Interested in <strong>newspaper</strong> worksince graduation. Was city editor <strong>of</strong> <strong>the</strong> Waukegan Sun for rive ye.irs, and was copublisherwith his bro<strong>the</strong>r, Frank G. Smith (now deceased) <strong>of</strong> <strong>the</strong> W.uikegan Gazetteuntil <strong>the</strong>y sold <strong>the</strong> publication in 1911. While city editor <strong>of</strong> <strong>the</strong> Sun he carried ona correspondence with Andrew Carnegie which ultimately brought a Carnegie FundLibrary to Waukegan.Dropped <strong>newspaper</strong> work for six months in 1911 and <strong>the</strong>n, along with his bro<strong>the</strong>rFrank, purchased and operated <strong>the</strong> Waukegan Daily Sun and <strong>the</strong> Liberty villc WeeklyIndependent until 1928.Was named a member <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Commerce Commission in 1922 by Gov.Len Small and served seven years. Sold both <strong>Illinois</strong> papers in 1928 and invested in <strong>the</strong>St. Petersburg (Fla.) Daily Times, and is chairman <strong>of</strong> <strong>the</strong> board <strong>of</strong> directors althoughinactive in <strong>the</strong> management <strong>of</strong> <strong>the</strong> paper.Republican in national politics, he is independent in local affairs. He is an Elk. amember <strong>of</strong> <strong>the</strong> Medinah Temple Mystic Shrine, Chicago; Chicago Consistory.<strong>Illinois</strong>.Married in 1 92 S to Eula Spivey Clark <strong>of</strong> East St. Louis. Now living in Waukegan,One son.H. E. Bi ll—Born 1873 at Belltown, <strong>Illinois</strong>. Died March 10, 1930, at White Hall.Graduated from White Hall High School, 1891. Taught rural schools. Superintendent<strong>of</strong> schools <strong>of</strong> Greene County for a term <strong>of</strong> four years, during which time heentered <strong>the</strong> <strong>newspaper</strong> business. Owner <strong>of</strong> <strong>the</strong> White Hall Register for 2 8 years. Publisher<strong>of</strong> <strong>the</strong> Register-Republican at <strong>the</strong> time <strong>of</strong> his death. Married Stella Chapin, 1895.Survived by his widow and one son, Richard C. Bell, who continues as owner <strong>of</strong> <strong>the</strong>paper. K. <strong>of</strong> P. Presbyterian.William W. Loomis—Born at Clermont, Iowa.Graduate <strong>of</strong> State University <strong>of</strong> Iowa, where he entered upon his first <strong>newspaper</strong>work on <strong>the</strong> Yidette-Reporter, a student paper. Became associated with LaGrangeCitizen in 1905, where he is still located as president <strong>of</strong> <strong>the</strong> Citizen Publishing Company.Married Alice Bibbs. Four children. Author <strong>of</strong> "Newspaper Law." Former associateeditor <strong>of</strong> System Magazine.C. S. Conger—Born October 1, 18 82, at Carmi, <strong>Illinois</strong>.Educated at Carmi High School and <strong>Illinois</strong> College at Jacksonville.Received his B.A.degree from Princeton University in 1905. Admitted to <strong>the</strong> practice <strong>of</strong> law in <strong>Illinois</strong>.1907. Member <strong>of</strong> firm <strong>of</strong> Conger, Pearce, & Conger 1907-1918. At present member <strong>of</strong><strong>the</strong> law firm <strong>of</strong> Conger & Elliott, Carmi. Purchased <strong>the</strong> White County Democrat atCarmi in 1920. Consolidated with <strong>the</strong> Carmi Tribune-Times in 1929 to form CarmiDemocrat-Tribune <strong>of</strong> which he remained president and editor, associated with Roy Clippinger,until 1932. No longer active in <strong>newspaper</strong> work. Former President <strong>of</strong> <strong>the</strong>Sou<strong>the</strong>rn <strong>Illinois</strong> Editorial Association. Former member <strong>of</strong> <strong>the</strong> Executive Committee<strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association. Kiwanis.637
