And be it further enacted, That all expensesfor the letter-carriers, branch offices, and receiv<strong>in</strong>gboxes, or <strong>in</strong>cident thereto, shall be entered and reported<strong>in</strong> a separate account lVom the ord<strong>in</strong>ary postal expensesof suci post office, and shall be shown <strong>in</strong> comparisonwith the proceeds of the postages on local mail matter ateach office, <strong>in</strong> order that the <strong>Post</strong>master General may beguided <strong>in</strong> the expenditures for that branch of the postalservice by <strong>in</strong>come derived therefrom.Seo. 16. And be it further enacted, That the eighth,eleventh, and fourteenth sections of the act entitled " Anact to amend the laws relat<strong>in</strong>g to the <strong>Post</strong> Office Department,"approved March three, eighteen hundred andsixty-three, the provisions of which have been modifiedand <strong>in</strong>corporated <strong>in</strong> this act, be, and the same are herebyrepealed.Seo. 17. And be it further enacted, That the specialagent of the <strong>Post</strong> Office Department <strong>in</strong> the Pacific Statesand Territories ghall receive as compensation five dollarsper diem.AN ACT RELATING TO THE POSTAL LA¥S.Approved, March 3, 1865.Be it enacted by the Senate and House of liepresenta- of two thousand five hundred dollars per annum,|t<strong>in</strong>es of the United States of America <strong>in</strong> Congress assem under the act of March two, eighteen hundred and sixtyone,with an allowance, <strong>in</strong> addition thereto, of a sum notbled, That all domestic letters, except letters lawfullyfranked, and duly certified letters of soldiers, and mar<strong>in</strong>ers,<strong>in</strong> the service of the United States, which areexceed<strong>in</strong>g five dollars per diem, to provide for his actualdepositedfor mail<strong>in</strong>g <strong>in</strong> any post ofice of the United States,on which the postage is unpaid, shall be. sent by the postmasterto the Dead Letter Office <strong>in</strong> Wash<strong>in</strong>gton; and allletters deposited for mail<strong>in</strong>g, paid only <strong>in</strong> part, shall beforwarded to dest<strong>in</strong>ation, charged with the unpaid rate,to be collected on delivery.Seo. 2. And be it further enacted, That the provisions ofthe act entitled " An act f..r the relief of postmasters whohave been robbed by Confederate forces or rebel guerrillas,"approved April twenty-n<strong>in</strong>e, eighteen hundred andsixty-four, be, and the same are hereby, extended to casesof loyal postmasters, where, by reason of the presence ofarmed forces, a post office is destroyed and the postmasterloses the fixtures and furniture or postage stamps andHtamped envelopes ;and also to cases where such lossesare occasioned by armed forces other than those of theso-called Confederate States.Seo. 3. And be it further enacted, That, <strong>in</strong> addition tothe items of rent, fuel, light and clerks, enumerated <strong>in</strong>the fifth section of the act approved July first, eighteenhundred and sixty-four, the <strong>Post</strong>master General be, andhe is hereby, authorized to allow, at his discretion, out ofthe revenues of the office at New York, and of offices ofthe first, second, third, and fourth classes, a just andreasonable sum for the necessary cost, <strong>in</strong> whole or <strong>in</strong>part, as well of the forego<strong>in</strong>g item as of furniture, stationery,pr<strong>in</strong>t<strong>in</strong>g, and other items of expenditure requiredat offices of those classes, to be adjusted upon a satisfactoryexhibit of the facts ; and that he be authorized to payout of the proceeds of the money- order bus<strong>in</strong>ess the costof stationery and such other <strong>in</strong>cidental expenses as arenecessary to the transaction of that bus<strong>in</strong>ess.Seo. 4. And be it further enacted, That the seventhsection of the act entitled " An act to amend the lawsrelat<strong>in</strong>g to the <strong>Post</strong> Office Department," approved Marchthree, eighteen hundred and sixty-three, be, and the sameis hereby, amended so as to authorize the <strong>Post</strong>masterGeneral to allow for the publication, <strong>in</strong> newspapers, ofthe list of non-delivered letters at any post office, compensationat a rate not to exceed two cents for each letterso advertised.Seo. 5. And be it further enacted, That the seventeenthsection of the act entitled " An act to establish salariesfor postmasters, and for other purposes," approved Julyone, eighteen hundred and sixty -four, be, and the sameis hereby, amended so as to restore, from the date of itspassage, to the Special Agent of the <strong>Post</strong> Office Department<strong>in</strong> the Pacific States and Territories, his regulartravel<strong>in</strong>g and <strong>in</strong>cidental expenses while actively employed<strong>in</strong> the service. And the <strong>Post</strong>master General is herebyauthorized to appo<strong>in</strong>t an additional Special Agent for thePacific States and Territories, and two additional SpecialAgents to super<strong>in</strong>tend postal matters connected with therailway mail service of the United States, who shall receivethe same salary and per diem allowance, <strong>in</strong> addition,for travel<strong>in</strong>g and <strong>in</strong>cidental expenses, to be paidout of the appropriation for mail transportation.Sec. 6. And be it further enacted, That hereafter SpecialAgents of the <strong>Post</strong> Office Department, other thanthose appo<strong>in</strong>ted for the Pacific States and Territories, orthose appo<strong>in</strong>ted under the authority of the preced<strong>in</strong>g sectionof this act to super<strong>in</strong>tend postal matters connectedwith the railway service of the United States, shall beallowed for their necessary 'travel<strong>in</strong>g and <strong>in</strong>cidental expenses,while actively employed <strong>in</strong> the service, a sum notexceed<strong>in</strong>g five dollars per diem.Seo. 7. And be it further enacted, That the <strong>Post</strong>masterGeneral be, and he is hereby, authorized to pay, outof the appropriation for miscellaneous expenses, the sumof ten thousand dollars, or so much thereof as may berequired, for defray<strong>in</strong>g the necessary expense of prepar<strong>in</strong>gand publish<strong>in</strong>g a set of post-route maps, arranged byStates and groups of States, and show<strong>in</strong>g all the permanentmail routes, distances, and post offices thereon, <strong>in</strong>the United States, with other statistical <strong>in</strong>formation.Seo. 8. And be it further enacted, That for the purposeof assort<strong>in</strong>g and distribut<strong>in</strong>g letters and other mail matter<strong>in</strong> railway post offices, the <strong>Post</strong>master General may,from time to time, appo<strong>in</strong>t clerks, who shall be paid outof the appropriation for mail transportation : Provided,That the salary of each head clerk so appo<strong>in</strong>ted and employedshall not exceed fourteen hundred dollars perannum, and that the salary of other clerks shall not exceedtwelve hundred dollars each per annum.Seo. 9. And be it further enacted, That the provisionsof the fourth section of the act entitled "An act mak<strong>in</strong>gappropriations for the service of the <strong>Post</strong> Office Depart-year end<strong>in</strong>g the thirtieth of June,ment dur<strong>in</strong>g the fiscaleighteen hundred and sixty-one," approved June fifteenth,eighteen hundred and sixty, be, and the same are hereby,modified so as to authorize the <strong>Post</strong>master General tocause the mails to be transported between the UnitedStates and any foreign port or ports, or between ports ofthe United Slates, touch<strong>in</strong>g at a foreign port, by steamship,allow<strong>in</strong>g and pay<strong>in</strong>g therefor, if by an Americanvessel, any sum not exceed<strong>in</strong>g the sea and UnitedStates <strong>in</strong>land postage, and if by a foreign vessel, any
