<strong>Illinois</strong> Newspaper Directory and <strong>History</strong>"Plans for legislation were introduced at <strong>the</strong> suggestion <strong>of</strong> Editor Smith, who was<strong>the</strong>n president <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association. The bill was presented to PresidentDavid Kinley, <strong>of</strong> <strong>the</strong> University <strong>of</strong> <strong>Illinois</strong>, and after his endorsement <strong>Illinois</strong> editorsfavored <strong>the</strong> bill at <strong>the</strong>ir meeting last September 30, October 1 and 2, at <strong>the</strong> University<strong>of</strong> <strong>Illinois</strong>."Later on, <strong>the</strong> bill was drafted at <strong>the</strong> request <strong>of</strong> <strong>the</strong> legislative committee <strong>of</strong> <strong>the</strong><strong>Illinois</strong> Press, and was introduced in <strong>the</strong> House by Representative William F. Weiss,Waukegan. Appropriation for $30,000, which is to maintain <strong>the</strong> school for two years,was made by <strong>the</strong> 5 5th General Assembly and formally approved June 17, 1927. Thebill is as follows:"House Bill No. 28 5. 'An Act to establish a College <strong>of</strong> Journalism at <strong>the</strong> University<strong>of</strong> <strong>Illinois</strong> and making an appropriation <strong>the</strong>refor.The Charter <strong>of</strong> The College" 'Be it enacted by <strong>the</strong> People <strong>of</strong> <strong>the</strong> State <strong>of</strong> <strong>Illinois</strong>, represented in <strong>the</strong> GeneralAssembly:" 'Section 1. The Trustees <strong>of</strong> <strong>the</strong> University <strong>of</strong> <strong>Illinois</strong> are authorized and directedto establish a College <strong>of</strong> Journalism at <strong>the</strong> University <strong>of</strong> <strong>Illinois</strong>." 'Section 2. The College <strong>of</strong> Journalism shall <strong>of</strong>fer such course <strong>of</strong> instructionrelating to journalism as will best serve to train and equip persons for service in thatpr<strong>of</strong>ession.'Section 3. There is appropriated to <strong>the</strong> University <strong>of</strong> <strong>Illinois</strong>, for <strong>the</strong> purpose<strong>of</strong> establishing such College <strong>of</strong> Journalism, <strong>the</strong> sum <strong>of</strong> thirty thousand dollars ($30,000)for <strong>the</strong> biennium ending June 30, 1929." 'Section 4. This appropriation is subject to <strong>the</strong> provisions "An act in relationto <strong>the</strong> State finance," approved June 10, 1919, as amended.' ""September 1 5 is <strong>the</strong> opening date for <strong>the</strong> school, while organization will proceedthroughout <strong>the</strong> year until a permanent staff <strong>of</strong> instruction is decided upon. From nowon <strong>the</strong> school will be prepared to award bachelor <strong>of</strong> science and master <strong>of</strong> arts degreesin journalism."Included in <strong>the</strong> course <strong>of</strong> study are some original ideas. Three months <strong>of</strong> practical<strong>newspaper</strong> work must be accomplished beyond <strong>the</strong> sophomore year, this requirementto become effective with <strong>the</strong> class <strong>of</strong> 1929. For <strong>the</strong> student who returns for postgraduate work leading to a master <strong>of</strong> arts degree, a term <strong>of</strong> 'interneship,' lasting fromsix to nine months, will be spent in a <strong>newspaper</strong> <strong>of</strong>fice, under <strong>the</strong> supervision <strong>of</strong> <strong>the</strong>publisher and <strong>the</strong> faculty <strong>of</strong> <strong>the</strong> school. This post year resembles that which <strong>the</strong> medicalor law student undergoes, except that in this case <strong>the</strong> work is not requisite to <strong>the</strong> practice<strong>of</strong> journalism."The journalism courses required for graduation are: reporting, copy reading,printing and publishing, <strong>newspaper</strong> advertising or business problems, law <strong>of</strong> <strong>the</strong> <strong>press</strong>,history <strong>of</strong> journalism, ethics <strong>of</strong> journalism, editorial writing, special problems or <strong>the</strong>sis."New Laws and Great LeadersEfforts <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association to secure important legislation met withunusual success during this year. The leadership shown by <strong>the</strong> organization's committeesis paid a tribute in <strong>the</strong> following article which appeared in <strong>the</strong> United StatesPublisher <strong>of</strong> July, 1927."One <strong>of</strong> <strong>the</strong> best legislative programs ever carried out by <strong>the</strong> <strong>Illinois</strong> Press Associationin relation to <strong>the</strong> publication <strong>of</strong> various legal notices and reports was just com-250
