P.O. Box 501, Somersville, CT USA 06072MIKE BUGAJ MBUGAJ@SNET.NETOCTOBER 2004Time marches on, here we are and it’sfall again. This issue is being prepared earlierthan I would usually like. You can blame myemployer for that. I’ve had to set an earlierthan usual deadline because of schoolingrequirements at the end of September. Weshould be back to the usual deadlines inOctober. Now that DX is beginning to slow down alittle we will be able to find space for someneat articles. Bob Cooper has supplied mewith some interesting stuff and we’ll dig into itover the winter months. As far as DX goes, E skip is definitelyout of the picture for October in most placesbut somebody should be seeing or hearingsome tropo this month and possibly somedecent meteor scatter around the 20 th of themonth.MEMBERS AND MOREWe have two new members this month. The first is Kyle Walker of Crest Hill, IL. Iasked Kyle how he found us and this is whathe said: “I’ve been to your site several times. After cleaning up, galvanizing then installing a30 year old parabolic UHF given to me lastweekend, I thought I’d join! Uscountryradio.com was an internet radio station I had forabout four years. After my agreement with aninternet provider ended a few months back, Ishut it down not wanting to pay hundreds permonth for streaming. I’m the chief engineerfor Weigel Broadcasting in Chicago. Weigel isa small, family owned group. Our main stationis WCIU-26 in Chicago. We also have a LPTVWFBT-23 in Chicago both broadcasting onthe Sears tower, stations in South Bend, IN(25, 57, 69) and Milwaukee, WI (41,58,63).I’ve loved TV since I was a child andDXing and big antennas has been a newhobby of mine since moving to my first homethat I could get away installing a tower. I havea 42’ Rohn 25 with 8’ of pipe on top hostingthe new (to me) 4’ parabolic UHF and aWinegard VHF antenna. I don’t know a lotabout the ins and outs of DX yet, hope tounderstand more with your monthlynewsletter.”Thanks Kyle! We do have a good shareof people working in the radio and televisionindustry and it’s great to have one more, especially from Chicagoland. Our next new member has probably onlyone WTFDA member living at a morenortherly location than he does. MichaelStonebridge lives in St. Isidore, AB. St.Isidore is located just a few miles east ofPeace River. Mike first asked for a sampleVUD, then tried and decided on the eVUDinstead, which is much faster than surfacemail and won’t get lost.I did an Industry Canada search on St.Isidore and came up with this: 162 totalpopulation, 64 dwellings, Slave Lake is theprincipal CommunityIf you get the time, why not shoot anemail to Mike at stonbrdg@telusplanet.netand say hi. He could use all the dx supportfrom us he can get. Maybe someone in theclub is familiar with e-skip and aurora dx atnorthern latitudes (Bill H?)Renewals came in this month fromJames Paige(MI), Melvin Dishong(GA),Steve Sprachman(NY), Bob Smolarek(NJ),Charles Tumosa(MD), Kermit Reid(GA),William Hein(VT, by Paypal), GeorgeGreene (OH), Joe Fela(NJ) and myself. Nofreebies here, folks. Here’s an update from Bill Dvorak onhis recent antenna problems. “I see by theSept issue you gave me some press aboutmy antenna problem. We took the antennadown about 4 weeks ago and found theproblem was not the balun. It turned out to bea cruddy connection (.5meg of resistanceacross the center pin and the shield) wherewe went from RG59 to RG11 near the top.Water got into the connector and it looked likethe bottom of a tea kettle that boiled waterabout 10,000 times. Somehow, water got bythe coax seal. We replaced the antenna witha CM4248 yagi at 45 feet. The CM1160 willbe going back up, but at a lower height.”Yep, water will do it. Let this be a lessonto all of us!And that does it for thismonth. Let’s hope thatsome decent tropo showsup somewhere!See you all nextmonth! -Mike3

(ABC)Next, out of the same building as KAVU, Saga operates atleast four LPTVs: KXTS-LP (41), NBC including local news KUNU-LP (21), Univision K39HB, WB (calls itself "KWVB") KVTX-LP (45), TelemundoBill thinks there might be one more operated by Saga.Three more LPTVs operated by others: KVIT-LP (34), old English movies and some Spanishprograms. KBGS-LP (51), Spanish (I list as Telemundo but if KVTXis Telemundo then I suppose KBGS isn't...) KCPV-LP (55), seemed to be parallel to KVIT-34.Finally, Bill noted a few others which he couldn't identify. Mydatabase lists LPTV permits/licenses for channels 13, 17, 23,31, 38, 42, 43, and 49. 31 is supposed to be UPN, but Billdidn't see a UPN station so maybe it's off? 43 is supposedlya TBN.Here's hoping DX picks up after we run out of hurricanes!METEOR SHOWER GUIDE FOR OCTOBER 2004OCTOBER’SMAJORSHOWEROrionids (ORI) October 15-29 2004. The E-skip opening on FMextended from southeastern Virginia up to southernMaine. The E-skip opening of July 11 brought twostations I haven’t seen in a few years, WEDU 3 andWSAV 3. The E-skip opening of August 4 was amajor surprise, with French all over the FM dial, with two catches over 1,400 miles. The TV dialfinally brought much-wanted WCAX and a surprisein CBFT2, both on channel 3. The trop opening ofAugust 24 had a near local-like signal from WCFN49; K49FC was knocked off by severethunderstorms, along with good signals from Indyand Louisville. Even local channel 28 was nulled topull in Springfield, IL.Two LPTVs have changed channels. The EWTNaffiliate has switched from channel 62 to channel28. The station no longer non-IDs as “KEFN”; thecalls are K28IK. KUMO-CA has flipped fromchannel 40 to channel 51 to make room for KETC-DT 39. KUMO-CA and main station WPXS 13 stillcarries select Pax programs, but prime timeprogramming is now all Daystar. I still question thedecision for WPXS to go to Daystar when St. Louisalready has a Daystar affiliate.73, Eric (N0UIH)Dave Pomeroy, 2321 SE Libra CourtTopeka, Kansas 66605-3505weberbosco@earthlink.netEquipment: ChannelMaster 6' parabolic on Rohntower at 50 feet with Winegard amp. The E-skip opening of July 6 reached 162.400 MHz; but the FMband was filled with signals from Maine to Virginia. The highlights included three new signals from theWashington area (WAMU, WJZW and WRQX), adding two new stations from Delaware, and three21

stations trading places dominating on 105.9 (WHCN, WXJN and WBCI). The July 13 E-skip openingbrought two new Florida stations, while the July 20 trop opening brought in two new Iowa stations(KOJY and KWCC). Trop openings on two consecutive nights (August 2 and 3) brought three newstations from Missouri (KWBZ, KJPW and KNLN), as well as two new Arkansas stations (KMXF andKKIX) and a new FM (KNYD) from the Tulsa area. KMXF was noted carrying voicetracked bits fromCarson Daly; the same thing aired on Clear Channel-owned WXAJ 99.7. The dial was packed withFrench stations on the August 4 E-skip opening; another record fell with the reception of CJRE 97.9,beating the previous record holder, KCLK 94.1 Clarkston, WA, by 15 miles. The first FM from NewBrunswick was noted with CJSE 89.5. The big surprise of the August 24 trop opening was WBWN104.1, pulled through WRDA (and I live six miles south of WRDA’s transmitter site!). 73, Eric (N0UIH)Fred Laun – 5801 Huntland – Temple Hills, MD – K3ZO@verizon.netDenon TU-800 tuner, Winegard antenna @ 35’8/23 Tr2330 WMGV 103.3 NC Newport, “V-103.3” 2542332 WAKG 103.3 VA Danville, ID 1968/25 Tr0002 WFXQ 99.9 VA Chase City, ID 1610635 WQLV 98.9 PA Millersburg, “Love 99,” first time I’ve heard this 780 watter 1180646 WSIG 96.9 VA Mt. Its pretty cool hearing your favorite song(s) “Move Ya Body’”, “Heaven”, onstations from far away like this. WMC was logged again, but was never in log so new. WMC is the station that I heard thatgot me into DXing altogether. Hopefully I can QSL them this time around. This year is the first that my Hartford locals havebeen blown away by Es or tropo.August 25-26 tropo: I listened to many of those stations the prior week while vacationing in the area. The only commercialPhilly FMs I don’t have now are 96.5, 103.9 and 106.9……: Using Durango’s radio on the way back from the Holyoke Mall: Today’s Hits And Yesterday’s Favorites American sattelitte network, help from several other DXers: Mix 106 jingle into Bermuda news: Awesome opening. So awesome that WKSS afternoon DJ emailed to ask me why he couldn’t hear his ownstation in the studio.: Kentucky, a new state. State #35 on FM: Running continuous, confusing loop about how some station was moving to 99.1 and how something new wascoming on this frequency. Calls given, however.: Had a good chat with whoever was answering the phones at this station after the log. Couldn’t believe I heardthem in Massachusetts. Told me I got the record.: Was shocked with a capital S to hear these guys.. especially since I just returned from vacation in the area andlistened to them the whole time. The oldersatellites where SSB and Morse are usedseem to deliver usable signals over a muchgreater part of the pass. Also had another QSO with the station at theMt. 11th ANNUAL MADISON-MILWAUKEE DX GTGThe weather in South SuburbanMilwaukee on Saturday, August 21,2004 was perfect. The skies were acloudless blue, and the temperaturealong Lake Michigan topped off at anideal 68 degrees. At Sheridan Parkin Cudahy WI, the sun bathed thegrounds in brilliant light, while statelyold trees acted as a colorful canopy, providing shade for the picnic areasbelow. This was the setting for the11th Annual Madison-MilwaukeeGet-together for DXers and RadioEnthusiasts, which began at 1 PMthat afternoon.Sheridan Park, Cudahy, WIEven for those who have been involved in this event since its beginning, it is hard to believe thatthis get-together has this much history. For eleven consecutive third Saturdays in August, DXersfrom the Upper Midwest and beyond have met in Wisconsin for a gathering of DX talk andcomaraderie. Much of the original concept for the GTG remains. It was intended to be a one-dayevent. It was intended to be multi-band, open to anyone who loves the listening hobby in its manydifferent forms. It was intended to be affiliated with no national club, but to appeal to members ofall clubs and no clubs alike. It would not be in competition with, but would rather be a complementto, club conventions. The intent was to promote goodwill within the DX community, and the historyof this event has been one of striving to meet this goal.Initial turnout for the GTG was humble, with only eight attending the first event in 1994. However, growth has been steady. Attendance in each of the last two years has been twenty-nine DXers. The GTG is also evolving. This year we had two major departures from past practices. First, theevent was held in the Milwaukee area for the first time. In the previous ten GTG's, Madison DXersTim Noonan and Bill Dvorak traded hosting duties every year, and the event's title was theMadison Get-together for DXers and Radio Enthusiasts. When career opportunities took Tim toMilwaukee, he maintained a strong commitment to the GTG, and the plan became to alternate thesite between Madison and Milwaukee. This also prompted the name change to the Madison-Milwaukee Get-together.Second, because of the expanding attendance, it was decided to hold the afternoon portion of thegathering in a park. Tim found the ideal facility at Sheridan Park in Cudahy, which brings us backto that beautiful afternoon in August.Directly behind the main entrance tothe park is a shelter, which Timreserved for our use. To the left is alarge shaded area with a number ofpicnic tables. Behind the shelter is avery spacious field, about 500 feetlong, leading to a single row oftrees. On the other side of the treesis Lake Michigan. The shelter provided protection forthe food and drink, a place tocongregate, and had plenty of spaceto comfortably fit all attendees incase the weather was bad. Thepicnic area was pleasant. Arrivingattendees were soon engaged invisiting, swapping DX stories and tips, exchanging experiences.46

Neil Kazaross provided the highlight of the afternoon with his demonstration of AM phasing. Kazbrought a Drake R8B receiver, a Quantum Phaser, and two spools of antenna wire to thegathering. Taking advantage of the park's area, he laid down two Beverages on Ground antennasside-by-side. Attendees were amazed by the catches Kaz was getting.in the late afternoon, attendees assembled for the annual photo, and then it was on to dinner. Timselected Judy's Family Restaurant in Oak Creek WI, a good choice. The restaurant was attractiveand comfortable, and the service was good. The menu selections were numerous and diverse, the portions large, and the prices were very reasonable. After dinner, those who chose towent on to Tim's apartment in OakCreek. There attendees weretreated to a slice of the Gettogethercake, expertly baked anddecorated by Bill Dvorak's wifeNina. Great DX talk went on wellinto the night, topping off a day thatwill long be remembered. As in the past, participation byWTFDA members was againoutstanding. Fourteen membersattended the 2004 GTG. Elevenare shown in the accompanyingphoto. There has been noshortage of "headline" material pried from old, yellowed pages of Radio Craft / RadioElectronics, Radio TV News, Televiser andmany other periodicals (includingBroadcasting). What has been morechallenging to run down has been the nittygrittyfirst-person detail that went with theearly color experiments. I am indebtedprimarily to a number of engineers andmanagers who actually worked on thecommercialization of the CBS color projectand the time they willingly spent with me andmy wife Gay in testing my "theories" of howCBS commercially mismanaged their entryinto the color TV world. Tucci, George DeRadoand others who's quotations appear here....Scenario:a) In November 1940 the status of Americantelevision was: 1) Approximately ten lowband(44 - 68 Mc/s) experimental stationswere capable of tests. Most operated with testpattern and some broadcast anoccasional film. Notably, RCA's W2XBS (44 -50 MHz) and Los AngelesW6XAO (44 - 50 Mc/s; Don Lee RadioNetwork) had been or were maintainingschedules of 1 to 3 hours daily; Sundaysexcepted.2) CBS was not on the air (November 1940,with programming); they said their ChryslerBuilding (NYC) transmitter was not yetcomplete (amongst other problems, they werewaiting on RCA to deliver their transmitter!)and their limited transmissions consisted onlyof a test pattern.3) RCA had come off the (1939) World's FairTV 'high' having created considerableconsumer interest in television becoming anearly addition to the American home scene. But following the World's Fair period (April1939 launch) their experimental programmingschedule on W2XBS had dropped offsignificantly (regular scheduled programmingceased July 31, 1940); during September-October (1940) almost no programming wastransmitted although they did create a special"Election Night" coverage report during theNovember 1940 national elections, and thenreturned to test pattern.4) Estimations ran from 2,000 (low end) to4,000 (top end) TV receivers in public hands, mostly in the New York City area. RCA hadmanufactured the bulk of these followed byGE and Andrea (which sold small 3" screenpartially assembled kits to experimenters). TVsets for Los Angeles were either home53

constructed following plans distributed byW6XAO or manufactured by a Los Angelesfirm known as Gilfillan Bros (their ModelG12 was uniquely able to work in both 50 and60 cycle electrical environments, common inLos Angeles in 1940).5) TV receivers at that point in time weredesigned for the 441 line RMA(Radio Manufacturer's Association; RCAsponsored) "standard" in the east, 306 linesand 24 frames in Los Angeles (in the processof adopting 441 x 30). The audio was AMrather than FM and a high percentage of thesets sold were created in two separatesegments; one for video and onefor audio (many kits and the RCA low-endTT5 receiver were video).6) The FCC was still studying TV 'standards'with an announced intention of adopting finaltechnical rules preparatory to authorizingcommercial TV operation. All stations werelicensed as experimental and prohibitedfrom accepting commercial (paid for)messages. The RMA, with FCC urging, had formed the NTSC (National TelevisionStandards Committee) and ultimately at least140 individuals had 'engineering input' as tohow the 'final standards' should beconfigured.7) CBS was on record as NOT favoring thecommercialization of TV at that time citing alist of reasons (to follow). Virtually every otherfirm in electronics was in favor of TV beingauthorized for commercial operation. Thus late in 1940 it appeared that within theforeseeable months to come, the FCC wouldfinalize standards and commercial TV wouldbe authorized. Into this situation:Dr Peter C. Goldmark, Chief Engineer forCBS Labs, announced to the press he haddevised a "color television system" (RADIONEWS December 1940 et al). His system wasan adaptation of an experimental 1929system first displayed in public by Dr HerbertE. Ives of Bell Labs and prior to that, createdoriginally by English TV pioneer Baird (1928).The heart of the system was a rapidlyspinning disc covered in equal parts(1/3rd each) with tinted segments of red, blueand green plastic.Broadcasting Magazine (September 1, 1940)headlined, "New Color Television SystemDeveloped Secretly by CBS." It began withthe sort of intrigue which the broadcastingindustry loved to repeat."After six months of secret research, CBS onAug. 29 announced development of what wasdescribed as a simple system of sending andreceiving television images in full color. PaulW. Kesten, CBS vice-president, explained thecolor pictures demonstrated used the same6 mc. frequency band required for ordinaryblack and white telecasting. He also indicatedthat the apparatus developed in conjunctionwith the new color technique wascomparatively simple, and that ordinarytelevision receivers, with very little adaptationand addition of a color attachment, couldreceive the signals."Goldmark claimed to be the "inventor" of thesystem but evidence suggests he was"adapting," not inventing in 1940. Radio-Craftfor July 1942 reported on publicdemonstrations given by English televisiondeveloper J. L. Baird as follows:"In 1936 Baird showed a 12 foot (screen size)color picture to a motion picture audience atthe Dominion Theatre, the picture beingtransmitted from the (BBC's) Crystal Palacetransmitter. This was followed in 1939by a demonstration of color, using a cathoderay tube in conjunction with a revolving disc.In the apparatus demonstrated, the framefrequency was increased from 50/second to150/second, the scanning altered to a field of100 lines interlaced five times to give a 500line picture, successive 100 line frames beingcolored green, red and blue. At thetransmitter, a cathode ray tube was used inconjunction with photo-electric cells, themoving light spot being projected upon thescene transmitted." Baird was also adaptinghis system to demonstrate "stereoscopicimages" in color and the viewer was requiredto wear special glasses to view the 3-D effect.Of note: Baird's decision toincrease the frame rate to allow "time" and"room" for the trio of colors transmitted;Goldmark would do the same in 1940.CBS demonstrated the Goldmark systembefore a wide variety of groupsincluding (the) NTSC, IRE and FCC. In thesedemonstrations, CBS raised a number ofquestions centered around the basic query -"Is it prudent to be adopting standards forblack and white television and authorizingcommercial operation of this 'interim'technology when the CBS Goldmarksystem is 'just around the corner'?"Goldmark's 1940 laboratory configurationrequired significantly more bandwidth (16Mc/s) per (color) TV channel than the NTSCrecommended 6 Mc/s for black and white.CBS challenged the industry to decidewhether "prematurely adopting a 6 Mc/schannel system was proper when thesechannels might become obsolete as colorwas phased in." His 16 Mc/s closed circuitbandwidth system was of greater definitionthan his over the air demonstrated 6 Mc/s54

andwidth system but the two often blendedwhen he or CBS spoke of their performance. This had the potential to derail inauguration ofcommercial (black and white) TV. The FCCwas depending upon the NTSC to solidify themany competing recommended black andwhite standards and out of this decisionprocess would come - amongst othertechnical factors - the channelallocations. If channels were to be 16 Mc/swide each, the low band TV channel regionwhich was the first to be put to use for"commercial TV" would accommodate notmore than 2 TV channels of which only onecould be assigned to a single market. CBS inresponse to this certainty suggestedthat, "all TV should be operated in the UHFband where there is room for approximately26 TV channels - each 16 Mc/s in width."Thus CBS had raised not one but two issueseach of which had the capacity to totally haltthe authorization of (black and white) NTSCtelevision; channel bandwidth, and, whichportion of the frequency spectrum would behome for TV broadcasting. In December 1940 CBS stepped up its "ColorNow!" campaign by enlisting a number of wellknown people to "speak out" about the"advantages of color TV over black andwhite." The list included such luminaries asCharlie Chaplin and each enthusiasticallyendorsed the CBS color system as "TV worthwaiting for." The CBS public relationsdepartment was adept in placing these "newsstories" in virtually all major newspaper andmagazine publications. The early Goldmark demonstrations were ofquestionable proprietary. First, theyconsisted of film-only pickups; showingmotion pictures through the color system.Goldmark was widely quoted in the tradepress explaining, "Film pickup is actuallymore complex than live camera television; Ihave elected to solve the more difficultproblem first." When pressed on thisstatement by technically competent reporters,he admitted, "I have not yet created a workingcolor TV camera" (1940).The actual technology employed in the pre-World War Two demonstrations is also insome dispute. Initial showings were at CBSlaboratories (New York City) and there is norecord indicating CBS had filed for an FCCexperimental (UHF) TV license to test thesystem through the air using the UHFchanneling which a 16 Mc/s bandwidthrequired. Goldmark in "Maverick Inventor"would, 33 years after the period in question, maintain he did over the air testing using theCBS TV W2XAX experimental transmitter(Chrysler Building, NYC). RCA developmentalengineer George H. Brown seems to verifythis testing by explaining in his owntechno-biography, "and a part of which I was,"that, "in 1940 CBS was scanning 343 lines ineach frame with 60 complete frames or 120fields per second." What was happening herewas we had Goldmark's "paper designsystem" which he and CBS argued wouldhave to be at UHF because of the 16 Mc/sbandwidth required, and then Goldmark'sactual low definition service using thetransmitter facility of W2XAX. There is nosuggestion, in the trade press of the time norin FCC records, that CBS ever transmittedcolor images using more than 343 lines ofresolution prior to the end of World War Two.The effect was an illusion: CBS wasdemonstrating higher definition images onlythrough a closed loop hard wired system withwhat amounted to a laboratory curiosity but intheir public statements elevating the systemto a fully functional, broadcast tested service. This subterfuge was also noted by RCA andother engineers who found many ofGoldmark's engineering explanations beyondcomprehension. "Maverick Inventor" indicatesGoldmark first demonstrated his fieldsequential color system at the CBSLaboratory in June 1940 to CBS managementon a 3 inch screen enhanced with a magnifierplaced in front of the screen.Goldmark in Maverick Inventor partiallyadmits our conclusions here when heexplains (in his own defense of people likeBrown) why 343 line sequential color was notlow definition. "Although addition of colortheoretically may take away detail from ablack-and-white picture, in practice theinformation in the picture is enhancedbecause many objects are more recognizablethrough their color content. Even two objectsthat are close together, such as an orangeflower and a turquoise flower, will tend to fusein black and white because they appear to theeye in the same shade of grey. In color, onthe other hand, they are easily differentiated."When designing content for demonstrationsgiven to the press, the FCC, members ofCongress and influential business people, great care was taken to create images whichdid just that - appear grey and washed outon the black and white monitor that wasideally placed side by side to the colormonitor.RCA was caught flat-footed by the suddenCBS color announcement and correctlyfeared that if allowed to go unchallengedcould derail nearly ten years of efforts to turnTV into a home product. Their firstresponses were feeble, defensive, butprobably honest:55

1/ RCA had also been working on a colorsystem.2/ The system's status in late 1940 wasdescribed as a "laboratory curiosity" whichperhaps was a carefully chosen phrase asmost industry engineers were using the samephrase, privately, to describe the Goldmarksystem.3/ Performance by those outside of RCA whohad seen pictures on a screen was describedas "poor."Heading into 1941, Goldmark continued tomake demonstrations including an early onefor a delegation of FCC Commissioners andengineers (September 4, 1940) who enthusedabout what they saw. One FCC engineerwho had been witness to both the CBS andRCA systems at that stage of evolution toldthe press, "There is no comparison betweenthe two - CBS is the winner." FCC ChairmanLarry Fly did, according to Goldmark, takehim aside after the demonstration to offer asuggestion - mandate, actually. "If you wish topursue this as an option for FCCconsideration, we will have to see live cameraTV as well using your system."Meanwhile pressure on the NTSC group andthe FCC to settle on "standards" increasedand in May 1941 agreement was reached atNTSC. There would be 441 lines of video(some would draw comparisons with theBBC's 405 line system), FM sound (a victoryfor FM promoter Major Armstrong) and 6 Mc/sbandwidth channels. The FCC took theserecommendations under study and in June1941 announced their final standardsdecision: 525 lines, FM sound. Donald Fink("Principals of Television Engineering,"McGraw Hill) would later explain, "Allen BDuMont, who had perhaps the bestcredentials in the world for the videodisplay portion, was urging 625 lines and FMsound. RCA's W2XBS and Don Lee'sW6XAO programming transmissions hadlargely been made with 343/306 (and later441) lines of video and those (few) who hadseen the BBC 405 line images wereenthusiastic about the improvement in videodefinition when a greater bandwidth wasemployed. The NTSC wrestled betweenDuMont's 625 lines, an alternate 507 linesystem and RCA's 441, and RCAwon."But the FCC bought some of what DuMontwas saying and as Fink would further explain,"525 lines was a compromise made during aseries of last minute telephone exchangesbetween FCC engineers and people such asmyself." In fact, although there were sometechnical reasons for any line standard andmany arbitrary line standards would not workproperly, it was Fink himself who ultimatelyresolved the question at the 11th hour withthe 525 line number. The FCC also established July 1, 1941 as the"first date of commercial television inAmerica." RCA's W2XBS experimental stationoperating in the 44 - 50 Mc/s channel 1 wasrelicensed as WNBT but had moved to 50 -56 Mc/s; CBS had been holding experimentallicense W2XAB/W2XAX for the ChryslerBuilding and the FCC granted thempermission to use 60 - 66 Mc/s as WCBW(later to become WCBS-TV). Philco's W3XEwas converted to WPTZ using 66 - 72 Mc/salthough its official FCC sanction did notoccur until September 14 (1941). No otherstations received FCC permission toengage in "commercial operation" prior to theonset of World War Two (December 1941).There are many conflicting news storiesconcerning what viewers actually saw in NewYork City on July 1, 1941 and we'll leavethat aspect of early TV operation for anotherchapter (in August 1941, CBS asked the FCCfor a further "extension of the program testauthority" it had requested late in June -indicating it was not ready to commit to theFCC's mandatory 15 hours per weekrequirement).CBS continued their anti-commercializationposture even after the FCC made theirdecision. One press release issued in June1941 included, "We are against prematurecommercialization" and they went on to cite"manpower and equipment shortages in theramp-up to (world) war." They concluded,"CBS remains committed to the adoption ofthe NTSC format but would liked to have hadprovisions therein for color television."Radio News for August 1941 admonishedCBS's interest in color. "We couldn't help butfeel that the sudden high pressure ballyhoofor color television by CBS was a sort ofTechnicolor red herring designed just tobide time until they have charted their coursefor more active participation in the video art."CBS in the same issue promised, "a tourof the Metropolitan Museum of Art (in NewYork City) with a color TV camera."(TO BE CONTINUED)56

A Closer Look at IBOC (“HD-Radio”)TIM McVEYSince many in the club have been talking about IBOC, it seemed like a good time to take a look at it. Onthe next couple of pages you will see what the spectrum of an FM station looks like with and without thenew digital service.IBOC stands for In-Band On-Carrier, and is promoted as “HD-Radio” (a trademark and technology licensedby Ibiquity Inc. of Columbia, MD). IBOC is designed to transmit a data stream using the same antenna andtransmitter as an existing FM station, at the same time as the traditional analog broadcast. In this way,Ibiquity claims that no new spectrum is needed, and a transition from analog to digital can occur graduallyover time. The data consists of stereo audio (said to be near-CD quality), plus other information such asID3 tags.Figure 1: WAMU-88.5There are currently three stations in Washington, DC transmitting IBOC. These are WAMU-88.5, WETA-90.9, and WHUR-96.3. I set up a Rohde & Schwarz FSH-3 spectrum analyzer with 10kHz resolution b/w.A discone at 40 feet above ground was the antenna. I had to listen for a quiet time in the broadcast andthen manually trigger the sweep in order to get a relatively unmodulated signal.Figure 1 shows WAMU-88.5. You can see the main carrier, the 19-kHz pilot about 15dB down, a 67-kHzSCA carrier about 28dB down, a 92-kHz SCA carrier about 30dB down, and the IBOC sidebands about30dB down. (They don’t have RDS.) This is a busy transmitter! From this spectral plot, one can clearlysee how the IBOC signals make it much more difficult to hear weak signals on the adjacent channels (88.3and 88.7 MHz). For this case they are 20-25dB above the noise floor of the analyzer!Figure 2: WETA-90.957

The next plot is of WETA, the main NPR station here and one of the first stations nationwide to have IBOC.The structure is identical to WAMU, except this station only has the 67-kHz SCA carrier, and no RDS.(Ignore the blip of energy at 95kHz upper.) Note that at this location (Warrenton, VA), one can normallyhear near-fringe WMRA Harrisonburg VA, on 90.7 in stereo. This is now impossible.Figure 3: WRQX-107.3What does a station look like without IBOC? The next plot is from WRQX-107.3. This station is rather oldfashioned:it has no IBOC, SCA, or even RDS! You can clearly see the adjacent channels (WTDK-107.1Federalsburg, MD about 90 miles away, and WKHI-107.5 Fruitland, MD some 100 miles away). Thosefringe stations are only about 10dB above the noise floor of the analyzer. If the analyzer were a stereotuner, these stations would be received in noisy stereo.I did a capture of WHUR-96.3, but didn’t include that plot here because it looks just like the other two. Notewith all three stations the IBOC sidebands are flat, constant, and 30dB below the main carrier.Out of curiosity, I did a test to see if the capture ratio behavior of an FM tuner is any different with IBOCstations. There was practically no difference. At this time, there are only three tuners (all car units) on the market that decode it, and each of them costs$1,000. I do not have one of these, so I can’t listen in. Note that without an Ibiquity-licensed “HD-Radio”decoder, it is impossible to listen to the proprietary IBOC signals. The broadcasts are free, however.Ibiquity’s website (http://www.ibiquity.com) contains a lot of technical information, as well as propagandaabout their technology. The white papers are informative and the station lists include just over 100 activeFM stations in the US.Figure 4: Spectrum structure (from Ibiquity white paper, available athttp://www.ibiquity.com/technology/pdf/Waveforms_FM.pdf)Tim McVey, Warrenton, VA (tkmcvey@rcn.com)58
