<strong>Illinois</strong> Newspaper Directory and <strong>History</strong>through <strong>the</strong> next legislature, Mr. Snively made this statement, "In my opinion <strong>the</strong>effort is all that can be made. I don't think you can get it enacted but it will havethis effect, while we are crying for more, you will be a great deal less liable to have yourpresent law interfered with. Some <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>the</strong> Association have an idea thatwhen we once get a law on <strong>the</strong> statute book that that is all <strong>the</strong>re is to it. I don't think<strong>the</strong>re will be any greater attempt to repeal any law on <strong>the</strong> statute book than <strong>the</strong>re willbe to repeal this libel law passed last year. In <strong>the</strong> first place, I don't know <strong>of</strong> a lawyerin <strong>the</strong> state that is in favor <strong>of</strong> it, although <strong>the</strong>y came up and voted for it like gentlemen,and <strong>the</strong>n tried to repeal it. Ano<strong>the</strong>r thing is, <strong>the</strong> Legislature always meets after a veryhot campaign, and men in <strong>the</strong> Legislature are <strong>the</strong> very ones we ought to let alone, andat <strong>the</strong> same time <strong>the</strong>y are a very convenient football."A. L. Hereford, Mattoon Star, moved that a committee be appointed to draft somekind <strong>of</strong> bill before <strong>the</strong> next legislature to have <strong>the</strong> session laws published in every <strong>newspaper</strong>.The matter was referred to <strong>the</strong> Executive Committee with instructions to drafta bill in accordance with <strong>the</strong> idea <strong>of</strong> Mr. Hereford.The next topic, "How Much Editorial and How Much Local Should a CountryNewspaper Contain?" was taken up by R. W. Coon, Waukegan Gazette, and by W. B.Davis, Mt. Sterling Democrat-Message. "Job Work" was considered under <strong>the</strong> heads,"What are Reasonable Prices?" by Morris Emmerson, Mt. Vernon Register, and "BestMethod <strong>of</strong> Ascertaining Pr<strong>of</strong>its," by A. L. Hereford, Mattoon Star."Is Co-operation in Business As An Association Practical?" was next taken up.The following discussed various phases <strong>of</strong> <strong>the</strong> problem: S. W. Kessinger, LitchfieldMonitor, on "Does Co-operation Pay?"; R. D. Parker, Downer's Grove Reporter, on"Ready Prints"; R. C. Crihfield, Minier News, "In Buying Paper, Type, and Machinery";E. E. Ellis, Cairo Telegram, "In <strong>the</strong> Purchase <strong>of</strong> Paper, Type, and O<strong>the</strong>r PrintingMaterial"; John M. Rapp, Fairfield Record, and Thomas Rees, Springfield Register, "InSecuring Advertising."S. Y. Thornton, Canton Ledger, read a paper on "How Shall <strong>the</strong> Newspaper DealWith <strong>the</strong> Newspaper Directories?" The next topic was "What Should ConstituteSecond-Class Matter?" which was taken up by M. F. Walsh, Harvard Herald; L. A.McLean, Urbana Herald; and Lou Wessell, Jr., Arkansas Traveller, Chicago.R. A. Spencer, Illiopolis State Center, told <strong>of</strong> <strong>the</strong> <strong>Illinois</strong> Press Association trip toAtlanta <strong>the</strong> previous summer. Mr. McCauley addressed <strong>the</strong> Association upon <strong>the</strong> abuses<strong>of</strong> second-class matter.It was moved and carried that a committee comprising General Smith D. Atkins,Freeport Journal; Thomas Rees, Springfield State Register; and <strong>the</strong> Secretary, J. M.Page, Jerseyville Democrat, be appointed to consider <strong>the</strong> relation <strong>of</strong> <strong>the</strong> Association topending changes in <strong>the</strong> postal law and that it be requested to prepare a report on <strong>the</strong>matter and advise members by circular.Mrs. John N. Onstott, Petersburg, recited <strong>the</strong> poem, "Hiawatha."Results <strong>of</strong> <strong>the</strong> election <strong>of</strong> <strong>of</strong>ficers were: President, C. M. Tinney, Virginia Gazette;Vice Presidents, F. W. Beck, Olney Times; G. W. Discus, Rochelle Register; S. W.Kessinger, Litchfield Monitor; Secretary, J. M. Page, Jerseyville Democrat; Treasurer,M. F. Walsh, Harvard Herald; Executive Committee, W. G. Eastman, Moline Dispatch;Charles Bradshaw, Carrollton Patriot; W. L. Eaton, Rockford Register-Gazette; AuditingCommittee, John M. Rapp, Fairfield Record; A. L. Hereford, Mattoon Star; GeorgeC. Rankin, Monmouth Republican.Clinton Rosette, DeKalb Chronicle, moved that a committee be appointed toinvestigate <strong>the</strong> expense <strong>of</strong> a trip to Europe <strong>the</strong> following summer. A visitor, Mr. EwingHerbert, <strong>of</strong> Kansas, was called on and responded briefly.148
