Ltd. and is a Director of AIB Finance &Leasing Ltd., Pettit Engineering Group Ltd and The Irish Guide Dogs Foundation. He has held anumber of executive positions with AIB and recently retired as General Manager of its SouthernArea. Mr Mansfield is a Fellow of the Institute of Bankers in Ireland, Certified Member of theI.M.I. and is a former President of Waterford Chamber of Commerce. He is President Elect ofthe Rotary Club of Cork.Mr. Jim McCaffreyJim McCaffrey recently retired as Assistant Secretary in the Department of Finance. He joinedthe Department of Finance in 1965. He has worked in all areas of the Department - includingpersonnel, spending policy and taxation. For the last ten years, Mr. McCaffrey has been theAssistant Secretary responsible for social spending (health, education and social welfare) and forsocial policy advice generally in the Department.Mr. Michael McLooneMichael McLoone, Dip H.I., B.A. (Pub Admin) has been County Manager with Donegal CountyCouncil since 1994. He worked as an environmental health officer from 1966-74. He wasappointed Industrial Relations Officer with the North Western Health Board in 1975, PersonnelOfficer with Midland Health Board in 1978 and Programme Manager with the North WesternHealth Board in 1982. In 1988 he was seconded to Beaumont Hospital as Chief Executive to setup the structures to run the new hospital - he was there for six years. In 1997 he wasappointed Chairman of the governing body of Letterkenny Institute of Technology. In 1998 hechaired the Donegal Employment Initiative Task Force and was a member of the WesternDevelopment Commission from 1996 - 2001. He was appointed Chairman of the Irish BloodTransfusion Board in 2001.Mr. Dermot SmythDermot Smyth is an Assistant Secretary in the Department of Health and Children. Hisresponsibilities include Finance, Planning, Management Information and Private Health Insurance.150

Sheis also involved in an EU Training and Mobility Network (Accounting and Management in theReform of European Health Care Systems) as the ‘scientist in charge’ of the Irish team and amember of the management committee of the network since its commencement in 1998. Thework of Dr. Doyle on our behalf both assisted and informed us in reaching our proposals forthe reform of systems in the Irish health service.151
