Chapter 7 Accountability – Employment and PayThere has been ongoing comment during the course of our deliberations that the vastmajority of increased employment in the health sector has been taken up by administrators -i.e. that administrative staff, rather than those providing a direct patient service, have consumedthe additional resources allocated. We have not found evidence to support this perception. In October 2001, health boards were asked by the Department of Health and Children to carryout a comprehensive analysis of the primary roles and functions of the staff classified as“Management/Administration”.The result of this analysis is set out in Table 7.3 below.Table 7.3:Total Health Service Staffing 2001 (including a breakdown of theManagement/Administration Category)GRADE CATEGORY 2001 As % ofCategory TotalManagement/Administration 14,714of whichPayroll etc. 1,324 9%Human Resource Management (including training) 736 5%Service Managers 441 3%IT Staff 441 3%General Management Support 1,619 11%Legislative and Information Requirements 736 5%Direct Patient Services 9,417 64%Medical/Dental 6,285Nursing 31,429Health and Social Care Professionals 9,228General Support and Other Patient and Client Care 31,340Total 92,996Source: Department of Health and ChildrenOf those falling within the category of "Management/Administration" in 2001, 64% are staffengaged in direct service to the public. These include Consultants’ secretaries, out-patientdepartment personnel, medical records personnel, telephonists and computer personnel whoare engaged in front-line duties. These personnel are recorded generically at clericalofficer/grade 3 level on the basis of their rates of pay as distinct from the functions theyperform. While there is no directly comparable figure for 1997, applying that same ratio andextrapolating from that category’s 26% share of the total increase indicates that of the order of10 out of every 11 additional employees recruited since 1997 are engaged in duties of directservice to patients and the public.Rates of PayTable 7.4 shows the average pay levels for selected representative grades in the public health89
