Appendix 6Appendix 6AUDIT OF STRUCTURESThe primary focus of the "Audit of Structures" is to establish the organisational improvementsneeded to strengthen the health system to meet the challenges of implementing the programmeof development and reform set out in the Health Strategy (Quality and Fairness:A Health Systemfor You). The scope of the project involves a critical examination of:●●●●The number and configuration of existing health organisations;Their interactions with one another and with the Department of Health and Children;The adequacy of governance arrangements; andThe scope for rationalisation.Within the scope of this analysis and proposed changes the Audit should ensure that there areclear lines of accountability and communication between each part of the system; no overlap orduplication between organisations; and a proper alignment of the structures to the objectivesoutlined in the Health Strategy.The Audit is examining the role and functions of a wide range of State agencies (excludingvoluntary hospitals and agencies funded by the State).179
