Q4. How much service credit may be gr<strong>an</strong>ted <strong>for</strong> prior n<strong>on</strong>‐Federal or active duty uni<strong>for</strong>medservice work experience?A. The amount of service credit that may be gr<strong>an</strong>ted to <strong>an</strong> employee is determined at the sole<str<strong>on</strong>g><strong>an</strong>d</str<strong>on</strong>g> exclusive discreti<strong>on</strong> of the head of the agency or designee. However, the amount ofservice credited to <strong>an</strong> employee may not exceed the actual amount of service during which heor she per<strong>for</strong>med duties directly related to the positi<strong>on</strong> to which he or she is beingappointed. This is a discreti<strong>on</strong>ary flexibility agencies c<strong>an</strong> use to meet their strategic hum<strong>an</strong>capital needs—<strong>an</strong> employee has no entitlement to this credit.Q5. When must the determinati<strong>on</strong> to approve <strong>an</strong> employee's qualifying prior workexperience be made?A. The head of <strong>an</strong> agency or designee must make the determinati<strong>on</strong> to approve <strong>an</strong> employee'squalifying prior work experience be<strong>for</strong>e the effective date of the employee's entry <strong>on</strong> duty—thedeterminati<strong>on</strong> c<strong>an</strong>not be made retroactively.Q6. An employee must submitsuch written documentati<strong>on</strong> c<strong>on</strong>sistent with the agency's procedures. An employee mustprovide written documentati<strong>on</strong> from the military services to receive credit <strong>for</strong> active dutyh<strong>on</strong>orable uni<strong>for</strong>med service. All written documentati<strong>on</strong> must be approved by the head of theagency or designee prior to the effective date of the employee's entry <strong>on</strong> duty.Q7. No. An employee may not receive dual credit <strong>for</strong> service. Once <strong>an</strong> employee is perm<strong>an</strong>entlycredited with a period of n<strong>on</strong>‐Federal service or active duty uni<strong>for</strong>med service (after completi<strong>on</strong>of 1 full c<strong>on</strong>tinuous year with the appointing agency), that period of service may not bec<strong>on</strong>sidered <strong>for</strong> further credit if the employee has a future break in service.However, if <strong>an</strong> employee loses service credit <strong>for</strong> n<strong>on</strong>‐Federal service or active duty uni<strong>for</strong>medservice because he or she fails to complete 1 full c<strong>on</strong>tinuous year of service with the appointingagency, <strong>an</strong> agency may choose to provide credit <strong>for</strong> that period of time to the employee in thefuture if <str<strong>on</strong>g><strong>an</strong>d</str<strong>on</strong>g> when he or she is reappointed to a Federal positi<strong>on</strong>. How should <strong>an</strong> agency document credit <strong>for</strong> n<strong>on</strong>‐Federal service or active dutyuni<strong>for</strong>med service so that it may be verified throughout the employee's Federal career?


A. N<strong>on</strong>‐Federal service or active duty uni<strong>for</strong>med service must be documented <strong>on</strong> the SF‐144Aor <strong>an</strong> agency equivalent <strong>for</strong>m used in lieu of the SF‐144A. Agency equivalent <strong>for</strong>ms may bevariati<strong>on</strong>s <strong>on</strong> the SF‐144A or printouts from computer programs that calculate servicecomputati<strong>on</strong> dates. Such credit is to be gr<strong>an</strong>ted in terms of years <str<strong>on</strong>g><strong>an</strong>d</str<strong>on</strong>g> m<strong>on</strong>ths, <str<strong>on</strong>g><strong>an</strong>d</str<strong>on</strong>g> the exactnumber of years <str<strong>on</strong>g><strong>an</strong>d</str<strong>on</strong>g> m<strong>on</strong>ths of credit being gr<strong>an</strong>ted is recorded in Part I, Column B, of the SF‐144A. Additi<strong>on</strong>ally, include a reference in the "Remarks" secti<strong>on</strong> of the SF‐144A indicating thatthe SCD‐Leave includes creditable n<strong>on</strong>‐Federal service or active duty uni<strong>for</strong>med service workexperience that otherwise would not be credited.Q14. How is credit <strong>for</strong> n<strong>on</strong>‐Federal service <str<strong>on</strong>g><strong>an</strong>d</str<strong>on</strong>g> active duty uni<strong>for</strong>med service documented <strong>on</strong>the SF‐50?A. The period of service being credited must be included in Block 31 of the SF‐50 that effectsthe appointment of the individual with the agency. The agency must process a pers<strong>on</strong>nel acti<strong>on</strong> to ch<strong>an</strong>ge the employee's SCD (Nature of Acti<strong>on</strong>(NOA) code 882/Ch<strong>an</strong>ge in SCD) showing the revised date in Block 31 of the SF‐50.
