<strong>Illinois</strong> Newspaper Directory and <strong>History</strong>through <strong>the</strong> two houses and kept watch over it until it had been signed by GovernorLen Small. It received a vote <strong>of</strong> 79-23 in <strong>the</strong> House and a comfortable majority in<strong>the</strong> Senate, due to <strong>the</strong> efforts <strong>of</strong> <strong>the</strong> <strong>press</strong> committees headed by S. P. Preston, W. J.Smith, John Harrison, and H. L. Williamson.Immediately upon <strong>the</strong> adoption <strong>of</strong> <strong>the</strong> bill<strong>the</strong> president <strong>of</strong> <strong>the</strong> university appointeda faculty committee to make recommendations to him concerning <strong>the</strong> establishment <strong>of</strong><strong>the</strong> school.This committee, appointed on June 3, consisted <strong>of</strong> K. C. Babcock, dean <strong>of</strong> <strong>the</strong>College <strong>of</strong> Liberal Arts and Sciences; Dean Charles Manfred Thompson, dean <strong>of</strong><strong>the</strong> College <strong>of</strong> Commerce; Harry G. Paul, pr<strong>of</strong>essor <strong>of</strong> English; Frederick R. Russell,pr<strong>of</strong>essor <strong>of</strong> Business Organization and Operation; and J. F. Wright, Director <strong>of</strong>Publicity and member <strong>of</strong> <strong>the</strong> journalism faculty.This faculty committee held several meetings and made a recommendation to <strong>the</strong>president on June 17 calling for adjustments in <strong>the</strong> organization <strong>of</strong> <strong>the</strong> university,<strong>the</strong> budget, and <strong>the</strong> faculty. The faculty committee submitted a tentative programcalling for <strong>the</strong> establishment <strong>of</strong> a junior-senior graduate School (College) <strong>of</strong> Journalismrequiring two years <strong>of</strong> college work for admission.This program was placed before representative editors <strong>of</strong> daily and weekly papersat a meeting on Monday, July 11, at 10:30 a.m., in <strong>the</strong> Union Building.The meeting was attended by John Harrison, S. P. Preston, Clinton W. Bliss, VerneE. Joy, A. L. Bowen, Harry B. Potter, W. F. Hardy, W. W. Loomis, W. J. Smith,J. E. McClure, D. W. Grandon, H. U. Bailey, and o<strong>the</strong>r members <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> PressAssociation.The <strong>newspaper</strong> men emphasized <strong>the</strong> importance <strong>of</strong> <strong>of</strong>fering instruction in businessproblems <strong>of</strong> <strong>the</strong> <strong>newspaper</strong>, in <strong>the</strong> psychology <strong>of</strong> news appeal, research and investigationin <strong>newspaper</strong> and publication practices, ethics, principles and history <strong>of</strong> journalism,practical laboratory reporting for daily <strong>newspaper</strong> publication on a laboratory <strong>newspaper</strong>,study <strong>of</strong> current events and <strong>the</strong>ir background, work in history, political science,economics, and sociology, and training for <strong>the</strong> country papers.They ex<strong>press</strong>ed general approval <strong>of</strong> <strong>the</strong> plans submitted and asked that specialprovision be made for <strong>the</strong> things which <strong>the</strong>y had emphasized.The faculty report was <strong>the</strong>n put into final form and President Kinley preparedhis recommendations on it to <strong>the</strong> Board <strong>of</strong> Trustees. At his request Lawrence W.Murphy was placed in charge <strong>of</strong> organizing <strong>the</strong> school and proceeded to secure a facultyand outline <strong>the</strong> work in detail.Formal action by <strong>the</strong> Board <strong>of</strong> Trustees establishing <strong>the</strong> school was taken at <strong>the</strong>meeting <strong>of</strong> July 14, 1927. The budget for <strong>the</strong> first year was approved by <strong>the</strong> presidenton August 4, 1927. The "establishment" report appeared in <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> boardas follows:Board <strong>of</strong> Trustees, July 14, 1927, presented by President David Kinley:School <strong>of</strong> Journalism:(35) The legislature passed a bill appropriating $30,000 to <strong>the</strong> university for<strong>the</strong> establishment <strong>of</strong> a School <strong>of</strong> Journalism. The appropriation came so late thatit is difficult to organize <strong>the</strong> work fully. Never<strong>the</strong>less, it should be started. Aconference was held last Monday with several editors interested in <strong>the</strong> movement,'•The Board had voted to authorize establishment <strong>of</strong> a school at its meeting October 20, 1926. Passage <strong>of</strong> <strong>the</strong> School hillprovided <strong>the</strong> funds needed. The name School w.s understood to mean <strong>the</strong> same thing as College as it applied to Journalism at
