through time’ (Harvey, 1989:205). Thus, to the central state, it wants to open itsterritory to global capital so as to attract foreign <strong>in</strong>vestments <strong>and</strong> to dem<strong>and</strong> for mostupdated technologies; to the municipal governments, they want to reorganize urbanspace through the strategy of build<strong>in</strong>g a new HTIP so as to pursue for rapid capitalaccumulation <strong>and</strong> technological <strong>in</strong>novation; <strong>and</strong> to the district governments, they areable to use the high-tech banner to attract capital <strong>in</strong>vestment, especially <strong>in</strong> the realestate sector. <strong>High</strong> <strong>Tech</strong> Park becomes a representation of progress which is hoped tobr<strong>in</strong>g high value-added economic activities to the locality <strong>and</strong> ultimately contribute tothe district governments’ revenue. Ultimately, HTIP becomes a territory that fused withvarious forces that are contest<strong>in</strong>g for its formation <strong>and</strong> space production.This paper will be organized as follows. Next section will be the theoretical partthat discusses HTIP <strong>and</strong> re-territorialization process <strong>in</strong> the globalization age. Follow<strong>in</strong>gthis is the third section that deals with the case of Beij<strong>in</strong>g’s ZGC; the fourth section willdiscuss the case of <strong>Shanghai</strong>. <strong>The</strong> fifth section is discussion <strong>and</strong> conclusion.2, <strong>High</strong>-tech <strong>in</strong>dustrial park as a re-territorialization projectUrban development has been experienc<strong>in</strong>g a great transformation <strong>in</strong> the age ofglobalization. In the world of fast <strong>in</strong>formation flows, cities <strong>and</strong> regions are regarded asmore flexible to adapt to rapidly chang<strong>in</strong>g conditions of market <strong>and</strong> technology than arenational governments. <strong>Tech</strong>nopoles, THIP is a representation form, have been planned<strong>and</strong> <strong>in</strong>stalled everywhere to promote knowledge learn<strong>in</strong>g <strong>and</strong> creation <strong>and</strong> to generatenational <strong>and</strong> regional wealth. <strong>Tech</strong>nopoles here are def<strong>in</strong>ed as cities or regions that‘conta<strong>in</strong> significant <strong>in</strong>stitutions of a quasi-public or nonprofit type, such as universitiesor research <strong>in</strong>stitutes, which are specifically implanted there <strong>in</strong> order to help <strong>in</strong> thegeneration of new <strong>in</strong>formation’ (Castells <strong>and</strong> Hall, 1994: 1). In order to buildtechnopoles, cities or regional governments have to create conditions for firms to reside,negotiate with mult<strong>in</strong>ationals for them to stay <strong>and</strong> foster conditions to nurture smallventure firms. In other words, an <strong>in</strong>novation milieu that <strong>in</strong>volves a favorable conditionof social, economic, <strong>in</strong>stitutional <strong>and</strong> cultural environments that may create a synergyeffect for knowledge creation has to be implanted (Castells <strong>and</strong> Hall, 1994: 9; Camagni,3


keep the economy be<strong>in</strong>g <strong>in</strong>novative <strong>and</strong> competitive (ibid). This re-articulation of theglobal with the local is an attempt to create a new spatio-temporal fix for manag<strong>in</strong>g thelocal economy to meet the globalization dem<strong>and</strong> through which the valorization ofcapital can be process<strong>in</strong>g <strong>in</strong> a much more globalized scale toward a knowledge-basedeconomy.For city managers, current urban governance has become much more oriented tothe provision of a ‘good bus<strong>in</strong>ess climate’ through which all sorts of construction areunderway to lure capital <strong>in</strong>to its territory. Although there are no clear receipts, atechnopole or HTIP is one of them, to predict which types of plan will success <strong>in</strong>br<strong>in</strong>g<strong>in</strong>g new <strong>in</strong>vestments, city governments are forced to adopt approaches that<strong>in</strong>crease the amount of fixed local <strong>in</strong>frastructural <strong>in</strong>vestments to attract mobile globalcapital. Space reconstructions <strong>and</strong> various image-mak<strong>in</strong>g programs are undertaken topromote the city’s competitiveness. New growth mach<strong>in</strong>e, which conta<strong>in</strong>s especiallythe real estate sector, is formed to promote the city’s rejuvenation <strong>and</strong> re-orientation(Logan <strong>and</strong> Malotch, 1987; Wu, 2002; Jessop <strong>and</strong> Sum, 2000). Nonetheless, the <strong>in</strong>terestof the real estate most of the time is <strong>in</strong> conflict of the <strong>in</strong>terest of <strong>in</strong>dustrial sectorbecause the former tends to push up the l<strong>and</strong> price which will eventually hurt the latter’s<strong>in</strong>terest that requires lower <strong>in</strong>vestment cost.Nonetheless, territorialization is also a social process that <strong>in</strong>volves power <strong>and</strong>resistance. When the central <strong>and</strong> local states tore down the spatial barriers for HTIPs,they reorganized the city <strong>and</strong> evacuated the places where people have <strong>in</strong>habited for overa long period of time. HTIPs have become a legitimate project for local states to pursuefor progress <strong>and</strong> pressure local residents to comply with it. In Ch<strong>in</strong>a, this new urbanismtriggered a large amount of protests <strong>and</strong> local resistances (Hs<strong>in</strong>g, 2010) through whichmany local residences were reallocated elsewhere. As the local states cont<strong>in</strong>ue topursue for <strong>in</strong>dustrial development <strong>and</strong> <strong>in</strong>novation, more l<strong>and</strong>s are needed, <strong>and</strong> morepeople are evacuated. HTIP becomes spectacle that is <strong>in</strong> l<strong>in</strong>e with naked requirementsof l<strong>and</strong> for capital accumulation.In sum, space is not merely a physical conta<strong>in</strong>er with<strong>in</strong> which capitalistdevelopment unfolds. It <strong>in</strong>volves social <strong>and</strong> political elements <strong>and</strong> ultimately shape theways <strong>in</strong> which the economy is developed. By encounter<strong>in</strong>g the <strong>in</strong>creas<strong>in</strong>gly globalized5


In the <strong>in</strong>itial stage of BEZ’s development, the ma<strong>in</strong> adm<strong>in</strong>istrative office that wasresponsible for the management of the zone was established under the Haidian districtgovernment. In the process, because of the <strong>in</strong>clusion of other parts of the city <strong>in</strong>to BEZ,a new adm<strong>in</strong>istrative office was set up under the city government <strong>in</strong> 1997 to do thecoord<strong>in</strong>ation works among districts; whereas the zones <strong>in</strong> the various districts were stillmanaged ma<strong>in</strong>ly by district governments. As BEZ had brought about significantnumber of new high tech enterprises to reside, Beij<strong>in</strong>g city government applied to thecentral state to reform the adm<strong>in</strong>istration system <strong>in</strong> order to speed up technological<strong>in</strong>novation. In 1999, the central state agreed to rename BEZ as ZGC <strong>and</strong> set up a newadm<strong>in</strong>istrative office under the city mayor, called ZGC adm<strong>in</strong>istrative office with anadvisory committee consisted of members such as city Mayor, M<strong>in</strong>ister of Science <strong>and</strong><strong>Tech</strong>nology, M<strong>in</strong>ster of Education, Deputy President of the Academy of Science, viceMayor <strong>and</strong> some university presidents (ZGCAO, 2008). <strong>The</strong> central state determ<strong>in</strong>ed toestablish ZGC to become one of the most <strong>in</strong>novative regions <strong>in</strong> the world.ZGC has developed rapidly s<strong>in</strong>ce its <strong>in</strong>ception <strong>in</strong> the late 1980s <strong>and</strong> has <strong>in</strong>cludedeven more zones developed by different district governments <strong>in</strong>to it. Although ZGCdevelops rapidly, it <strong>in</strong> general still has not created domestic world class enterprises <strong>and</strong>any lead<strong>in</strong>g-edge product. Instead, the boom<strong>in</strong>g of the real estate sector <strong>in</strong> every zonesof ZGC has largely transformed the l<strong>and</strong>scape of the city. In 2009, the State Councilsupported Beij<strong>in</strong>g government’s proposal to re-create ZGC as a National InnovationDemonstration Zone ( 自 主 創 新 示 範 園 區 ) as to speed up <strong>in</strong>novation <strong>and</strong> to createworld class enterprises.3.2 ZGC as city government’s reterritorialization projectDifferent from HTIPs <strong>in</strong> other places, such as Taiwan’s Hs<strong>in</strong>chu HTIP, where thepark was orig<strong>in</strong>ally located <strong>in</strong> rural agricultural area that was much easier to clean upfor development, Beij<strong>in</strong>g’s BEZ was <strong>in</strong>itially located <strong>in</strong> established city district. <strong>The</strong><strong>in</strong>itial plan of BEZ <strong>in</strong> the earlier stage was to develop 100 acres <strong>in</strong> Haidian district tohost high tech enterprises; however, because of the concentration of build<strong>in</strong>gs <strong>and</strong>people <strong>in</strong> this area, the l<strong>and</strong>s that were able to develop were only 10 acres. In the meanstimes, both Changp<strong>in</strong>g county <strong>and</strong> Fengtai’s district governments were eagerlyapply<strong>in</strong>g to Beij<strong>in</strong>g city for new experimental economic zones <strong>in</strong> their jurisprudence as9


to boost their local economies. <strong>The</strong>se two districts were f<strong>in</strong>ally <strong>in</strong>cluded <strong>in</strong>to BEZ <strong>in</strong>1991 as Beij<strong>in</strong>g city government <strong>and</strong> central state decided to exp<strong>and</strong> the developmentarea of BEZ <strong>in</strong> order to provide the needed l<strong>and</strong>s for host<strong>in</strong>g <strong>in</strong>com<strong>in</strong>g enterprises,especially for manufactur<strong>in</strong>g activities that were not suitable to be located <strong>in</strong> the <strong>in</strong>nercity.As the development of BEZ was decided <strong>in</strong> 1988, the district governments <strong>and</strong>Beij<strong>in</strong>g city government used every possible approach to develop the designated BEZareas afterward. Because Beij<strong>in</strong>g was never as constra<strong>in</strong>ed <strong>in</strong> terms of revenueremittance or fiscal burdens as <strong>Shanghai</strong>, a large proportion of tax revenue collected bythe city <strong>and</strong> district governments was re<strong>in</strong>vested <strong>in</strong> BEZ (Segal, 2003). On the one h<strong>and</strong>,the city <strong>and</strong> district governments began to set up construction companies to clean up thel<strong>and</strong>s <strong>and</strong> to build new office build<strong>in</strong>gs for host<strong>in</strong>g firms. On the other h<strong>and</strong>, <strong>in</strong> order tosupport the newly emerg<strong>in</strong>g science <strong>and</strong> technological companies, the city governmentset up its own technology fund to support the firms (Segal, 2003:67). Indeed, the BEZproject has brought about not only the boom<strong>in</strong>g of the high tech <strong>in</strong>dustry but also theboom<strong>in</strong>g real estate sector that accompanied with the com<strong>in</strong>g of MNCs <strong>and</strong> high paidemployees.As BEZ became a symbol of high tech development that was able to generateeconomic growth, many other district government also began to apply to become partsof BEZ. In 1997, the Electronic city <strong>in</strong> Chaoyang district <strong>and</strong> some areas of Yizhuang’shigh technology zone <strong>in</strong> Dax<strong>in</strong>g District were allowed to become parts of BEZ. <strong>The</strong>district governments of Beij<strong>in</strong>g city were eagerly apply<strong>in</strong>g for becom<strong>in</strong>g parts of theboom<strong>in</strong>g high tech fashion after 1999 when BEZ was renamed as ZGC. <strong>The</strong>refore,ZGC cont<strong>in</strong>ued to exp<strong>and</strong> afterward. Currently, there are ten ZGC zones under theZGC banner which are located <strong>in</strong> various localities of the Beij<strong>in</strong>g municipality. Forexample, Fengtai zone is located <strong>in</strong> the southwest area of the city, Beij<strong>in</strong>g’s Economic<strong>and</strong> <strong>Tech</strong>nology zone is located <strong>in</strong> the east end of the city known as Yizhung, <strong>and</strong>Changp<strong>in</strong>g zone is located <strong>in</strong> the northwest end of the city. <strong>The</strong>se zones were created bydistrict governments for the purpose of attract<strong>in</strong>g capital so as to create economicgrowth <strong>in</strong> the name of high-tech development. In 2006 the state council has f<strong>in</strong>alizedthe ZGC development plan with total develop<strong>in</strong>garea of 232.52 KM 2 , <strong>in</strong> which 131.8410

Almost every prestigious university <strong>in</strong> Beij<strong>in</strong>g has itsown <strong>in</strong>dustrial park, <strong>in</strong>clud<strong>in</strong>g the most prestigious Pek<strong>in</strong>g <strong>and</strong> Ts<strong>in</strong>ghua Universities.Now Beij<strong>in</strong>g has 10 university’ HTIPs. <strong>The</strong> earliest university’s HTIP was establishedby Pek<strong>in</strong>g University <strong>in</strong> 1992, then Ts<strong>in</strong>ghua University <strong>and</strong> other <strong>in</strong>stitutes followedsuit. One of the most successful universities HTIP is Ts<strong>in</strong>ghua’s. It is located <strong>in</strong> thecenter of Haidian district, us<strong>in</strong>g 25 acres of campus l<strong>and</strong> to redevelop <strong>in</strong>to an area that<strong>in</strong>hibited with many high-rise office build<strong>in</strong>gs, <strong>in</strong>clud<strong>in</strong>g a 5-star hotel. Due to theuniversity’s reputation as Ch<strong>in</strong>a’s MIT <strong>and</strong> its good location, this HTIP has attractedmany well known enterprises such as Google, Sun, P&G, NEC <strong>and</strong> Ts<strong>in</strong>ghus’university enterprise such as Ts<strong>in</strong>ghua Unis Corp. to reside. This HTIP project hasgenerated large revenue for the university.Now ZGC, especially the Haidian district, has filled with many glamorousbuild<strong>in</strong>gs <strong>and</strong> famous MNCs. <strong>The</strong> symbol of ZGC signified rich <strong>and</strong> famous for the11


district <strong>and</strong> which <strong>in</strong> turn drove district governments <strong>and</strong> universities to jo<strong>in</strong> <strong>in</strong>to thehigh tech <strong>and</strong> speculative game. One of my <strong>in</strong>formants said very clearly, ‘once the labelof ZGC is used, the price of the real estate jumps’ (Interview data). This echoes whatHe <strong>and</strong> Wu (2009) observe <strong>in</strong> <strong>Shanghai</strong>, district governments have strong <strong>in</strong>centive <strong>and</strong>high degree of discretion <strong>in</strong> l<strong>and</strong> development to purse for <strong>in</strong>stant returns <strong>and</strong> visibleachievements, ‘of which property-led redevelopment is the most common form’(p.298). This property-led redevelopment project, comb<strong>in</strong><strong>in</strong>g the label of ZGC, can bebest illustrated <strong>in</strong> the Fengtai district’s “Headquarter Economy Project” as discussednext.3.3 ZGC as a form of representation – Fengtai’ s Headquarter Economy<strong>The</strong> Fengtai zone was established by Fengtai district government <strong>in</strong> 1991 <strong>and</strong> was<strong>in</strong>cluded <strong>in</strong>to BEZ <strong>in</strong> 1994. It is located <strong>in</strong> the southwest corner of Beij<strong>in</strong>g city where5km 2 of the l<strong>and</strong> is allocated to BEZ. <strong>The</strong> motivation of develop<strong>in</strong>g this area <strong>in</strong>to ZGCwas ma<strong>in</strong>ly due to the effort of district government <strong>in</strong> promot<strong>in</strong>g this area’s economicdevelopment. Ow<strong>in</strong>g to its historical legacy, the southwest end of Beij<strong>in</strong>g city wasdescribed as one of the poorest areas, as the phrase describes ‘<strong>The</strong> East is rich, the Westis prestigious, the North is Poor, <strong>and</strong> the South is despicable’. <strong>The</strong> competition amongdistricts drove local governments to use the special economic zone approach tostimulate the economy to grow.<strong>The</strong> first stage of the development of Fengtai zone was <strong>in</strong>itiated <strong>in</strong> 1992 <strong>and</strong> manylocal l<strong>and</strong>s were converted for either <strong>in</strong>dustrial or residential uses. But after the l<strong>and</strong>shad been developed <strong>in</strong> few years, due to the ris<strong>in</strong>g of rents, most of manufactur<strong>in</strong>gactivities moved to Hebei prov<strong>in</strong>ce or outskirt areas of Beij<strong>in</strong>g city <strong>and</strong> the <strong>in</strong>dustriall<strong>and</strong>s were converted to office build<strong>in</strong>gs aga<strong>in</strong>. In the second stage of Fengtai zone’sdevelopment, the district government thus gave up develop<strong>in</strong>g manufactur<strong>in</strong>g l<strong>and</strong>, dueto the failed attempted <strong>in</strong> the former stage, <strong>in</strong>stead it stressed the importance of officebuild<strong>in</strong>gs. At this stage, the district government collaborated with a British company12


(Daofeng 2 Co. which actually was a company led by an overseas Ch<strong>in</strong>ese) to developthis area <strong>in</strong>to a so-called ‘Advanced Bus<strong>in</strong>ess Park” or called by Fengtai districtgovernment as ‘Headquarter Economy’. <strong>The</strong> bus<strong>in</strong>ess park consisted of over 500 officebuild<strong>in</strong>gs, thous<strong>and</strong>s of apartment build<strong>in</strong>gs, a 6-star hotel, <strong>and</strong> other related recreationfacilities <strong>and</strong> shopp<strong>in</strong>g centers. <strong>The</strong> whole park was obviously a huge property-ledproject that <strong>in</strong>tended to use the label of ZGC to promote local economic development.<strong>The</strong> district government worked very closely with this Daofeng company to cleanthe l<strong>and</strong>, paved the road, <strong>and</strong> solved many related barriers <strong>in</strong> adm<strong>in</strong>istration <strong>in</strong> orderthat this ‘Headquarter Economy’ could be proceeded smoothly. All the expenses ofthose works were paid by district government <strong>and</strong> the company had devoted very littleresources at this stage 3 . <strong>The</strong> district government even asked a university professor tostudy the feasibility of us<strong>in</strong>g the label of ‘Headquarter Economy’ <strong>in</strong> fitt<strong>in</strong>g thetechnology dem<strong>and</strong> of ZGC. <strong>The</strong> conclusion, as can be imag<strong>in</strong>ed, clearly demonstratedthat the Headquarter Economy (as long as big companies <strong>in</strong>habited) was the worldtrend that fitted very well with high technology park development. <strong>The</strong> HeadquarterEconomy Project f<strong>in</strong>ally received the approval from the adm<strong>in</strong>istrative office of ZGC(Zheng, 2010: 148). Even more <strong>in</strong>terest<strong>in</strong>g was the fact that the district governmentgranted the Daofeng Company the manufactur<strong>in</strong>g l<strong>and</strong>, whereas the companydeveloped this area <strong>in</strong>to luxurious residential <strong>and</strong> office build<strong>in</strong>gs <strong>and</strong> has ga<strong>in</strong>edenormous profits from the price differences.Moreover, the Fengtai district government granted the DaoFeng company to useZGC’s level of tax <strong>in</strong>centives to attract firms to <strong>in</strong>habit, <strong>in</strong>clud<strong>in</strong>g tax exemption of thefirst three-year <strong>in</strong>vestment; <strong>and</strong> reduce to 7.5% of the tax rate annually from the forth tosixth year; the privilege of pay<strong>in</strong>g half of the utilities fees; granted residential permit for2 Accord<strong>in</strong>g to a news report, not any one reporter has ever found the headquarter of this company <strong>in</strong>UK. professionals from other prov<strong>in</strong>ces, etc,. Currently, the Headquarter Economy reallyattracted many companies’ to <strong>in</strong>habit. Most of them were Beij<strong>in</strong>g-based state-ownedcompanies, some were big state-owned companies from other prov<strong>in</strong>ces, <strong>and</strong> very fewwere MNCs (Zheng, 2010: 150). Because the tax shar<strong>in</strong>g system after the tax reform <strong>in</strong>1994, the district government was able to ga<strong>in</strong> a large amount of revenue from thisgigantic real estate development. As a result, the orig<strong>in</strong>ally very small DaofengCompany became a giant real estate developer <strong>in</strong> the process <strong>and</strong> the districtgovernment ga<strong>in</strong>ed huge amount of revenue.<strong>The</strong> example of Fengtai zone shows clearly how the district government used thelabel of ZGC to develop real estate sector <strong>in</strong> the name of HTIP. <strong>The</strong> real content ofFengtai zone is <strong>in</strong> fact companies’ headquarters with little relationship with high tech4<strong>in</strong>dustries. Accord<strong>in</strong>g to a report , many companies <strong>in</strong> fact were not <strong>in</strong> the categories ofhigh tech <strong>in</strong>dustries, companies such as travel agents, hospital, clothes were alsoallowed to <strong>in</strong>habit <strong>in</strong> those headquarter office build<strong>in</strong>gs. <strong>The</strong>re was no rigid controlprocedure for companies to dwell <strong>in</strong> those office build<strong>in</strong>gs, every build<strong>in</strong>g space wasfor sell. Thus, many office build<strong>in</strong>gs became speculative objects that push the prices ofthe real estate even higher.In contrast to the dazzl<strong>in</strong>g new build<strong>in</strong>gs, the <strong>in</strong>habitants on the l<strong>and</strong> wereevacuated <strong>in</strong> 1991 for the development zone. <strong>The</strong> l<strong>and</strong> orig<strong>in</strong>ally located <strong>in</strong> Liu QuanCun ( 六 圈 村 ), where more than 2000 acres of l<strong>and</strong> were converted <strong>in</strong>to HTIP throughwhich more than 800 households <strong>and</strong> almost 3000 people were reallocated. <strong>The</strong><strong>in</strong>habitants (ma<strong>in</strong>ly farmers) only received very m<strong>in</strong>imum amounts of compensation<strong>and</strong> some of them were not able to f<strong>in</strong>d appropriate jobs as they lost their l<strong>and</strong>s.Because some of the 2000 acres of l<strong>and</strong> were still not developed, therefore, some of thepeople who were evacuated from the farm l<strong>and</strong> went back to live <strong>in</strong> the areas that werestill not used by the district government. ad condition to live <strong>in</strong> because the district government wanted to reserve it for futuredevelopment.3.4 ZGC as a contest<strong>in</strong>g spaceAs has been shown above, HTIP has been regarded by different levels of the state<strong>in</strong> Ch<strong>in</strong>a to promote both local economic development <strong>and</strong> technological <strong>in</strong>novation.ZGC, ow<strong>in</strong>g to its high concentration of prestigious universities <strong>and</strong> R&D <strong>in</strong>stitutes,has been especially expected to play the role of Ch<strong>in</strong>a’s Silicon Valley with the hope tocatch up rapidly toward <strong>in</strong>digenous <strong>in</strong>novation. It was <strong>in</strong> the process when ZGC <strong>in</strong>Haidian district ga<strong>in</strong>ed successful development, then the label of ZGC were exp<strong>and</strong>edto other districts. Now ZGC has become a real estate label that outpaced the value ofdevelop<strong>in</strong>g high technology <strong>in</strong>dustries. It is because technology learn<strong>in</strong>g <strong>and</strong><strong>in</strong>novation need time to nurture, <strong>in</strong> contrast, the real estate sector can generateimmediate capital return for both capital <strong>and</strong> local government.<strong>The</strong> boom<strong>in</strong>g of the real estate sector has its downside to the development oftechnology, because it has pushed up the rent costs to a level that is not conducive to thestart-ups or smaller firms’ survival <strong>in</strong> this area <strong>in</strong> recent years. Many smaller start-upshave already moved out from the expensive area <strong>in</strong> Haidian district <strong>and</strong> sought cheaperplaces on the outskirts of the city <strong>in</strong> order to survive (Interview data). Nonetheless, ifthey moved to other cheaper places, they could not f<strong>in</strong>d good <strong>in</strong>novation milieu tosupport technological <strong>in</strong>novation. <strong>The</strong> boom<strong>in</strong>g of real estate <strong>in</strong> ZGC <strong>in</strong> fact has createdan economy that is favorable for big firms, headquarters, <strong>and</strong> MNCs, that actuallysuffocates the spirit of entrepreneurism which had brought about ZGC at the first place.While the space is re-reorganized for global <strong>and</strong> local firms, Beij<strong>in</strong>g’s ZGC has beenre-territorialized.4. <strong>Shanghai</strong>’s Yangpu— Transferr<strong>in</strong>g the old <strong>in</strong>dustrial space<strong>Shanghai</strong> demonstrates a different case with Beij<strong>in</strong>g’ ZGC. <strong>The</strong> rebirth of<strong>Shanghai</strong> began with the redevelopment project of Pudong after Deng Xiaop<strong>in</strong>g’ssouthern tour <strong>in</strong> 1991. Integrated with the Pudong project to construct <strong>Shanghai</strong>’sservice <strong>and</strong> f<strong>in</strong>ancial center, the Zhangjiang <strong>High</strong>-tech Park was developed to promotenew fields of manufactur<strong>in</strong>g <strong>and</strong> design, such as IT, semi-conductor, <strong>and</strong> biotechnology.15


S<strong>in</strong>ce the mid-1990s, the <strong>Shanghai</strong> metropolitan government has adopted the strategyof “focus<strong>in</strong>g Zhangjiang” to provide preferential policies <strong>and</strong> promote formation of acluster of high-tech research <strong>and</strong> development. Closely l<strong>in</strong>ked with the Torch Program,Zhangjiang was granted the status as “National Autonomous Innovation region” <strong>in</strong>January, 2011 to strengthen it capacities of orig<strong>in</strong>al design <strong>and</strong> br<strong>and</strong><strong>in</strong>g.<strong>The</strong> prelim<strong>in</strong>ary design of Zhangjiang was to copy the Silicon Valley model. It<strong>in</strong>corporated all the required components of state-of-art science based park.Infrastructure <strong>and</strong> amenity match or even surpass the world st<strong>and</strong>ard. However, thecase of Zhangjiang is different from ZGC park of Haidian <strong>in</strong> two aspects. First,Zhangjiang was developed from scratch. <strong>The</strong> orig<strong>in</strong>al site of the high-tech park wasagriculture farm l<strong>and</strong>s, with little or no exist<strong>in</strong>g urban surround<strong>in</strong>gs. Secondly,Zhangjiang is not the home of major universities or research <strong>in</strong>stitutions. In the past twodecades some university campuses were developed <strong>in</strong> Zhangjiang, but highereducational or research units have never played significant roles <strong>in</strong> Zhangjiang’sdevelopment. Pressures of urban reconstruction <strong>and</strong> hous<strong>in</strong>g relocation are not majorconcerns of policy makers either.Zhangjiang’s development <strong>in</strong> the past twenty years has contributed to <strong>Shanghai</strong>’supgrad<strong>in</strong>g of high-tech development. <strong>The</strong> Zhangjiang case provides a typical<strong>Shanghai</strong>’s top-down <strong>in</strong>tervention model <strong>in</strong> which orders come directly from theMetropolitan Adm<strong>in</strong>istration. A more recent attempt to imitate the HTIP developmentmethod but adopt a bottom up approach to rejuvenate urban space is the Yangpu case.In contrast to ZGC’s nurtur<strong>in</strong>g of new m<strong>in</strong>gy<strong>in</strong>g enterprises based on IT <strong>in</strong>dustry, theYangpu case demonstrates district government’s efforts to renovate <strong>and</strong> upgrade theheavy <strong>and</strong> old <strong>in</strong>dustries such as steel embedded <strong>in</strong> the old urban center. Yangpu wasthe breed<strong>in</strong>g ground of the modern <strong>in</strong>dustries <strong>in</strong> Ch<strong>in</strong>a before <strong>and</strong> after the economicreform. <strong>The</strong> development of Pudong after Deng Xiaop<strong>in</strong>g’s southern tour <strong>in</strong> 1992shifted the focus of <strong>Shanghai</strong>’s urbanization to the eastern bank of the Huangpu River.Service sectors also replaced manufactur<strong>in</strong>g as the pillar <strong>in</strong>dustry as <strong>Shanghai</strong>promoted the status of a global city. In the year 2000, Yangpu was lagg<strong>in</strong>g beh<strong>in</strong>d mostof the urban districts <strong>in</strong> <strong>Shanghai</strong> <strong>in</strong> terms of GDP production <strong>and</strong> social security16


protections. Yangpu was also characterized by outdated <strong>in</strong>frastructure, idle factorybuild<strong>in</strong>gs, <strong>and</strong> dom<strong>in</strong>ance of state-owned enterprises.<strong>The</strong> start of the new Yangpu project began with the launch of the document of“Guidel<strong>in</strong>e of the Yangpu Knowledge Innovation District” released <strong>in</strong> 2004. In thisguidel<strong>in</strong>e, the <strong>Shanghai</strong> metropolitan adm<strong>in</strong>istration reconfirmed the policy of<strong>in</strong>tegration three development elements <strong>in</strong> this district: university campuses, high-techparks, <strong>and</strong> local communities. It is dubbed as “tri-party cooperation”. After less than adecade of development, the new project of rejuvenat<strong>in</strong>g Yangpu does not stop at“breed<strong>in</strong>g” or “build<strong>in</strong>g” a high-tech center. It has a much more comprehensive goal ofurban redevelopment <strong>and</strong> space utilization. <strong>The</strong> master design could be realized byYangpu’s project of establish<strong>in</strong>g the developmental framework of “one center, one city,one river, three quarters”. Accord<strong>in</strong>g to the design, one center refers to the sub-urbancenter of Wujiaochang-Jiangwan area, consists of Central Intelligence District,southern bus<strong>in</strong>ess center, <strong>and</strong> knowledge <strong>in</strong>novation center; one city refers to the newJiangwan township; one river refers to the creative <strong>and</strong> cultural center <strong>in</strong> the north bankof Huangpu river; three quarters refer to the Fudan-Tongji university science zone,Dalian-Kongjiang road’ s modern service zo ne, <strong>and</strong> modern textile <strong>in</strong>dustryclustersalong the Huangpu river. <strong>The</strong> urban renovation project is implementedby ways ofbr<strong>and</strong><strong>in</strong>g the old area with knowledge based economy. As demonstrated <strong>in</strong> the exampleof ZGC, the Yangpu case also provides proofs of active participation ofentrepreneurial-oriented local government. It reflects the important factors of territorialformation <strong>and</strong> space adjustment <strong>in</strong> the process of rebuild<strong>in</strong>g a fresh Yangpu. State’s efforts <strong>in</strong> transferr<strong>in</strong>g <strong>and</strong> commercializ<strong>in</strong>g the space arrangementplay pivotal roles <strong>in</strong> decid<strong>in</strong>g the tempo, speed <strong>and</strong> direction of urban development.(Zhang, 2005). S<strong>in</strong>ce the ultimate goal of the tri-party cooperation <strong>in</strong> Yangpu is<strong>in</strong>frastructure upgrad<strong>in</strong>g <strong>and</strong> urban development, the district government hastransferred itself <strong>in</strong>to an urban growth mach<strong>in</strong>e. Replac<strong>in</strong>g the ab<strong>and</strong>oned <strong>and</strong>under-used spaces for re-production as creative clusters has become the major task ofthe district government (Keane, 2009).Among the various actors of urban development <strong>and</strong> space rejuvenation, thedistrict government of Yangpu plays the key role <strong>in</strong> lead<strong>in</strong>g <strong>and</strong> coord<strong>in</strong>at<strong>in</strong>g. As themaster of urban l<strong>and</strong> distributor, the district government shoulders the task of l<strong>and</strong>replacement, reservation, <strong>and</strong> capital accumulation. <strong>The</strong> establishment of the YangpuKnowledge Innovation Region is a major vehicle of “br<strong>and</strong><strong>in</strong>g” the old district withnew content. Our <strong>in</strong>terviews with local residents <strong>in</strong> Yangpu <strong>in</strong>dicated that <strong>in</strong> the earlystage of <strong>Shanghai</strong>’s development <strong>in</strong> the 1990s, Yangpu was totally neglected. Even thepublic transportation system of urban overpass did not provide exit to the Yangpudistrict. Yangpu was more or less isolated from the boom<strong>in</strong>g urban service sectors <strong>in</strong>Puxi <strong>and</strong> Pudong. This situation did not match with Yangpu’s potentiality as an areawhere major universities were located. Well-known universities such as Fudan <strong>and</strong>Tongji also suffered from the outdated urban district <strong>in</strong>frastructure. <strong>The</strong>se universities18


thus established visible <strong>and</strong> <strong>in</strong>visible walls to separate themselves from the surround<strong>in</strong>gdecay<strong>in</strong>g environment.Different from the usual top-down <strong>Shanghai</strong> development model, the Yangpu casereflects the bottom-up district <strong>in</strong>itiatives to launch new projects of urban development.Accord<strong>in</strong>g to our <strong>in</strong>terviews, the details of the new Yanpu project were first postulatedby the district adm<strong>in</strong>istration. <strong>The</strong> <strong>Shanghai</strong> Metropolitan Adm<strong>in</strong>istration was <strong>in</strong> a lessactive manner <strong>in</strong> approv<strong>in</strong>g the new Yangpu plan. Key policy entrepreneurs such asformer district party secretary Du Jiahao <strong>and</strong> Chen Anjie played crucial roles <strong>in</strong>promot<strong>in</strong>g fresh ideas of alliance formation. In other words, the district governmenttook <strong>in</strong>itiatives, but the operation of such urban project relied on the common <strong>in</strong>terestsof all the stakeholders. <strong>The</strong> new knowledge based project of Yangpu was also regardedas an echo to the “Four Centers” strategies <strong>in</strong> enhanc<strong>in</strong>g the service sector released bythe <strong>Shanghai</strong> Metropolitan Adm<strong>in</strong>istration. In 2009, accord<strong>in</strong>g to a newspaper<strong>in</strong>terview with Chen Anjie, the knowledge-based production consists 31.6 percent ofYangpu’s total service output. Yangpu had established 21 urban production parks, 13creative <strong>and</strong> cultural centers. 5 In 2010, the M<strong>in</strong>istry of Science <strong>and</strong> <strong>Tech</strong>nology <strong>in</strong> thecentral state approved Yangpu as one of the 20 “National Innovation Experiment<strong>Parks</strong>”.4.2 Yangpu <strong>and</strong> re-territorialization <strong>in</strong> <strong>Shanghai</strong><strong>The</strong> Yangpu experience provides an illum<strong>in</strong>at<strong>in</strong>g case that shows how a localgovernment engages <strong>in</strong> space production by entrepreneurial ways. As Jane Zheng<strong>in</strong>dicates, local governments have demonstrated a clear “entrepreneurial state”characteristic <strong>in</strong> their manner of pursu<strong>in</strong>g both local urban growth <strong>and</strong> their owneconomic profits. Culture <strong>and</strong> <strong>in</strong>novation <strong>in</strong>dustry has been a new powerful tool <strong>in</strong>generat<strong>in</strong>g revenues (Zheng, 2010:143). <strong>The</strong> role of the local state is to formcomprehensive alliances with various social actors. <strong>The</strong>se actors <strong>in</strong>clude foreign<strong>in</strong>vestors, domestic creative workers, <strong>and</strong> real estate developers. cultural <strong>and</strong> creative <strong>in</strong>dustries provide fresh “labels” for the local state to boost up realestate market <strong>in</strong> particular <strong>and</strong> urban development <strong>in</strong> general.In 1996, <strong>Shanghai</strong> established the Center for L<strong>and</strong> Development, which was tofunction as a l<strong>and</strong> bank for the city. <strong>The</strong> l<strong>and</strong> bank would purchase l<strong>and</strong>-use rights,negotiate a profit-shar<strong>in</strong>g plan with current users, <strong>and</strong> put the l<strong>and</strong> parcels <strong>in</strong> a reservefor resale on the market <strong>in</strong> open-l<strong>and</strong> auctions or through public tender. A successfull<strong>and</strong> bank could help municipal governments centralize l<strong>and</strong> supplies <strong>and</strong> coord<strong>in</strong>atel<strong>and</strong> management <strong>and</strong> plann<strong>in</strong>g (Hs<strong>in</strong>g, 2010:48). In the case of Yangpu, the ma<strong>in</strong> bodyof l<strong>and</strong> bank<strong>in</strong>g is Yangpu L<strong>and</strong> Development Center (YLDC), under directsupervision of Hous<strong>in</strong>g <strong>and</strong> L<strong>and</strong> Management Bureau of Yangpu district. YLDCrega<strong>in</strong>s state-owned l<strong>and</strong>s under the plan of urban development, <strong>and</strong> put them <strong>in</strong>toreserve.In the process of Yangpu’s transition toward a knowledge based region, YLDCplays a pivotal role of promot<strong>in</strong>g the transformation of the territory by l<strong>and</strong> use policies.YLDC controls most of the <strong>in</strong>dustrial l<strong>and</strong>s which occupy 17.6% of the total l<strong>and</strong> ofYangpu. YLDC also establishes cooperative ties with the Management Committee ofYangpu <strong>High</strong> <strong>Tech</strong> Park (MCYHTP) <strong>in</strong> utiliz<strong>in</strong>g newly acquired l<strong>and</strong>. <strong>The</strong> majorfunction of such ties is to l<strong>in</strong>k policies of l<strong>and</strong> use with purposes of <strong>in</strong>dustrial upgrad<strong>in</strong>g<strong>and</strong> service enhanc<strong>in</strong>g. In a 2005 case of l<strong>and</strong> leas<strong>in</strong>g <strong>in</strong> Huangx<strong>in</strong>g road, the YLDCrequests the real estate developer to get prior approval from the MCYHTP to make surethe function of the new host as knowledge-related <strong>in</strong>dustries. 6Through the process of <strong>in</strong>stitutional l<strong>in</strong>kages <strong>and</strong> br<strong>and</strong><strong>in</strong>g, the Yangpu districtgovernment has successfully transferred many <strong>in</strong>dustrial l<strong>and</strong>s <strong>in</strong>to service <strong>and</strong>commercial usages. 7 Tax revenue rose from 3.5 billion <strong>in</strong> 2003 to 10 billion <strong>in</strong> 2008. As to the disposablef<strong>in</strong>ance of the district government, it <strong>in</strong>creased from 1.6 billion <strong>in</strong> 2002 to 7 billion <strong>in</strong>2008 (Chen, 2009:5).This transformation process also br<strong>in</strong>gs about lucrative economic benefits to thedistrict government. In the master plan of Yangpu’s knowledge <strong>and</strong> <strong>in</strong>novation basedeconomy, the “tri-party alliance” serves as a catalyst to simulate the service <strong>in</strong>dustry<strong>and</strong> overall transformation of the district. In addition to the transformation of theuniversity region <strong>and</strong> surround<strong>in</strong>g areas, the new Jiangwan Town <strong>in</strong> the north <strong>and</strong> newcreative <strong>and</strong> bus<strong>in</strong>ess district <strong>in</strong> the east have become the new focus of development.For <strong>in</strong>stance, the last case of l<strong>and</strong> bidd<strong>in</strong>g <strong>in</strong> 2010 reflected the ambition of the<strong>Shanghai</strong> 17 th Cotton Textile Company to transfer the idle factory house <strong>in</strong> the northernbank of Huangpu River <strong>in</strong>to a fashion <strong>and</strong> creative center.<strong>The</strong> University City project promoted by Yangpu district government is anotherillum<strong>in</strong>at<strong>in</strong>g case. Different from other University City projects like SongjiangUniversity city, the Yangpu project does not start the construction from scratch. <strong>The</strong>issue of l<strong>and</strong> clean<strong>in</strong>g, road construction, <strong>and</strong> resettlement are crucial challenges topolicy makers <strong>and</strong> developers. Accord<strong>in</strong>g to various estimations, the total <strong>in</strong>vestmentamount of the Yangpu University City for l<strong>and</strong> use reached 100 billion Yuan. (Wan,2004: 94). <strong>The</strong> rise of the real estate market <strong>in</strong> Yangpu has been significant s<strong>in</strong>ce therelease of the project of “knowledge Yangpu”. In June, 2007, a piece of l<strong>and</strong> <strong>in</strong> the NewJiangwan Township reached the prices of 12509 Yuan per square meter. <strong>The</strong> price was6677 Yuan 7 months earlier 8 .Almost all the actors <strong>in</strong>volved <strong>in</strong> the Yangpu project serve as eng<strong>in</strong>es of l<strong>and</strong>development <strong>in</strong> the region. development projects. <strong>The</strong>se projects <strong>in</strong> the Yangpu district <strong>in</strong>clude Tongji Square,conta<strong>in</strong><strong>in</strong>g four-star hotels, restaurants, <strong>and</strong> shops outside the ma<strong>in</strong> gate of TongjiUniversity. Other projects <strong>in</strong>clude residential hous<strong>in</strong>g units under the br<strong>and</strong> name ofTongji <strong>in</strong> surround<strong>in</strong>g areas.For the Yangpu district government itself, it also controls several real estaterelated development companies. For <strong>in</strong>stances, companies like Weibaix<strong>in</strong> <strong>and</strong>X<strong>in</strong>yangpu undertake ma<strong>in</strong>ly the bus<strong>in</strong>ess of develop<strong>in</strong>g residential hous<strong>in</strong>g areas.Even the Yangpu Knowledge Innovation Investment Company is engaged <strong>in</strong> variousfields of real estate development, <strong>in</strong>clud<strong>in</strong>g hotels, restaurants, <strong>and</strong> other recreationalfacilities (Chen <strong>and</strong> Yu, 2005, p. 57) .As the former party secretary of Yangpu Du Jiahao argued, knowledge basedclusters are closely related to the improvement of <strong>in</strong>vestment environment <strong>in</strong> Yangpu.<strong>The</strong> new attempt to establish a fresh image of Yangpu provides opportunities fordevelopers to promote real estate markets. College parks around Fudan, Tongji <strong>and</strong>other famous universities, along with green l<strong>and</strong>s of Huangx<strong>in</strong>g Park, provideamenities for better liv<strong>in</strong>g <strong>in</strong> the region. <strong>The</strong> Wujiaochang bus<strong>in</strong>ess district <strong>and</strong> NewJiangwan Township project will also enhance the urban function <strong>and</strong> livability <strong>in</strong>Yangpu. Together with the relocation projects to move 4 million old house units <strong>and</strong>reconstruction of 4.35 million square meters of l<strong>and</strong>, the Yangpu project is a socialeng<strong>in</strong>eer<strong>in</strong>g request<strong>in</strong>g participation of all parties <strong>in</strong>volved. 9Expansion of the l<strong>and</strong> used by the universities has become major strategies for theYangpu district government to promote new br<strong>and</strong>s of a university <strong>and</strong> knowledgebased Science Park. <strong>The</strong> Yangpu district government released l<strong>and</strong>s around majoruniversities for the purpose of university high-tech parks <strong>and</strong> new branch campuses.L<strong>and</strong>s of university campus <strong>in</strong> Yangpu have been exp<strong>and</strong>ed from 4.2 KM 2 to 6.54 KM 2 .For <strong>in</strong>stance, Fudan has been exp<strong>and</strong>ed from 1600 acres to 4000 acres, <strong>and</strong> Tongji hasbeen exp<strong>and</strong>ed from 1500 to 2500 acres respectively. certa<strong>in</strong> shares of the stock <strong>in</strong> most of the university-affiliated scientific parks. Our<strong>in</strong>terviews show that <strong>in</strong> the case of Fudan Scientific Park, the district relocated theexist<strong>in</strong>g residents <strong>and</strong> sold the l<strong>and</strong> to Fudan at very low price. Due to the recentboom<strong>in</strong>g of the Wujiaochang area, the market price of the real estate of FudanScientific Park has been soar<strong>in</strong>g. <strong>The</strong> rise of real estate prices of these parks benefits allstakeholders, <strong>in</strong>clud<strong>in</strong>g the district government.<strong>The</strong> <strong>in</strong>tervention of the real estate developers creates a dilemma <strong>in</strong> promot<strong>in</strong>gtalent flows <strong>and</strong> knowledge bases economy. Under the br<strong>and</strong><strong>in</strong>g of major universities,prices of hous<strong>in</strong>g <strong>and</strong> office spaces were escalated. Start-ups <strong>and</strong> even researchfaculties can no longer afford to liv<strong>in</strong>g <strong>in</strong> the neighbor<strong>in</strong>g areas. In other words, theorig<strong>in</strong>al idea of knowledge-<strong>in</strong>tensive clusters was distorted due to the commercial <strong>and</strong>real estate development of the region. Scholars <strong>and</strong> experts also raise sharp criticism,argu<strong>in</strong>g that many scientific parks have already become real estate parks.4.3 Wujiaochang project, Tongji Circle, <strong>and</strong> headquarter economyWujiangchang, located <strong>in</strong> the heart of Yangpu district, was an outdated urbancommercial center surrounded by major universities <strong>and</strong> public facilities. In order torenovate the circle areas of Wujiaochang, the Yangpu district government promoted theKnowledge <strong>and</strong> Innovation Community (KIC) as the locomotive of refurbishment.Co-organized by Sui-On Group of Hong Kong, the major goal of KIC is to serve as amulti-functional community where people live, study, work <strong>and</strong> relax.S<strong>in</strong>ce the very beg<strong>in</strong>n<strong>in</strong>g, the reconstruct<strong>in</strong>g of the Wujiaochang project is notmerely a project of Research Park. <strong>The</strong> ma<strong>in</strong> <strong>in</strong>vestment <strong>and</strong> development body of CIDis Yangpu Knowledge Innovation Investment Company (YKIIC). <strong>The</strong> Yangpu districtgovernment holds 75% of its stock, while the <strong>Shanghai</strong> Metropolitan Adm<strong>in</strong>istrationholds the rema<strong>in</strong><strong>in</strong>g 25%. YKIIC later formed a jo<strong>in</strong>t venture with QiaoguangCorporation which is an affiliated company of the Sui-On group of Hong Kong.Qiaoguang holds 70% of the stock of the new <strong>Shanghai</strong> Yangpu CID DevelopmentCorporation. <strong>The</strong> YKIIC is <strong>in</strong> charge of the tasks of relocation, l<strong>and</strong> procurement, <strong>and</strong>pubic adm<strong>in</strong>istration. <strong>The</strong> Hong Kong counterpart undertakes tasks of f<strong>in</strong>ancialmanagement, bus<strong>in</strong>ess operation <strong>and</strong> plann<strong>in</strong>g. (Wang <strong>and</strong> Tian, 2008:53-55). This23


partnership is similar to the X<strong>in</strong>ti<strong>and</strong>i project <strong>in</strong> the urban center of <strong>Shanghai</strong>. <strong>The</strong>major difference of Wujiaochang is the “br<strong>and</strong><strong>in</strong>g” of a knowledge-<strong>in</strong>tensive centerwith<strong>in</strong> a university town. <strong>The</strong> current price of hous<strong>in</strong>g <strong>in</strong> the CID is about 4000 Yuan,or 50%, higher than average prices of surround<strong>in</strong>g areas per square meter . 10<strong>The</strong> KIC project is a typical case of the collaboration between the districtgovernment <strong>and</strong> private companies. Dur<strong>in</strong>g the field trip the authors found out that thema<strong>in</strong> concern of the local government <strong>in</strong> the KIC project is to attract private<strong>in</strong>vestments to reconstruct the old district. Located <strong>in</strong> the Wujiaochang district ofnorthern <strong>Shanghai</strong>, the KIC is surrounded around fourteen universities, <strong>in</strong>clud<strong>in</strong>g theprestigious Fudan <strong>and</strong> Tongji University. <strong>The</strong> goal of KIC is to utilize the attractivenessof major universities, <strong>and</strong> transfer the old Wujiaochang circle area <strong>in</strong>to a service hub.<strong>The</strong> KIC thus serves as a mediator between the university, district development, <strong>and</strong> theprivate enterprises. Dur<strong>in</strong>g our <strong>in</strong>terviews <strong>in</strong> Wujiaochang area, one senior manager ofKIC <strong>in</strong>dicated that the idea of reconstruct<strong>in</strong>g the Wujiaochang area is promoted ma<strong>in</strong>lyby the Yangpu district adm<strong>in</strong>istration. <strong>The</strong> district government also provided spaces forknowledge production, <strong>and</strong> preferential treatments for the enterprises. <strong>The</strong> Yangpugovernment thus served as a platform of <strong>in</strong>teractions between the major MNCs <strong>and</strong>universities surround<strong>in</strong>g Wujiaochang. It is totally different from the Zhangjiang model<strong>in</strong> Pudong <strong>in</strong> the 1990s. <strong>The</strong> residential <strong>and</strong> recreational facilities also help promotehigh-quality amenity <strong>and</strong> liv<strong>in</strong>g st<strong>and</strong>ard <strong>in</strong> the Wujiaochang area, which later led to therise of the real estate prices <strong>in</strong> the last few years.In brief, the northern Yangpu area, with KIC as the core, has gradually beentransferred <strong>in</strong>to a multi-functional bus<strong>in</strong>ess district. <strong>The</strong> “scientific park” is embeddedwith<strong>in</strong> a reconstructed auxiliary urban center. such as architecture, environmental protection, mach<strong>in</strong>ery, <strong>and</strong> other related bus<strong>in</strong>esspert<strong>in</strong>ent to Tongji’s specialties. 114, Discussion <strong>and</strong> ConclusionThis paper regards develop<strong>in</strong>g HTIP as a re-territorialization project throughwhich both central <strong>and</strong> local states seek to promote economic growth by reorganiz<strong>in</strong>gthe spatial structure <strong>in</strong> their territories so as to facilitate capital accumulation. In thisre-territorialization process, the central state, the municipal government <strong>and</strong> especiallythe district government have played important roles on their parts <strong>in</strong> reshap<strong>in</strong>g thel<strong>and</strong>scape of each city for the purpose of development <strong>and</strong> economic upgrad<strong>in</strong>g.Different from other property-led development projects <strong>in</strong> Ch<strong>in</strong>a, this technopole plan<strong>in</strong>volved not only local states <strong>and</strong> developers but also universities <strong>and</strong> R&D <strong>in</strong>stitutesthat collaborated together to develop the territories <strong>in</strong> the name of high techdevelopment <strong>and</strong> knowledge <strong>in</strong>novation. Thus the planned areas, whether they wereagricultural or established urban settlements, had to be reshaped for host<strong>in</strong>g foreign <strong>and</strong>domestic firms or for office build<strong>in</strong>gs. It was <strong>in</strong> this process that territorial places hadbeen transformed <strong>in</strong>to globalized space where capital was able to move more freely toengage <strong>in</strong>to manufactur<strong>in</strong>g <strong>and</strong> R&D activities.<strong>The</strong> Beij<strong>in</strong>g’s ZGC <strong>and</strong> <strong>Shanghai</strong>’ Yangpu cases show that district governmentshad played important role <strong>in</strong> facilitat<strong>in</strong>g their districts to become parts of the boom<strong>in</strong>ghigh-tech or knowledge creation zones <strong>in</strong> Ch<strong>in</strong>a. <strong>The</strong> Fengtai district government <strong>in</strong>Beij<strong>in</strong>g for example has been promot<strong>in</strong>g Headquarter Economy <strong>in</strong> affiliat<strong>in</strong>g with thelabel of ZGC as to facilitate local economic development. Similarly, the Yangpudistrict government also used various strategies to take advantage of concentration ofuniversities <strong>in</strong> its area <strong>and</strong> hoped to rebuild it to become a national <strong>in</strong>novation center.Innovation centers <strong>and</strong> high-tech parks thus have become labels for districtgovernments to promote the construction of office build<strong>in</strong>gs <strong>and</strong> lure commercialactivities <strong>in</strong>to the area. An even more <strong>in</strong>terest<strong>in</strong>g development <strong>in</strong> Ch<strong>in</strong>a now is that the ZGC label hasbeen extended beyond the territory of Beij<strong>in</strong>g city. Currently, ZGC adm<strong>in</strong>istrativeoffice has worked with Hebei, Liaon<strong>in</strong>g prov<strong>in</strong>ces <strong>and</strong> Tianj<strong>in</strong> city governments tocreate more ZGC zones <strong>in</strong> those places <strong>in</strong> order to generate economic value of the label<strong>and</strong> those places’ technological development 12 . ZGC as Ch<strong>in</strong>a’s Silicon Valley nowhas become a symbol <strong>in</strong> campaign<strong>in</strong>g economic development everywhere. <strong>Shanghai</strong>’sdistrict governments also established their affiliated HTIP <strong>in</strong> other prov<strong>in</strong>ces topromote economic development. <strong>The</strong> HTIP label have become a fictive commoditythat can be sold <strong>and</strong> extended to the rest of Ch<strong>in</strong>a to lure district government to jo<strong>in</strong> <strong>in</strong>tothe high tech <strong>and</strong> <strong>in</strong>novation game.However, there are dark sides of the dazzl<strong>in</strong>g HTIP phenomenon. First, theboom<strong>in</strong>g of real estate market has created an environment <strong>in</strong> which SMEs are difficultto survive. It is because the district governments have been more <strong>in</strong>terested <strong>in</strong> lur<strong>in</strong>gMNCs or big companies’ headquarters to <strong>in</strong>habit <strong>in</strong>to the zones, the rents <strong>and</strong> prices ofthe l<strong>and</strong> have been escalat<strong>in</strong>g that have pushed small venture firms to escape from thecity centers where universities <strong>and</strong> R&D <strong>in</strong>stitutes are concentrated. This <strong>in</strong> turn hasenhanced the image of HTIP as creat<strong>in</strong>g good bus<strong>in</strong>ess environments rather thanconstruct<strong>in</strong>g <strong>in</strong>novation milieus. Second, the re-settlement of the <strong>in</strong>habitants <strong>in</strong> theplanned areas often created resentment of local population towards the zones becauseof district governments’ compensation fees were too low for local people to survive.As shown <strong>in</strong> Fengtai case, many local people are still liv<strong>in</strong>g <strong>in</strong> slum where the l<strong>and</strong>swere planned <strong>and</strong> not yet developed.Indeed, HTIP has become a br<strong>and</strong><strong>in</strong>g competition. But as we have shown, thisbr<strong>and</strong><strong>in</strong>g game has been favorable for the property-led development urbanization.
