He quoted letters from J.W. Bailey <strong>of</strong> <strong>the</strong> Bureau County Republican; Fred L. Alles <strong>of</strong> <strong>the</strong> Pontiac Sentinel;and E. AT Snively <strong>of</strong> <strong>the</strong> Macoupin County Enquirer. This practical essay was a newtype <strong>of</strong> paper in <strong>the</strong> records <strong>of</strong> <strong>the</strong> Association, and its value was emphasized by JudgeJ. B. Bradwell <strong>of</strong> <strong>the</strong> Chicago Legal News.The topic, "Special Departments in Local Papers," was opened by <strong>the</strong> HonorableJ. R. Marshall <strong>of</strong> <strong>the</strong> Yorkville Record, in <strong>the</strong> absence <strong>of</strong> S. W. Grubb <strong>of</strong> <strong>the</strong> GalesburgRepublican-Register, who was to have presented a paper on <strong>the</strong> subject. Mrs. E. B.Harbert <strong>of</strong> <strong>the</strong> Inter Ocean urged that a department be made in papers for <strong>the</strong> treatment<strong>of</strong> cooking and women's dress. J. R. Marshall <strong>of</strong> <strong>the</strong> Yorkville Record endorsedher suggestion.The committee on Job Specimens through W. L. Glessner <strong>of</strong> <strong>the</strong> Clinton Registerreported only one or two additional job samples submitted but furnished a set <strong>of</strong> specimenssent in to former meetings to all who desired <strong>the</strong>m. On motion <strong>the</strong> committee wasdischarged. H. P. Larson until recently <strong>of</strong> <strong>the</strong> Oregon Courier, read an essay on "EditorialConduct <strong>of</strong> a Country Newspaper."The Legislative Committee already referred to was provided for in <strong>the</strong> followingresolution <strong>of</strong>fered by E. H. Phelps <strong>of</strong> <strong>the</strong> Toulon Herald:"Resolved, That a committee <strong>of</strong> five shall be appointed, <strong>of</strong> which <strong>the</strong> Presidentshall be one, to whom shall be committed all matters <strong>of</strong> legislation, in which <strong>the</strong> <strong>press</strong> <strong>of</strong><strong>the</strong> State shall be interested, and that <strong>the</strong> Executive Committee shall be authorized todefray <strong>the</strong> expenses <strong>of</strong> said committee."The Honorable Zebina Eastman was unanimously elected to honorary membership.He was <strong>the</strong> oldest practical printer-editor in Chicago, his service dating from 1836.El B. Fletcher <strong>of</strong> <strong>the</strong> Morris Herald gave notice <strong>of</strong> a proposal to amend <strong>the</strong> Constitutionso that <strong>the</strong> annual meetings shall be held bet wen <strong>the</strong> 1st day <strong>of</strong> January and<strong>the</strong> 1st day <strong>of</strong> March <strong>of</strong> each year.On July 6, 1880, <strong>the</strong> fifteenth annual meeting <strong>of</strong> <strong>the</strong> Association was held at <strong>the</strong>Palmer House, Chicago. President E. A. Snively <strong>of</strong> <strong>the</strong> Carlinville Enquirer called <strong>the</strong>members to order in a morning session in <strong>the</strong> Club Room. After roll call by <strong>the</strong> Secretary<strong>the</strong> President delivered his annual address.The constitution was amended, at <strong>the</strong> proposal <strong>of</strong> E. B. Fletcher <strong>of</strong> <strong>the</strong> MorrisHerald so as to read that <strong>the</strong> annual meetings should be held between <strong>the</strong> first week inJanuary and <strong>the</strong> first week in March.J.B. Bradwell <strong>of</strong> <strong>the</strong> Chicago Legal News moved that <strong>the</strong> resignations <strong>of</strong> <strong>the</strong> present<strong>of</strong>ficers be not accepted and re-election followed <strong>of</strong>: President, E. A. Snively, CarlinvilleEnquirer; Vice Presidents, Mrs. Myra Bradwell, Chicago Legal News; S. W. Grubb,Galesburg Republican-Register; Secretary, C. B. Bostwick, Mattoon Gazette; Treasurer,J. W. Clinton, Ogle County Press.The committee on Secretary's salary recommended that <strong>the</strong> Association pay <strong>the</strong>secretary $5 0. Judge J. B. Bradwell <strong>of</strong> <strong>the</strong> Chicago Legal News proposed as an amendmentthat <strong>the</strong> sum be made $100 a year, and after considerable debate <strong>the</strong> amendmentwas adopted.The excursion this year was made to Ashland on Lake Superior. The invitation <strong>of</strong>General Manager F. N. Finney <strong>of</strong> <strong>the</strong> Wisconsin Central Railroad to make this trip hadbeen extended to <strong>the</strong> Association through E. H. Talbott, editor <strong>of</strong> <strong>the</strong> Railway Age,in <strong>the</strong> fourth special meeting.44
