<strong>Illinois</strong> Newspaper Directory and <strong>History</strong>George Scroggs, <strong>of</strong> <strong>the</strong> Champaign Gazette, <strong>of</strong>fered <strong>the</strong> following resolutions whichwere referred to <strong>the</strong> Committee contemplated by <strong>the</strong> resolution <strong>of</strong> Mr. Woods. (Thepoints were later considered by <strong>the</strong> special committee.)"Resolved, That in <strong>the</strong> opinion <strong>of</strong> this Association, any notice which from a legalstandpoint is considered a 'public notice' should be made by publication in some <strong>newspaper</strong>issued in <strong>the</strong> county where lies <strong>the</strong> venue <strong>of</strong> <strong>the</strong> case."Resolved, That in our opinion every <strong>of</strong>ficer who receives and disburses public fundsshould annually publish a statement <strong>of</strong> his receipts and expenditures."Major W. H. Haskell, <strong>of</strong> <strong>the</strong> Amboy Journal, moved <strong>the</strong> following resolutionwhich was adopted."Resolved, That our Public Schools and free education ought to receive more attentionfrom <strong>the</strong> local papers."A discussion on <strong>the</strong> management <strong>of</strong> a printing <strong>of</strong>fice was principally noteworthyfor <strong>the</strong> opportunity it afforded J. H. Oberly, <strong>of</strong> <strong>the</strong> Cairo Bulletin, to give a humorousaccount <strong>of</strong> managing a <strong>newspaper</strong> <strong>of</strong>fice in Sou<strong>the</strong>rn <strong>Illinois</strong>. Specimens <strong>of</strong> job printingwere distributed.J.W. Clinton, <strong>of</strong> <strong>the</strong> Ogle County Press, delivered an address on "What Has BeenAccomplished by <strong>the</strong> <strong>Illinois</strong> Press Association Since Its Organization?"As <strong>the</strong> committee on printing laws <strong>the</strong> Chair appointed T. E. Woods, <strong>of</strong> <strong>the</strong>Mattoon Journal; C. Zarley, <strong>of</strong> <strong>the</strong> Joliet Signal; and Cadet Taylor, <strong>of</strong> <strong>the</strong> WenonaIndex. Mr. Woods declined to serve and it was moved that President J. W. Bailey besubstituted and made chairman <strong>of</strong> <strong>the</strong> committee, which motion was adopted and <strong>the</strong>committee so constituted.The following resolution was <strong>of</strong>fered by George Scroggs <strong>of</strong> <strong>the</strong> Champaign Gazetteand adopted."Resolved, That <strong>the</strong> Committee on sp2cimens <strong>of</strong> job printing be continued, andthat <strong>the</strong>y be instructed to urge <strong>the</strong> members to bring to our next winter meeting specimencopies <strong>of</strong> <strong>newspaper</strong>s and <strong>of</strong> job work."The Association visited <strong>the</strong> State Arsenal at <strong>the</strong> invitation <strong>of</strong> Adjutant GeneralHilliard.The thirteenth annual session <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association was held at EastSt. Louis on <strong>the</strong> 5th and 6th <strong>of</strong> June, 1877. The meeting was called to order by PresidentJ. W. Bailey, <strong>of</strong> <strong>the</strong> Bureau County Republican, at <strong>the</strong> Allerton House at <strong>the</strong> StockYards. The Honorable William C. Ellison delivered a welcoming address to whichPresident Bailey responded. Seventy-eight members were reported present.Captain F. Y. Hedley, <strong>of</strong> <strong>the</strong> Bunker Hill Gazette, read an entertaining essaygiving "A Ten Year's View" <strong>of</strong> <strong>the</strong> business <strong>of</strong> managing a printing <strong>of</strong>fice and publishinga <strong>newspaper</strong>. E. A. Snively, <strong>of</strong> <strong>the</strong> Macoupin County Enquirer, Carlinville, presentedan essay on "Legislation for <strong>the</strong> Benefit <strong>of</strong> <strong>the</strong> Press, Its Policy and Limitations," whichdrew out an animated and interesting discussion, in connection with which a speechby Senator M. B. Castle <strong>of</strong> Sandwich was read.The Secretary being called upon, reported his action in <strong>the</strong> matter <strong>of</strong> issuing acircular to <strong>the</strong> members <strong>of</strong> <strong>the</strong> Association in February calling attention to <strong>the</strong> paragraphsin <strong>the</strong> Chicago papers referring to <strong>the</strong> misuse <strong>of</strong> passes by Hardin Case andJohn Schuster, <strong>of</strong> <strong>the</strong> Constitution and Union, Carlyle, and <strong>the</strong> whole subject, toge<strong>the</strong>rwith <strong>the</strong> general question <strong>of</strong> breaches <strong>of</strong> order and rules, was referred to <strong>the</strong> Committeeon Revision <strong>of</strong> Membership for examination and report.The Association accepted <strong>the</strong> invitation <strong>of</strong> <strong>the</strong> <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> National StockYards to visit <strong>the</strong>m.30
