<strong>Report</strong> <strong>of</strong> the Commission on Financial Management <strong>and</strong> Control Systems in the <strong>Health</strong> ServiceThe recommendations on the proposed governance arrangements may be summarised as follows:●●●●●●●The Secretary General <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Health</strong> <strong>and</strong> <strong>Children</strong> should remaindirectly accountable to the Minister for <strong>Health</strong> <strong>and</strong> <strong>Children</strong> in respect <strong>of</strong> national healthpolicy.The board <strong>of</strong> the Executive should be directly accountable to the Minister for <strong>Health</strong> <strong>and</strong><strong>Children</strong> for delivery <strong>of</strong> services consistent with national policy.The CEO <strong>of</strong> the Executive should be accountable to the Board <strong>of</strong> the Executive.CEOs <strong>of</strong> regional health boards should be accountable to the CEO <strong>of</strong> the Executive forthe delivery <strong>of</strong> services consistent with national policy priorities within their functionalarea.Regional health boards should have a role to monitor <strong>and</strong> advise on health servicedelivery within their functional area.The Chairmen <strong>of</strong> the regional health boards should report to the Chairman <strong>of</strong> theExecutive on the performance <strong>of</strong> the regional CEO <strong>and</strong> other issues concerning localservice delivery.The CEOs <strong>of</strong> the major teaching hospitals providing national services should beaccountable directly to the CEO <strong>of</strong> the Executive.Our governance model (see Figure 3.1), with a national Executive <strong>and</strong> regional health boards,can be characterised as being similar to that <strong>of</strong> parent company <strong>and</strong> subsidiary as it applies inthe corporate sector.54
