<strong>Illinois</strong> Newspaper. Directory and <strong>History</strong>"Internal Revenue and Income Tax" was discussed by John M. Rapp <strong>of</strong> <strong>the</strong> WayneCounty Record, Fairfield; and J. M. Page, Jersey ville Democrat, spoke on "Passed andProposed Legislation for <strong>Illinois</strong>."An informal reception was held for <strong>the</strong> ladies Friday afternoon in <strong>the</strong> home <strong>of</strong>Mrs. B. F. Harris, Champaign. At <strong>the</strong> annual banquet that evening B. F. Harris, President<strong>of</strong> <strong>the</strong> First National Bank <strong>of</strong> Champaign, presided as toastmaster.John M. Sheets, editor <strong>of</strong> <strong>the</strong> Oblong Oracle, spoke on <strong>the</strong> "<strong>Illinois</strong> Press Association."Addresses were delivered by Dr. F. W. Shepardson, director <strong>of</strong> <strong>the</strong> Department<strong>of</strong> Education and Registration for <strong>the</strong> State <strong>of</strong> <strong>Illinois</strong>; and by Dr. Edmund J. James,President <strong>of</strong> <strong>the</strong> University <strong>of</strong> <strong>Illinois</strong>; and Senator Hugh S. Magill, Jr., Springfield.On Saturday morning special cars took <strong>the</strong> members to Rantoul to visit <strong>the</strong> UnitedStates Aviation Field. At noon <strong>the</strong> ladies <strong>of</strong> Rantoul served a chicken dinner to <strong>the</strong>party and gave a very pleasing program. Afterwards <strong>the</strong>y watched an exhibition flight<strong>of</strong> thirty to forty aeroplanes.The <strong>of</strong>ficers elected were: President, S. P. Preston, Gillespie News; Vice Presidents,B. J. Herbert, National Printer Journalist, Chicago; I. S. Dunn, Divernon News; Paul R.Goddard, Tazewell County Reporter, Washington; Secretary, H. L. Williamson, Springfield;Treasurer, B. E. Pinkerton, Monmouth Atlas; Executive Committee, John M.Sheets, Oblong Oracle; L. R. Murray, Mercantile Co-operator, Mazon; Charles Mead,Geneva Republican; Legislative Committee, J.M. Page, Jersey ville Democrat; H. U.Bailey, Bureau County Republican, Princeton.1919The Fifty-Fourth Annual Meeting <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association was held June27 and 28 at <strong>the</strong> Hotel Sherman in Chicago in 1919. More than 300 members werepresent. The convention partook largely <strong>of</strong> a jollification meeting over <strong>the</strong> passage by<strong>the</strong> general assembly <strong>of</strong> <strong>the</strong> new laws pertaining to legal publications. The provisions<strong>of</strong> <strong>the</strong> new statutes were quoted in <strong>the</strong> Publishers Auxiliary as follows:Provisions <strong>of</strong> <strong>the</strong> New Statutes"Public <strong>of</strong>ficials <strong>of</strong> this state ire henceforth required to have published in some<strong>newspaper</strong> <strong>of</strong> <strong>the</strong>ir town or county a complete list <strong>of</strong> all disbursements, and to whomsuch moneys are paid, and also complete assessment lists, according to laws passed by<strong>the</strong> general assembly which has just adjourned and which have been signed by <strong>the</strong>governor. A penalty <strong>of</strong> a fine or imprisonment or both for failure to have such publicationmade is provided."The bills are two <strong>of</strong> three referring to legal publication work sponsored by members<strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association under <strong>the</strong> leadership <strong>of</strong> S. P. Preston, publisher <strong>of</strong><strong>the</strong> Gillespie News, and H. L. Williamson, Springfield, state printer and Secretary <strong>of</strong><strong>the</strong> Association. The new laws will mean thousands <strong>of</strong> dollars in added revenue to <strong>the</strong>publishers <strong>of</strong> <strong>the</strong> state and will also be <strong>of</strong> benefit to <strong>the</strong> people who will be able to learnhow <strong>the</strong>ir money is spent. The bills were introduced by Representative Shurtleff andare known as house bills Nos. 461, 462 and 463."House bill 461 requires <strong>the</strong> custodians <strong>of</strong> public money to file and publish statements<strong>of</strong> receipts and disbursements <strong>the</strong>re<strong>of</strong>, <strong>the</strong> statement to be subscribed and swornto by <strong>the</strong> public <strong>of</strong>ficer making such statement, within 30 days after <strong>the</strong> expiration <strong>of</strong><strong>the</strong> year."The public <strong>of</strong>ficer is also required within 30 days after <strong>the</strong> expiration <strong>of</strong> <strong>the</strong> fiscalyear, 'to cause a true, complete and correct copy <strong>of</strong> such statement to be published one
