In this regard,the CEO shouldprepare a reconciliation document that makes it clear how the figures in the final (i.e. December’s)Integrated Management <strong>Report</strong> <strong>of</strong> the financial year have appeared in the Annual FinancialStatement <strong>and</strong> Annual <strong>Report</strong>.R9.8 The Annual <strong>Report</strong> prepared by the health boards should be adopted by health boards at the same none asaptime as the Annual Financial Statement which is by 31 March following the previous year end.INFORMATION TECHNOLOGYR10.1 The information systems necessary to support financial management <strong>and</strong> control systems Systems development n/arecommended in this report should be built around SAP <strong>and</strong> PPARS.requiredR10.2 This investment should be subject to: none immediate(i) Prior arrangements being put in place to ensure that appropriate use can <strong>and</strong> will bemade <strong>of</strong> new systems as evidenced in a detailed business case as outlined in the text above;(ii) Parallel implementation <strong>of</strong> the wider organisational changes we recommend throughoutthis report; <strong>and</strong>(iii) The recruitment <strong>of</strong> certain key financial, human resource management <strong>and</strong> informationtechnology personnel, necessary to the successful implementation <strong>of</strong> therecommendations <strong>of</strong> this report, should be by means <strong>of</strong> open competition i.e. fromoutside the Common Recruitment Pool (see also recommendation R7.10).R10.3 There should be an acceleration in investment so as to achieve the early implementation <strong>of</strong> the Systems development asapfollowing:required(i) SAP financials installed in all health boards <strong>and</strong> the major teaching hospitals;(ii) PPARS (Phase 1) fully implemented in the outst<strong>and</strong>ing sites (South Eastern <strong>Health</strong> Board,Southern <strong>Health</strong> Board, Beaumont, Mater, St Vincent’s <strong>and</strong> Tallaght hospitals); <strong>and</strong>(iii) PPARS (Phase 2) implemented in the health boards <strong>and</strong> the major teaching hospitals.R10.4 Roll out <strong>of</strong> PPARS should continue to be driven by the National PPARS Office, to ensure a Systems development asapconsistent <strong>and</strong> uniform national approach, <strong>and</strong> that Office should liase on a monthly basisrequiredwith the Implementation Committee referred to at R11.2.<strong>Report</strong> <strong>of</strong> the Commission on Financial Management <strong>and</strong> Control Systems in the <strong>Health</strong> Service
