>at</strong>ion.REUNIFICATION AND RELOCATION5

This term is often usedby scuba divers and each diver ispresumed to have responsibilityover the other.CUSD teachers subscribe to thesame philosophy and are presumedto have responsibility for theirneighbor. They monitor each otherto be able to summon or providehelp in case of an emergency. Theyare asked to know the person who isin the classroom next to them andacross from them and then use theBuddy System to make sure theirnearest neighbor has cleared his/herclassroom.The Buddy System is always practicedin an emergency evacu<strong>at</strong>ion drill.6


<strong>School</strong> <strong>District</strong> May Administer KI to Students in an<strong>Emergency</strong>In the unlikely event of an emergency <strong>at</strong> the San Onofre Nuclear Gener<strong>at</strong>ing St<strong>at</strong>ion (SONGS), public health officials maydirect those who live, work or go to school within one of the emergency zones (see box below) around SONGS to ingestpotassium iodide (KI).KI is a chemical compound th<strong>at</strong> contains iodine and can protect the thyroid gland from exposure to radi<strong>at</strong>ion. KI onlyprotects the thyroid gland and should not be considered an “anti-radi<strong>at</strong>ion” pill. It is a supplemental protective measure,secondary to evacu<strong>at</strong>ion or sheltering in place.Each year, parents of children in schools in the <strong>Emergency</strong> Planning Zone (EPZ) are required to fill out a Potassium Iodideform th<strong>at</strong> documents your child’s weight and appropri<strong>at</strong>e dose on the permission form. Since KI is stored in the healthoffice <strong>at</strong> the school and will be made available to your child, it is important th<strong>at</strong> this form is accur<strong>at</strong>e and upd<strong>at</strong>ed,especially if there’s a change in your child’s health or weight.A small number of people could have an adverse reaction to KI. Anyone with an existing thyroid gland condition or thoseallergic to iodine or shellfish should not take KI. If this applies to your child, please write it down on the form.This chart will help you choose the best dosage for your child:GroupAdolescent – weighs over 154 lbs.Children – weighs less than 153 lbs.Dose in Milligrams2 x 65 mg = 130 mg1 X 65 mg = 65 mgIf the Orange County Medical Health Officer directs the EPZ popul<strong>at</strong>ion to take KI, a supervising staff member willadminister KI to students who have a consent form on file. W<strong>at</strong>er, applesauce and plastic spoons will be available to helpyour child swallow the tablet. If your child cannot swallow the tablet, it will be crushed and placed in the applesauceto make it easier to consume. After your child swallows the KI, school staff will stamp the top of his/her left hand anddocument it in the d<strong>at</strong>abase.Parents and caregivers will be notified th<strong>at</strong> their child ingested KI <strong>at</strong> the time of their release. Please note th<strong>at</strong> parents arenot required to allow their child to ingest KI.KI AND YOUR CHILDThree emergency zones have been established aroundSONGS to educ<strong>at</strong>e and, if necessary, evacu<strong>at</strong>e thepeople who live and work near the plant.These are the zones:<strong>Emergency</strong> Planning Zone – 10-mile RadiusThe EPZ is an area within a 10-mile radius of SONGS,where it is possible people downwind from the plantcould be exposed to radi<strong>at</strong>ion from a radioactive plumeif released from the plant during an emergency.Public Educ<strong>at</strong>ion Zone – 20-mile RadiusThe Public Educ<strong>at</strong>ion Zone is for people who live orwork outside the EPZ, within 10 to 20 miles of theplant. People who live or work in this area are providededuc<strong>at</strong>ional inform<strong>at</strong>ion from SONGS throughcommunity outreach activities, including present<strong>at</strong>ions<strong>at</strong> local events, tours, safety expos and classroom visits.Ingestion P<strong>at</strong>hway Zone – 50-mile RadiusThe Ingestion P<strong>at</strong>hway Zone is an area of up to 50 miles around the plant in which a radioactive release could havethe potential to contamin<strong>at</strong>e food and/or liquid produced or collected from the area. This area is designed to protectconsumers from the ingestion of contamin<strong>at</strong>ed crops, agricultural products, w<strong>at</strong>er and livestock.7


The Role of Parents Before, During and After an <strong>Emergency</strong>Did you know th<strong>at</strong> you play a role in your child’s success in the event of an emergency? Yes, the <strong>Capistrano</strong> <strong>Unified</strong><strong>School</strong> <strong>District</strong> (CUSD) has comprehensive plans in place, but parents also have a responsibility to prepare theirchild should an incident occur. Below are some tips for parents to use, and implement, before, during and after anemergency:BEFORE AN EMERGENCY• Talk to your child about cooper<strong>at</strong>ing with and following directions given by the school staff.• Upd<strong>at</strong>e your emergency inform<strong>at</strong>ion with all of your current phone numbers. It is also important to include anycarpool contact inform<strong>at</strong>ion.• Annually upd<strong>at</strong>e doctor’s orders andrecommend<strong>at</strong>ions for your child.• Ensure any medic<strong>at</strong>ion stored in the schooloffice for your child is current and there’senough to last for three days.• For custody cases, make sure all of the providedinform<strong>at</strong>ion is current and the school office hasa copy of the upd<strong>at</strong>ed court documents.• Make sure your child knows how to contact youor another family member.• Familiarize yourself with your school’semergency plan.• Develop a home emergency plan. Formore inform<strong>at</strong>ion on cre<strong>at</strong>ing a plan, go towww.ReadyOC.org.DURING AN EMERGENCY• Stay calm. Remember th<strong>at</strong> emergency plans arein place and have been tested. Trust th<strong>at</strong> yourschool and community services personnel willdo wh<strong>at</strong> is best for your child.• Please DO NOT go to the school site; wait fordirections from school officials. They will let youknow when and where to pick up your child.• CUSD will send out autom<strong>at</strong>ed phone messages,via Connect-Ed, with inform<strong>at</strong>ion from schoolofficials. Please follow any directions given.• Check for emails from your school and visit theCUSD website (www.capousd.org) for currentinform<strong>at</strong>ion.• Call the CUSD Hotline <strong>at</strong> 949-234-5575 foradditional inform<strong>at</strong>ion.• Fully cooper<strong>at</strong>e with school and lawenforcement officials.AFTER AN EMERGENCY• Make sure you have valid identific<strong>at</strong>ion so you may pick up your child during the student release process.• Only send people to pick up your child who are listed on the emergency card.
