The newConstitution should adopt a Parliamentary system of Government with an existing Prime Minister, and a ceremonial President.The new Constitution should abolish the provincial administration proper and in place we put in elected leaders. I think acouncilor can act in place of a chief and scrap off chiefs completely. They are dangerous to the community, they are a threat tosecurity. We find that the ruling party has used the establishment of administrative boundaries-divisions, districts, locations, andas a result of that we have come up with so many problems. There is a lot animosity, enemity, between the communities thathave been staying together cordially. If I take an example, look at Ijara what has been happening. All these are caused by establishment of Administrative boundaries, so, theadministrative boundary should be reduced.I am advocating for, on the issue of Legislation, I propose the following: The Parliament should vett appointments made by thePresident, for example, the PS, Ambassadors, PCs, because the President should not be given all the powers to do all these.They should be vetted.I’m also advocating that the language test for Parliamentary election is not sufficient, and therefore, minimum qualification for aParliamentarian should at l<strong>east</strong> be a form 4, with at l<strong>east</strong> a diploma in a professional area, either in private or you must haveworked 10 years or 5 years in either a private or <strong>public</strong> services.I support the provision of nomination of MPs but differ in the manner it is given. Chances should be given to the disabled, themaginalised like, people and women who are vulnerable. I propose that this number of nominated MPs, the number shouldincrease at l<strong>east</strong> to 30. I also propose that the Parliament should be autonomous, and must have its own timetable. Many timesyou find that the President closes the Parliament before that and this and that. It should have a schedule and by the timepre-arranged then it should come to an end.The new Constitution should provide for a coalition Government, to allow a proper coalition and power sharing among amongpolitical parties in future.On the issue of the executive, I propose the following: the President should not be an MP or representing a Constitution. Ipropose that the President should be elected all over the nation, because, if he is an MP for a <strong>constituency</strong>, how will he attendto his constituents yet the country is waiting for his services. I propose that the President’s <strong>constituency</strong> boundaries should bethe country not the <strong>constituency</strong>.I propose that the President should not be above the law, and he should be I think in some places like, if he has a questionable
