Appendix 6Appendix 6AUDIT OF STRUCTURESThe primary focus <strong>of</strong> the "Audit <strong>of</strong> Structures" is to establish the organisational improvementsneeded to strengthen the health system to meet the challenges <strong>of</strong> implementing the programme<strong>of</strong> development <strong>and</strong> reform set out in the <strong>Health</strong> Strategy (Quality <strong>and</strong> Fairness:A <strong>Health</strong> Systemfor You). The scope <strong>of</strong> the project involves a critical examination <strong>of</strong>:●●●●The number <strong>and</strong> configuration <strong>of</strong> existing health organisations;Their interactions with one another <strong>and</strong> with the <strong>Department</strong> <strong>of</strong> <strong>Health</strong> <strong>and</strong> <strong>Children</strong>;The adequacy <strong>of</strong> governance arrangements; <strong>and</strong>The scope for rationalisation.Within the scope <strong>of</strong> this analysis <strong>and</strong> proposed changes the Audit should ensure that there areclear lines <strong>of</strong> accountability <strong>and</strong> communication between each part <strong>of</strong> the system; no overlap orduplication between organisations; <strong>and</strong> a proper alignment <strong>of</strong> the structures to the objectivesoutlined in the <strong>Health</strong> Strategy.The Audit is examining the role <strong>and</strong> functions <strong>of</strong> a wide range <strong>of</strong> State agencies (excludingvoluntary hospitals <strong>and</strong> agencies funded by the State).179
