Number Recommendation IT TimeframeRequirements147R10.5 Hospital information systems which provide information on patients <strong>and</strong> their procedures Systems development asap(i.e. number <strong>of</strong> tests, x-ray, lab time, theatre, drugs, etc) be rolled out to all acute hospitals <strong>and</strong>requiredintegrated with the financial <strong>and</strong> HR systems at R10.3 above.R10.6 Funding for the IT strategy should be ring-fenced to ensure that: none immediate(i) The funding is solely for specified IT investment;(ii) There is increased transparency <strong>of</strong> where the investment occurs; <strong>and</strong>(iii) There is clear measurement <strong>of</strong> the improvements in management information resultingfrom such investments.R10.7 Pending establishment <strong>of</strong> the Executive, the <strong>Department</strong> <strong>of</strong> <strong>Health</strong> <strong>and</strong> <strong>Children</strong> should have full none On establishment <strong>of</strong>control over how this funding will be allocated <strong>and</strong> should report the results <strong>of</strong> such investmentsImplementation Committeeto the Implementation Committee recommended at R11.2.IMPLEMENTATION OF RECOMMENDATIONSR11.1 Government should give consideration to assigning non-core health activities, currently undertaken none asapby agencies within the health service, to other bodies.R11.2 A National Implementation Committee should be established with the role <strong>of</strong> none immediate(i) Ensuring the implementation <strong>of</strong> the recommendations;(ii) Driving the implementation process;(iii) Overseeing the establishment <strong>of</strong> the Executive <strong>and</strong> the consequent governance changes inChapter 3; <strong>and</strong>(iv) Providing progress reports every 3 months.R11.3 The Implementation Committee should, within 2 years <strong>of</strong> the publication <strong>of</strong> this report, be in a none asapposition to h<strong>and</strong> over responsibility for implementation <strong>of</strong> any outst<strong>and</strong>ing recommendations to theCEO <strong>of</strong> the Executive.R11.4 The Government should nominate an independent person to chair the Implementation Committee. none immediateR11.5 Membership should also include the Secretary General <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Health</strong> <strong>and</strong> <strong>Children</strong>, none immediatea Secretary General in the <strong>Department</strong> <strong>of</strong> Finance, a health board CEO <strong>and</strong> three persons from theprivate sector with appropriate expertise <strong>and</strong> experience in change management <strong>and</strong> financialmanagement/audit functions.Addendum
