<strong>Illinois</strong> Newspaper Directory and <strong>History</strong>"WHEREAS, <strong>the</strong> major political parties are now engaged in campaigns whiqh willculminate in November with <strong>the</strong> election <strong>of</strong> <strong>the</strong> principal candidates <strong>of</strong> one party, and"Whereas, <strong>the</strong> national committees <strong>of</strong> <strong>the</strong> major parties have in <strong>the</strong> past electedto spend a large percentage <strong>of</strong> <strong>the</strong>ir funds for publicity through radio broadcasting,billboards, feature writers, novelties and every o<strong>the</strong>r means except <strong>the</strong> <strong>newspaper</strong>s, and"Whereas, <strong>the</strong> national committees, have seen fit to employ publicity bureaus forpreparation <strong>of</strong> large quantities <strong>of</strong> publicity material, designed to be published withoutcharge by <strong>the</strong> <strong>newspaper</strong>s, at <strong>the</strong> same time making no appropriations to finance legitimatepaid <strong>newspaper</strong> advertising campaigns,"Therefore Be It Resolved, that <strong>the</strong> <strong>Illinois</strong> Press <strong>association</strong> in body assembledgo on record as opposing such policies <strong>of</strong> <strong>the</strong> managers <strong>of</strong> any political party and asurging <strong>the</strong>m to prepare legitimate paid <strong>newspaper</strong> advertising for <strong>the</strong> 193 2 campaignand to co-operate with <strong>the</strong> <strong>Illinois</strong> Press <strong>association</strong> in releasing free publicity, especiallyfree publication <strong>of</strong> political speeches made by means <strong>of</strong> paid radio broadcasts."The Sixty-seventh annual meeting <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association and <strong>the</strong> All-StateJournalism Conference was held November 10, 11, and 12, 1932 at <strong>the</strong> School <strong>of</strong>Journalism, University <strong>of</strong> <strong>Illinois</strong>, under <strong>the</strong> presidency <strong>of</strong> Gerry D. Scott <strong>of</strong> <strong>the</strong> WyomingPost-Herald. The wea<strong>the</strong>r proved too cold for <strong>the</strong> annual golf tournament whichhad been scheduled at <strong>the</strong> Urbana Country Club by Josef F. Wright <strong>of</strong> <strong>the</strong> Universityand J. E. McClure <strong>of</strong> <strong>the</strong> Carlinville Democrat.The members who arrived Wednesday night and Thursday morning visited in<strong>the</strong> lobbies <strong>of</strong> <strong>the</strong> Urbana-Lincoln and <strong>the</strong> Inman hotels prior to <strong>the</strong> first session <strong>of</strong><strong>the</strong> convention on Thursday afternoon. The meetings were scheduled in <strong>the</strong> UnionArcade in place <strong>of</strong> <strong>the</strong> old Union building auditorium and many <strong>of</strong> <strong>the</strong> members ex<strong>press</strong>eda preference for <strong>the</strong> new quarters which were more commodious and affordedbetter arrangements for wraps and committee meetings.The Arcade ball room was used for <strong>the</strong> large sessions and a banquet room on <strong>the</strong>same floor for <strong>the</strong> daily session. Prior to <strong>the</strong> formal opening <strong>of</strong> <strong>the</strong> meeting <strong>the</strong> executivecommittee and a few guests met at <strong>the</strong> Sou<strong>the</strong>rn Tea Room for lunch. PresidentHarry W. Chase <strong>of</strong> <strong>the</strong> University was present at <strong>the</strong> invitation <strong>of</strong> <strong>the</strong> executivecommittee and he was asked to speak briefly on <strong>the</strong> problems <strong>of</strong> <strong>the</strong> University' broughton by <strong>the</strong> de<strong>press</strong>ion, and <strong>the</strong> way in which <strong>the</strong> University was meeting those problems.S. P. Preston <strong>of</strong> <strong>the</strong> Gillespie News, chairman <strong>of</strong> <strong>the</strong> executive committee, introducedPresident Chase, assuring him <strong>of</strong> <strong>the</strong> friendship <strong>of</strong> <strong>the</strong> <strong>press</strong> for <strong>the</strong> University.President Chase recounted briefly <strong>the</strong> efforts <strong>of</strong> <strong>the</strong> University to economize andmake <strong>the</strong> best possible use <strong>of</strong> <strong>the</strong> funds available. He spoke <strong>of</strong> <strong>the</strong> holding up <strong>of</strong> alluniversity construction work including <strong>the</strong> $1,400,000 building program for <strong>the</strong> medicaland dental schools in Chicago, and <strong>of</strong> <strong>the</strong> 10 per cent saving on operating coststhrough <strong>the</strong> cutting down <strong>of</strong> expense items. He cited figures to show that <strong>the</strong> Universityreceived about 74 cents per capita for <strong>the</strong> current expenses and was actuallyspending but 5 8 cents per capita. He also pointed out that <strong>the</strong> University received butthree-fourths <strong>of</strong> one cent from <strong>the</strong> average tax dollar on property taxes, a sum thatmeant practically nothing to <strong>the</strong> small tax payer and wage earner with an income <strong>of</strong>less than $2,000. He urged <strong>the</strong> necessity <strong>of</strong> caring for <strong>the</strong> fundamental tasks <strong>of</strong> <strong>the</strong>University during <strong>the</strong> de<strong>press</strong>ion and for maintaining <strong>the</strong> fundamental sources <strong>of</strong>strength, <strong>the</strong> faculty, and <strong>the</strong> teaching and research programs.The luncheon meeting was <strong>the</strong>n adjourned to permit attendance at <strong>the</strong> opening<strong>of</strong> <strong>the</strong> program in <strong>the</strong> Union Arcade. The opening meeting was called to order withfewer than one hundred persons in <strong>the</strong> room, an evidence <strong>of</strong> <strong>the</strong> effects <strong>of</strong> <strong>the</strong> de<strong>press</strong>ion325
