In 2010, the CertificationCommittee <strong>in</strong>cluded government officials,members of parliament, representativesfrom <strong>in</strong>ternational agencies and leadersof local CSOs. The National Associationof NGOs <strong>in</strong> <strong>Tajikistan</strong>, established underthe programme, played a central role<strong>in</strong> lobby<strong>in</strong>g legislative changes andconsolidation of CSOs <strong>in</strong> <strong>Tajikistan</strong>. Atotal of five legislative changes have been<strong>in</strong>troduced; changes <strong>in</strong>clude legislationaimed at regulat<strong>in</strong>g government support toCSOs and allow<strong>in</strong>g VOs and SUDVOs toofficially register with the government.Regional InfrastructureS<strong>in</strong>ce 2002, the Foundation has builtfour bridges over the Pyanj River at Tem,Darwaz, Ishkashim and Vanj, which nowconnect remote regions of <strong>Tajikistan</strong> andAfghanistan. A fifth bridge <strong>in</strong> Shorobod iscurrently under construction. Rehabilitationefforts have significantly <strong>in</strong>creasedthe capacity and safety of the bridges.These construction efforts have beenaccompanied by the build<strong>in</strong>g of borderposts and cross-border markets to facilitatethe flow of trade.For relevant Afghan communities,the bridges have provided better foodsecurity, offered access to criticalsocial services such as emergencymedical treatment at Tajik hospitals, andThe <strong>Aga</strong> <strong>Khan</strong> <strong>Development</strong> <strong>Network</strong> (AKDN) is a group of private development agencies work<strong>in</strong>g to empower communities and <strong>in</strong>dividuals, often <strong>in</strong>disadvantaged circumstances, to improve liv<strong>in</strong>g conditions and opportunities, especially <strong>in</strong> Africa and Asia. On the Tajik side,they have facilitated access to a widervariety of better-priced goods transitedfrom Ch<strong>in</strong>a, Iran and Pakistan by Afghantraders. Dur<strong>in</strong>g 2009, more than 28,000people crossed these bridges to accessthe border markets. The bridges alsofacilitate exchange of ideas and serve tostrengthen relations across the border.They represent an important step towardsachiev<strong>in</strong>g peace and stability <strong>in</strong> the region.Other cross-border collaborations <strong>in</strong>cludean irrigation project launched <strong>in</strong> 2010,which enables the Tajik village of Rogak toobta<strong>in</strong> water from Afghanistan, while theZ<strong>in</strong>giryo village on the Afghan side obta<strong>in</strong>swater from <strong>Tajikistan</strong>. In the power supplyarena, the PamirEnergy company, <strong>in</strong>2008, opened a cross-border transmissionl<strong>in</strong>e between <strong>Tajikistan</strong> and Afghanistan,enabl<strong>in</strong>g it to share its surplus power dur<strong>in</strong>gthe summer months with the Shugnandistrict of Afghanistan. In 2010, the l<strong>in</strong>ewas extended to serve an additional 500households, br<strong>in</strong>g<strong>in</strong>g the total to more than1,000 households.The Foundation has also contributedtowards various other <strong>in</strong>frastructure projectswith<strong>in</strong> <strong>Tajikistan</strong>, <strong>in</strong>clud<strong>in</strong>g the constructionof roads that serve remote regions such asthe Kulma pass, Khorog and Darwaz.Photo credits: AKDN/Jean-Luc Ray<strong>Aga</strong> <strong>Khan</strong> FoundationThe <strong>Aga</strong> <strong>Khan</strong> Foundation (<strong>AKF</strong>)has been implement<strong>in</strong>g <strong>in</strong>novativedevelopment solutions <strong>in</strong> <strong>Tajikistan</strong> s<strong>in</strong>ce1993. Central to its efforts have been<strong>in</strong>clusive, community-based developmentapproaches <strong>in</strong> which local organisationsidentify, prioritise and implement projectswith the Foundation’s assistance.The Foundation’s programmes <strong>in</strong> <strong>Tajikistan</strong>focus on four areas: rural development,health, education and civil society. Its<strong>in</strong>itiatives address cross-cutt<strong>in</strong>g concerns<strong>in</strong>clud<strong>in</strong>g gender equality, pluralism,human resource development and publicawareness of development issues. Throughits activities <strong>in</strong> all four regions of <strong>Tajikistan</strong>,<strong>AKF</strong> is reach<strong>in</strong>g over one million people.Overview of ActivitiesOne hallmark of <strong>AKF</strong>’s approach <strong>in</strong><strong>Tajikistan</strong> is its long-term commitment.It has been the Foundation’s experiencethat quick fixes rarely take root; rather,susta<strong>in</strong>able development requirescareful, culturally appropriate anddiscipl<strong>in</strong>ed application of best practicesover periods that may be longer thantypical fund<strong>in</strong>g cycles.The Foundation’s activity <strong>in</strong> <strong>Tajikistan</strong>began <strong>in</strong> 1993, when it mounted aresponse to the acute food shortages <strong>in</strong> theGorno-Badakhshan Autonomous Oblast(GBAO) result<strong>in</strong>g from the collapse of theSoviet Union and the ensu<strong>in</strong>g civil war.S<strong>in</strong>ce then, <strong>AKF</strong> has begun mak<strong>in</strong>ggrants and implement<strong>in</strong>g projects withpartners. When an appropriate partnerdoes not exist, the Foundation will createone. To address rural development issues<strong>in</strong> <strong>Tajikistan</strong>, <strong>in</strong> 1998 <strong>AKF</strong> founded theMounta<strong>in</strong> Societies <strong>Development</strong> SupportProgramme (MSDSP). MSDSP has evolvedfrom a humanitarian relief programme<strong>in</strong>to one of the most respected local nongovernmentalorganisations <strong>in</strong> the country.The Foundation also plays a catalyticrole <strong>in</strong> the activities of other <strong>Aga</strong> <strong>Khan</strong><strong>Development</strong> <strong>Network</strong> (AKDN) agenciesand partners committed to development<strong>in</strong> <strong>Tajikistan</strong>, <strong>in</strong>clud<strong>in</strong>g the mobilisation off<strong>in</strong>ancial and technical resources. As partof its efforts, <strong>AKF</strong> operates an <strong>in</strong>ternalevaluation unit that conducts researchstudies for the Foundation, stakeholdersand partners <strong>in</strong> order to review the impactof its activities and <strong>in</strong>form future efforts.Rural <strong>Development</strong><strong>AKF</strong>’s MSDSP has worked to mobiliseand organise local community-basedorganisations (CBOs) throughout <strong>Tajikistan</strong>and provide support to strengthen theircapacity to identify, prioritise and realizetheir development agendas <strong>in</strong> GBAO,Khatlon and Rasht Valley.To date, MSDSP has supported over 1,400Village Organisations (VOs) and nearly100 Social Unions for the <strong>Development</strong> ofVillage Organisations (SUDVOs) totall<strong>in</strong>gmore than 140,000 village members – ofwhich over 40 percent are women. It isalso work<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly with sub-districtand district authorities to strengthen thecapacity of local governmental <strong>in</strong>stitutions.MSDSP seeks to <strong>in</strong>crease rural <strong>in</strong>comesAGA KHAN DEVELOPMENT NETWORKwww.akdn.org


In an effort to <strong>in</strong>crease rural<strong>in</strong>comes, the Mounta<strong>in</strong> Societies<strong>Development</strong> Support Programmehas assisted 15 families <strong>in</strong>the construction and use ofgreenhouses <strong>in</strong> order to improveagricultural output.<strong>AKF</strong> provides scholarships each yearto outstand<strong>in</strong>g students <strong>in</strong> <strong>Tajikistan</strong>for undergraduate and graduatestudies. The <strong>AKF</strong> InternationalScholarship Programme has enabledover 50 Tajik students to pursuegraduate studies at <strong>in</strong>stitutions ofhigh calibre <strong>in</strong> Central Asia, Europeand North America.The Foundation is also focus<strong>in</strong>gon early childhood development(ECD), br<strong>in</strong>g<strong>in</strong>g together variousAKDN agencies and partnersto collaboratively enhance ECDprogramm<strong>in</strong>g. <strong>AKF</strong>, AKHSand IPD, <strong>in</strong> particular, are jo<strong>in</strong>tlydevelop<strong>in</strong>g modules for tra<strong>in</strong><strong>in</strong>gcaregivers on child rear<strong>in</strong>gpractices to ensure the healthydevelopment of young children.Cover Photo: The Vanj Bridge is one offour between Afghanistan and <strong>Tajikistan</strong>constructed by <strong>AKF</strong>.and employment by foster<strong>in</strong>g developmentof micro and small-enterprises, facilitat<strong>in</strong>gtheir access to capital and bus<strong>in</strong>essdevelopment services and promot<strong>in</strong>gcross-border trade. Through its Centresfor Bus<strong>in</strong>ess <strong>Development</strong> Services,MSDSP supports entrepreneurs with awide range of <strong>in</strong>tegrated offer<strong>in</strong>gs, fromtechnical tra<strong>in</strong><strong>in</strong>g on production to adviceon market<strong>in</strong>g, bus<strong>in</strong>ess regulations andf<strong>in</strong>ancial services.Innovative approaches to natural resourcemanagement are also encouraged bypromot<strong>in</strong>g community-based resourcemanagement systems, facilitat<strong>in</strong>g accessto appropriate technologies and <strong>in</strong>puts,and improv<strong>in</strong>g the conditions for marketbasedagriculture and process<strong>in</strong>g. MSDSPhas also developed and demonstrated awide range of habitat improvement andenergy efficient technologies <strong>in</strong>clud<strong>in</strong>gthermal <strong>in</strong>sulation and fuel-efficientstoves. To protect <strong>in</strong>vestments <strong>in</strong> the builtenvironment, MSDSP is an implement<strong>in</strong>gpartner of the Disaster Risk ManagementInitiative (DRMI) whereby it is thelead<strong>in</strong>g agency for structural safety andeng<strong>in</strong>eer<strong>in</strong>g.MSDSP supports the construction andrehabilitation of economic and social<strong>in</strong>frastructure projects, which are nowlargely implemented and ma<strong>in</strong>ta<strong>in</strong>edby the communities themselves underconsideration of environmental aspectsand energy efficiency. Over 2,500 smalland medium sized <strong>in</strong>frastructure projectshave been f<strong>in</strong>alized for a total <strong>in</strong>vestmentof nearly US$ 16 million.Education<strong>AKF</strong>’s activities <strong>in</strong> the education sectorseek to improve the skills and knowledgeof teachers and students, and supportnational educational reforms. Activities<strong>in</strong>clude strengthen<strong>in</strong>g local educational<strong>in</strong>stitutions, engag<strong>in</strong>g <strong>in</strong> dialogues with theGovernment to <strong>in</strong>fluence education policy,and enhanc<strong>in</strong>g the quality of children’slearn<strong>in</strong>g opportunities.<strong>AKF</strong> has recognised the need for astrong partner that can offer cont<strong>in</strong>uousassistance and development opportunitiesto teachers. In this ve<strong>in</strong>, it worksclosely with the Institute of Professional<strong>Development</strong> (IPD), an agency of theGovernment of <strong>Tajikistan</strong>. <strong>Tajikistan</strong>’sM<strong>in</strong>istry of Education has chosen to<strong>in</strong>corporate <strong>in</strong>to its national teachertra<strong>in</strong><strong>in</strong>g programmes many methodologiesdeveloped by IPD <strong>in</strong> partnership with <strong>AKF</strong>.IPD is implement<strong>in</strong>g the Whole SchoolImprovement Programme <strong>in</strong> GBAOto improve the region’s primary andsecondary educational systems. Activities<strong>in</strong>clude mentor<strong>in</strong>g <strong>in</strong>itiatives, tra<strong>in</strong><strong>in</strong>gsto <strong>in</strong>troduce teachers and schooladm<strong>in</strong>istrators to <strong>in</strong>novative methods,establishment of over 110 Learn<strong>in</strong>gResource Centres and communityengagement through build<strong>in</strong>g capacitiesof over 300 Parent Committees. To date,312 schools have benefited from these<strong>in</strong>itiatives, <strong>in</strong>clud<strong>in</strong>g over 5,400 teachers,500 school adm<strong>in</strong>istrators, 30 districteducation officials, 46,000 students andan additional 600 Afghan teachers aspart of the cross-border programme. Toimprove access to read<strong>in</strong>g materials, 42m<strong>in</strong>i-libraries were established <strong>in</strong> remoteareas enabl<strong>in</strong>g parents to borrow books toread to their children at home.The Foundation, through IPD, alsocontributes to the development oftextbooks for primary schools andsupports a decentralised curriculumdevelopment process at the national level.In addition, <strong>AKF</strong> has piloted a communitybasedEarly Childhood <strong>Development</strong>(ECD) model, which it plans to expandacross <strong>Tajikistan</strong>. The model has beenapproved by the M<strong>in</strong>istry of Education asan alternative to the current ECD model.With the support of UNICEF, IPD is scal<strong>in</strong>gup activities <strong>in</strong> Rasht, Khatlon and Sughdregions. Over the last two years, 65community-based ECD centres have beenestablished, which provide access for1,450 children to ECD services.HealthIn health care, <strong>AKF</strong> supports the workof <strong>Aga</strong> <strong>Khan</strong> Health Services (AKHS)by mobiliz<strong>in</strong>g resources and provid<strong>in</strong>gtechnical assistance. The Foundationaims to improve the health status ofcommunities <strong>in</strong> GBAO, select districtsof Khatlon and border<strong>in</strong>g areas of theBadakhshan region of Afghanistan. Inthis ve<strong>in</strong>, <strong>AKF</strong> seeks to improve primaryhealthcare services with a particularfocus on Family Medic<strong>in</strong>e. It promotescl<strong>in</strong>ical excellence through tra<strong>in</strong><strong>in</strong>gs andestablishment of Cl<strong>in</strong>ical ExcellenceCentres, which ensure regular access toupdated medical literature. Cl<strong>in</strong>ical auditsare also be<strong>in</strong>g piloted as a method ofmeasur<strong>in</strong>g changes <strong>in</strong> cl<strong>in</strong>ical practices.In 2009, <strong>AKF</strong> <strong>in</strong>itiated a Community-BasedHealth F<strong>in</strong>anc<strong>in</strong>g Scheme <strong>in</strong> pilot VOsas a mechanism to <strong>in</strong>crease f<strong>in</strong>ancialaccess to health care. By mid-2011, almostUS$ 10,000 had been collected, and 91patients had benefited from the scheme.Moreover, a revolv<strong>in</strong>g pharmaceuticalfund was developed <strong>in</strong> GBAO <strong>in</strong> 1997to ensure the availability of high quality,low-cost, essential pharmaceuticals.Funds generated from sales of medic<strong>in</strong>esare used for procurement, delivery anddistribution of additional medic<strong>in</strong>es. Thefund will likely be self-susta<strong>in</strong><strong>in</strong>g <strong>in</strong> thenear future.<strong>AKF</strong> started the Cross-Border HealthProject <strong>in</strong> 2009 to leverage regionalresources to create greater access tohealthcare services for rural Afghancommunities border<strong>in</strong>g <strong>Tajikistan</strong>. The<strong>in</strong>itiative has enabled treatment of over2,800 Afghan patients by Tajik healthprofessionals, <strong>in</strong>clud<strong>in</strong>g over 500 surgeriesdur<strong>in</strong>g rout<strong>in</strong>e and emergency visits.Mov<strong>in</strong>g forward, <strong>AKF</strong> will work closelywith other AKDN agencies to addresscont<strong>in</strong>ued and burgeon<strong>in</strong>g health problems<strong>in</strong>clud<strong>in</strong>g under-nutrition, substance abuseand migrant health issues. Furthermore,regional solutions to <strong>in</strong>crease access toquality healthcare services are currentlybe<strong>in</strong>g explored, <strong>in</strong>clud<strong>in</strong>g eHealth, creationof a regional diagnostic and imag<strong>in</strong>g centre,and improvement of nurs<strong>in</strong>g education.Civil SocietyLaunched <strong>in</strong> 2006, <strong>AKF</strong>’s Civil SocietyProgramme aims to strengthen the civilsociety organisations (CSOs) by facilitat<strong>in</strong>gtheir establishment and build<strong>in</strong>g theircapacity to improve the quality of life ofcommunities. The programme also seeksto <strong>in</strong>crease the knowledge and appreciationof good governance <strong>in</strong> society. S<strong>in</strong>ce2008, over 160 CSOs have completedthe process of self-assessment and“It has always seemed to me thatbridges are among the most powerfuland important symbols <strong>in</strong> humansociety - symbols of connection, ofcooperation and of harmony.In the recent past, <strong>in</strong> this region,bridges have opened at Tem,Darwaz and Langar. Like them,the Ishkashim Bridge is a concreteexpression of cooperationamongst the Governments of<strong>Tajikistan</strong> and Afghanistan andthe <strong>Aga</strong> <strong>Khan</strong> <strong>Development</strong><strong>Network</strong>. It symbolizes our commondeterm<strong>in</strong>ation to help open up theregion to new development andimproved prosperity.L<strong>in</strong>ks and meet<strong>in</strong>g places createdby the bridges do more than simplyfacilitate commerce. We exchangequestions and answers. We trade <strong>in</strong>products, but we can also trade <strong>in</strong>ideas.
