<strong>Illinois</strong> Newspaper Directory and <strong>History</strong>H. L. Williamson, secretary <strong>of</strong> <strong>the</strong> <strong>association</strong> gave his report under <strong>the</strong> title, "OurContinually Expanding Program." He announced that an attorney for <strong>the</strong> <strong>association</strong>,Henry I. Green, Urbana, had been engaged, to draw a salary <strong>of</strong> $500 a year. Heread <strong>the</strong> following service program which was outlined in detail by <strong>the</strong> president,W. W. Loomis:1. Information on <strong>the</strong> laws <strong>of</strong> <strong>Illinois</strong> relating to legal advertising, libel,contempt, etc.2. Services <strong>of</strong> Association's legal department in securing publication <strong>of</strong> allreports, statements, ordinances and o<strong>the</strong>r notices as required by statute.3. Assistance and advice in typography, style for heads, make-up, and arrangement<strong>of</strong> material to give <strong>the</strong> best possible appearance.4. Encourage news and editorial excellence by <strong>of</strong>fering annual awards forpapers that have best first page, best editorial page and best record <strong>of</strong> communityaffairs.5. Confidential reports on individuals or firms in <strong>the</strong> business <strong>of</strong> conductingsubscription contests and campaigns.6. Information as to <strong>the</strong> reliability <strong>of</strong> individuals putting on special editorsor o<strong>the</strong>r advertising stunts.7. Information about advertising services, shop equipment, etc., by supplyingnames <strong>of</strong> <strong>association</strong> members who have used such service or equipment so<strong>the</strong> individual interested can take it up with <strong>the</strong>m direct. In o<strong>the</strong>r words: makeavailable for members first hand information from o<strong>the</strong>rs aside from <strong>the</strong> salesman.forms.8. Data showing approved styles for rate cards, invoices and o<strong>the</strong>r <strong>of</strong>fice9. Bulletin on agencies placing advertising in <strong>Illinois</strong> papers.10. Bulletins on agencies and advertisers not entitled to credit; also warningson fake advertising propositions.11. Assistance in fighting <strong>press</strong> agent evil and bulletins on propaganda thatmight slip past <strong>the</strong> busy editor.12. Assistance in compiling bookkeeping and accounting systems, best methodsfor checking ads, jobs, etc.13. Assistance in planning shop lay-out.14. Assistance in helping competitors or groups to standardize subscriptionand advertising rates, prices on commercial printing and a uniform policy <strong>of</strong> chargingchurches, schools and o<strong>the</strong>r organizations on publicity for entertainments,concerts, etc.15. Arrange for shop appraisals by reliable firm.16. Make arrangements whereby country publishers may take orders andsecure commission on work which <strong>the</strong>y are not equipped to handle such as salesbooks, deposit slips, ruling, binding, engraving, embossing, printing school annuals,live stock sale catalogues, etc. Arrangements to be made with firms to handleorders for members and pay <strong>the</strong>m commission, each member to have addresses<strong>of</strong> such firms on file so no time would be lost in getting prices, etc.17. Encourage high editorial standards by refusing admission or expellingfrom membership those who do not observe <strong>the</strong> generally accepted code <strong>of</strong> <strong>newspaper</strong>ethics.18. Assistance in organizing county or group <strong>press</strong> <strong>association</strong>s.19. Helping local <strong>press</strong> club to prepare programs.20. Pass along information about special sales-day campaigns or o<strong>the</strong>r advertisingstunts that might be used by members in o<strong>the</strong>r cities.280
