And be it further enacted, That the <strong>Post</strong>masterGeneral is authorized to sell, or cause to be sold to <strong>in</strong>dividuals,corporations and bus<strong>in</strong>ess firms, postage stamps,<strong>in</strong> quantities of not less than one hundred dollars <strong>in</strong>value, at a discount not exceed<strong>in</strong>g five per centum fromthe face value of such stamps, and to sell, or cause to besold, stamped envelopes, <strong>in</strong> packages conta<strong>in</strong><strong>in</strong>g not lessthan five hundred envelopes, at a discount not exceed<strong>in</strong>gfive per centum from the current prices thereof when sold<strong>in</strong> less quantities.Sec. 10. And be it further enacted, That the twentyeighthsection of the act entitled " An act to amend thelaws relat<strong>in</strong>g to the <strong>Post</strong> Office Department," approvedeighteen hundred and sixty-three, be, andMarch three,the same is hereby amended by the addition of the follow<strong>in</strong>gclause, namely. And when any letter bear<strong>in</strong>g a requestfor its return to the writer, <strong>in</strong> case of its non-delivery,shall have been so returned to the office at whichit was orig<strong>in</strong>ally mailed, then, and <strong>in</strong> that case, it shallbe obligatory upon the person to whom such letter hasof his or her official duties, or shall have come or beenplaced <strong>in</strong> his or her possession <strong>in</strong> any other manner, andprovided that such letter, or packet, bag, or mail of letters,shall not have been delivered to the person or personsto whom it is directed, such person shall, on convic-been returned to receive the same, and to pay thereforthe postage specified by this section ; and <strong>in</strong> default of tion for any such offence, be imprisoned not less than tensaid writer to receive and pay for the letter so returned, years, nor exceed<strong>in</strong>g twenty-one years ; and the fact thathe shall be subject to a penalty of ten dollars, to be recovered<strong>in</strong> any court of competent jurisdiction.have been deposited <strong>in</strong> any post office or branch postany such letter or packet, bag, or mail of letters, shallSec. 11. And be it further enacted, That if any person,not authorized by the <strong>Post</strong>master General, shall set of the United States, or <strong>in</strong> any other authorized deposit-office established by authority of the <strong>Post</strong>master Generalup or profess to keep any office, or any place of bus<strong>in</strong>ess, ory of mail letters, or <strong>in</strong> charge of any postmaster,bear<strong>in</strong>g the sign, name, or title of post office, every such assistant postmaster, clerk, carrier, agent, or messengerperson shall forfeit and pay the sum of five hundred dollarsfor every such offence.States, shall be taken and held as evidence that the sameemployed <strong>in</strong> the post office establishment of the UnitedSeo. 12. And be it farther enacted, That if any person was "<strong>in</strong>tended to be conveyed by post" with<strong>in</strong> theemployed <strong>in</strong> any of the departments of the post office mean<strong>in</strong>g of this statute ; and if any person who shallestablishment shall unlawfully deta<strong>in</strong>, delay, or open any have taken charge of the mails of the United States shallletter, packet, bag, or mail of letters with which he shall voluntarily quit or desert the same before such personbe <strong>in</strong>trusted, or which shall have come to his possession, delivers it <strong>in</strong>to the post office kept at the term<strong>in</strong>ation ofand which are <strong>in</strong>tended to be conveyed by post, or to be the route, or some known mail carrier, or agent of thecarried or delivered by any mail carrier, mail messenger, General <strong>Post</strong> Office, authorized to receive the same, everyletter carrier, route agent, or other person employed <strong>in</strong> such person, so offend<strong>in</strong>g, shall forfeit and pay a sum notany of the departments of the post office establishment exceed<strong>in</strong>g five hundred dollars for every such offenceof the United States, or to be forwarded or deliveredthrough or from any post office or branch post officeestablished by authority of the <strong>Post</strong>master General ofthe United States, if any such person shall secrete, embezzle,or destroy any letter or packet <strong>in</strong>trusted to suchperson as aforesaid, and which shall not conta<strong>in</strong> anysecurity for or assurance relat<strong>in</strong>g to money as here<strong>in</strong>afterdescribed, every such offender, be<strong>in</strong>g thereof duly convicted,shall, for every such offence, be f<strong>in</strong>ed not less thanthree hundred dollars, or imprisoned not less than sixmonths, or both, accord<strong>in</strong>g to the circumstances andaggravations of the offence. And if any person employeda# aforesaid shall secrete, embezzle, or destroy anyletter, packet, bag, or mail of letters, with which he orshe shall be <strong>in</strong>trusted, or which shall have come to hisor her possession, and are <strong>in</strong>tended to be conveyed bypost, or to be carried or delivered by any mail carrier,mail messenger, letter carrier, route agent, or other personemployed <strong>in</strong> any of the departments of the postoffice establishment of the United States, or to be forwardedor delivered through or from any post office orbranch post office established by authority of the <strong>Post</strong>masterGeneral of the United States, such letter, packet,bag, or mail of letters, conta<strong>in</strong><strong>in</strong>g any note, bond, draft,check, revenue stamp, postage stamp, money order, certificateof stock, or other pecuniary obligation, or govern-or for sell<strong>in</strong>g stock <strong>in</strong> the funds, or for receiv<strong>in</strong>g the <strong>in</strong>terestthereof, or any letter of credit, or note for, orrelat<strong>in</strong>g to, payment of moneys, or any bond, or warrant,draft, bill, or promissory note, covenant, contract, oragreement whatsoever, for, or relat<strong>in</strong>g to, the paymentof money, or the delivery of any article of value, or theperformance of any act, matter, or th<strong>in</strong>g, or any receipt,release, acquittance, or discharge of, or from, any debt,covenant, or demand, or any part thereof, or any copy ofany record of any judgment, or decree, <strong>in</strong> any court oflaw, or chancery, or any execution which may haveissued thereon, or any copy of any other record, or anyother article of value, or any writ<strong>in</strong>g represent<strong>in</strong>g thesame ; or if any such person, employed as aforesaid, shallsteal or take, any of the same out of any letter, packet,bag, or mail of letters, that shall come to his or her possession,whether such letter or packet, bag, or mail ofletters, shall have come or been placed <strong>in</strong> his or her possesion to be forwarded or delivered <strong>in</strong> the regular courseand if any person concerned <strong>in</strong> carry<strong>in</strong>g the mail of theUnited States shall collect, receive, or carry any letteror packet, or shall cause or procure the same to bedone, contrary to this act, every such offender shall forfeitand pay, for every such offence, a sum not exceed<strong>in</strong>gfifty dollars. (Section twenty-one, act of March three,eighteen hundred and twenty-floe?)Sec. 13. And be it further enacted, That dead lettersconta<strong>in</strong><strong>in</strong>g valuable enclosures shall be registered <strong>in</strong> thedepartment ; and when it appears that they can neitherbe delivered to their address nor to the writers, the contentsthereof, so far as available, shall be used to promotethe efficiency of the dead-letter office, accord<strong>in</strong>g to theprovisions of the seventh section of the act approvedFebruary twenty-seventh, eighteen hundred and sixtyone,entitled "An act to establish certa<strong>in</strong> post routes;"and the amount thereof shall be shown <strong>in</strong> the annualreport, and shall be subject to reclamation by either theparty addressed or the sender for four years from registrythereof, careful account be<strong>in</strong>g kept of the same.All other letters deemed of value or of importance tothe party addressed, or to the writer, and which it ap-cannot be returned to either dest<strong>in</strong>ation, shall bedisposed of as the <strong>Post</strong>master General shall direct.Sec. 14. And be it further enacted, That letter-carshallbe employed,, at such post offices as the <strong>Post</strong>mentsecurity of any description whatever, issued, or master General shall direct, for the delivery of letters, <strong>in</strong>that may hereafter be issued, by the United States, or by places, respectively, whore such post offices are estabanyofficer or fiscal agent thereof, any bank note or bank lished; and for their services they shall severally receivepost bill, bill of exchange, warrant of the treasury of the a salary, to be prescribedby the <strong>Post</strong>master General, notUnited States, note of assignment of stock <strong>in</strong> the funds,eight hundred dollars per year: Provided,letters of attorney for receiv<strong>in</strong>g annuities or dividends, That, on satisfactory evidence of their diligence, fidelity,

And be it further enacted, That all expensesfor the letter-carriers, branch offices, and receiv<strong>in</strong>gboxes, or <strong>in</strong>cident thereto, shall be entered and reported<strong>in</strong> a separate account lVom the ord<strong>in</strong>ary postal expensesof suci post office, and shall be shown <strong>in</strong> comparisonwith the proceeds of the postages on local mail matter ateach office, <strong>in</strong> order that the <strong>Post</strong>master General may beguided <strong>in</strong> the expenditures for that branch of the postalservice by <strong>in</strong>come derived therefrom.Seo. 16. And be it further enacted, That the eighth,eleventh, and fourteenth sections of the act entitled " Anact to amend the laws relat<strong>in</strong>g to the <strong>Post</strong> Office Department,"approved March three, eighteen hundred andsixty-three, the provisions of which have been modifiedand <strong>in</strong>corporated <strong>in</strong> this act, be, and the same are herebyrepealed.Seo. 17. And be it further enacted, That the specialagent of the <strong>Post</strong> Office Department <strong>in</strong> the Pacific Statesand Territories ghall receive as compensation five dollarsper diem.AN ACT RELATING TO THE POSTAL LA¥S.Approved, March 3, 1865.Be it enacted by the Senate and House of liepresenta- of two thousand five hundred dollars per annum,|t<strong>in</strong>es of the United States of America <strong>in</strong> Congress assem under the act of March two, eighteen hundred and sixtyone,with an allowance, <strong>in</strong> addition thereto, of a sum notbled, That all domestic letters, except letters lawfullyfranked, and duly certified letters of soldiers, and mar<strong>in</strong>ers,<strong>in</strong> the service of the United States, which areexceed<strong>in</strong>g five dollars per diem, to provide for his actualdepositedfor mail<strong>in</strong>g <strong>in</strong> any post ofice of the United States,on which the postage is unpaid, shall be. sent by the postmasterto the Dead Letter Office <strong>in</strong> Wash<strong>in</strong>gton; and allletters deposited for mail<strong>in</strong>g, paid only <strong>in</strong> part, shall beforwarded to dest<strong>in</strong>ation, charged with the unpaid rate,to be collected on delivery.Seo. 2. And be it further enacted, That the provisions ofthe act entitled " An act f..r the relief of postmasters whohave been robbed by Confederate forces or rebel guerrillas,"approved April twenty-n<strong>in</strong>e, eighteen hundred andsixty-four, be, and the same are hereby, extended to casesof loyal postmasters, where, by reason of the presence ofarmed forces, a post office is destroyed and the postmasterloses the fixtures and furniture or postage stamps andHtamped envelopes ;and also to cases where such lossesare occasioned by armed forces other than those of theso-called Confederate States.Seo. 3. And be it further enacted, That, <strong>in</strong> addition tothe items of rent, fuel, light and clerks, enumerated <strong>in</strong>the fifth section of the act approved July first, eighteenhundred and sixty-four, the <strong>Post</strong>master General be, andhe is hereby, authorized to allow, at his discretion, out ofthe revenues of the office at New York, and of offices ofthe first, second, third, and fourth classes, a just andreasonable sum for the necessary cost, <strong>in</strong> whole or <strong>in</strong>part, as well of the forego<strong>in</strong>g item as of furniture, stationery,pr<strong>in</strong>t<strong>in</strong>g, and other items of expenditure requiredat offices of those classes, to be adjusted upon a satisfactoryexhibit of the facts ; and that he be authorized to payout of the proceeds of the money- order bus<strong>in</strong>ess the costof stationery and such other <strong>in</strong>cidental expenses as arenecessary to the transaction of that bus<strong>in</strong>ess.Seo. 4. And be it further enacted, That the seventhsection of the act entitled " An act to amend the lawsrelat<strong>in</strong>g to the <strong>Post</strong> Office Department," approved Marchthree, eighteen hundred and sixty-three, be, and the sameis hereby, amended so as to authorize the <strong>Post</strong>masterGeneral to allow for the publication, <strong>in</strong> newspapers, ofthe list of non-delivered letters at any post office, compensationat a rate not to exceed two cents for each letterso advertised.Seo. 5. And be it further enacted, That the seventeenthsection of the act entitled " An act to establish salariesfor postmasters, and for other purposes," approved Julyone, eighteen hundred and sixty -four, be, and the sameis hereby, amended so as to restore, from the date of itspassage, to the Special Agent of the <strong>Post</strong> Office Department<strong>in</strong> the Pacific States and Territories, his regulartravel<strong>in</strong>g and <strong>in</strong>cidental expenses while actively employed<strong>in</strong> the service. And the <strong>Post</strong>master General is herebyauthorized to appo<strong>in</strong>t an additional Special Agent for thePacific States and Territories, and two additional SpecialAgents to super<strong>in</strong>tend postal matters connected with therailway mail service of the United States, who shall receivethe same salary and per diem allowance, <strong>in</strong> addition,for travel<strong>in</strong>g and <strong>in</strong>cidental expenses, to be paidout of the appropriation for mail transportation.Sec. 6. And be it further enacted, That hereafter SpecialAgents of the <strong>Post</strong> Office Department, other thanthose appo<strong>in</strong>ted for the Pacific States and Territories, orthose appo<strong>in</strong>ted under the authority of the preced<strong>in</strong>g sectionof this act to super<strong>in</strong>tend postal matters connectedwith the railway service of the United States, shall beallowed for their necessary 'travel<strong>in</strong>g and <strong>in</strong>cidental expenses,while actively employed <strong>in</strong> the service, a sum notexceed<strong>in</strong>g five dollars per diem.Seo. 7. And be it further enacted, That the <strong>Post</strong>masterGeneral be, and he is hereby, authorized to pay, outof the appropriation for miscellaneous expenses, the sumof ten thousand dollars, or so much thereof as may berequired, for defray<strong>in</strong>g the necessary expense of prepar<strong>in</strong>gand publish<strong>in</strong>g a set of post-route maps, arranged byStates and groups of States, and show<strong>in</strong>g all the permanentmail routes, distances, and post offices thereon, <strong>in</strong>the United States, with other statistical <strong>in</strong>formation.Seo. 8. And be it further enacted, That for the purposeof assort<strong>in</strong>g and distribut<strong>in</strong>g letters and other mail matter<strong>in</strong> railway post offices, the <strong>Post</strong>master General may,from time to time, appo<strong>in</strong>t clerks, who shall be paid outof the appropriation for mail transportation : Provided,That the salary of each head clerk so appo<strong>in</strong>ted and employedshall not exceed fourteen hundred dollars perannum, and that the salary of other clerks shall not exceedtwelve hundred dollars each per annum.Seo. 9. And be it further enacted, That the provisionsof the fourth section of the act entitled "An act mak<strong>in</strong>gappropriations for the service of the <strong>Post</strong> Office Depart-year end<strong>in</strong>g the thirtieth of June,ment dur<strong>in</strong>g the fiscaleighteen hundred and sixty-one," approved June fifteenth,eighteen hundred and sixty, be, and the same are hereby,modified so as to authorize the <strong>Post</strong>master General tocause the mails to be transported between the UnitedStates and any foreign port or ports, or between ports ofthe United Slates, touch<strong>in</strong>g at a foreign port, by steamship,allow<strong>in</strong>g and pay<strong>in</strong>g therefor, if by an Americanvessel, any sum not exceed<strong>in</strong>g the sea and UnitedStates <strong>in</strong>land postage, and if by a foreign vessel, any
