While it is impractical to build a system with a tolerance for all possible terrestrial environments, thesystem fielded as a result of this SRD shall be designed to operate in most global environments. Outages resultingfrom extreme environmental conditions are not factored into the Ao.Ao in this SRD does not include site environmental affects resulting from electro-magnetic interference (EMI) orantenna blockage. The probability that these affects will degrade system availability is directly related to hardwarelocation (e.g. antenna placement).Limited shipboard real estate requires that the physical location of shipboard equipment resulting from this SRDbe weighed against the operational requirements of other shipboard systems. Priorities and tradeoffs will need tobe addressed prior to system fielding. Outages resulting from shipboard environmental effects are not factoredinto the Ao.The resulting shipboard availability for these systems shall be some fraction of the Ao specified in this SRD.Pass Information Ranging in ClassificationThe GBS system must be able to pass all information ranging in security classification from unclassified to TopSecret, including Allied, Coalition, and non-DoD data, video, and imagery without compromising need to knowaccess of that information to also protect and defend information or information systems by ensuring theiravailability, integrity, authentication, confidentiality, and non-repudiation. In order to permit passing of someinformation GBS may use capabilities similar to tunneling, in which the products are managed by the informationprovider and processed and encrypted at the source using GBS prescribed techniques and standards so that end-toendextensions of the GBS receive suite can using scalable and uniform methods provide the information towarfighter applications in a useful form. Passing of source-encrypted information must not violate other GBSSRD requirements for the system; such as inhibit the re-pointing of spot beams or the sharing and reallocation ofbandwidth.Payload ControlPlanning and executing antenna pointing, power or gain changes, antenna discrimination, transmission securitykey distribution, cross banding reconfiguration, and payload commanding.Portable Receive Suite (PRS)Any receive suite version suitable to single person transport and possibly covert operations.Primary Injection Point (PIP)A fixed injection system that provides the primary uplink of the broadcast streams from the broadcastmanagement segment to the space segment.Receive Broadcast Management (RBM)The set of functions, processes, and systems associated with receiving and disseminating the file and streaminformation contained within the broadcast to end-users. Receive broadcast management functions includeinterfacing on the physical layer between the receive suite and the end user system; enabling remote commandingand tuning; filtering and routing information; identifying missing or damaged files; enabling user profiling;decoding and displaying program guides, product catalogs and schedules; and providing anti-virus defense.Receive SiteA location capable of receiving the GBS downlink directly from the satellite. Receive sites will be fixed,transportable, and mobile.Receive Suite (RS)The receive terminal, cryptographic equipment, and receive broadcast management hardware and softwarerequired to support an end user’s information delivery and dissemination requirements. Receive suites arecategorized as ground, airborne, shipboard and submarine. Global Broadcast Service (GBS)Volume VI – Model Contract – Attachment 3Receive TerminalThe hardware (antenna) and software that implements the functions necessary to receive the downlink broadcaststreams and convert them to data streams for subsequent processing and dissemination by the receive broadcastmanagement hardware and software.Regional SATCOM Support Center (RSSC)RSSCs provide a regional operational focus for constellation payload management and assist unified commandsand other users in day-to-day management of apportioned and allocated resources.Repudiation of AccessEnsure that access to certain information is restricted to individuals with a need-to-know.Rucksack Portable Receive Suite (RPRS)A rucksack-portable GBS receive suite suitable for Special Operations forces.Satellite Broadcast ManagerThe set of functions, processes, and systems associated with collecting information products, assemblingbroadcast streams, and transmitting these streams to the injection point for uplink to the space segment. Satellitebroadcast management functions include building the schedule broadcast and program guide, coordinatinginformation products, conducting traffic analysis, constructing and transmitting the broadcast stream, providingfor protection of data, technically controlling the GBS broadcast, controlling executing remote enabling ordisabling, and establishing and maintaining the user profile database.“Scrounge” ModeMode of operations in which the SBM has been authorized to share space segment resource of another SATCOMsystem which conducts its own communications loading without respect to GBS, and then informs the SBMwhere all beams are pointed with available bandwidth suitable for establishing a broadcast to any of a variety ofcoverage area(s) which is under the control of the other SATCOM system’s manager (usually fix-pointed).Shipboard Receive Suite (SRS)A GBS receive suite that is installed on shipboard platforms. This receiver will receive while on the move.Configurations include single and dual antenna configurations.Smart PushThe capability for the end user to define information requirements in advance so that the GBS system can tailorbroadcast services without regard to specific user requests. The basis of this capability is the User Profile, whichcontains the information requirements and is resident in the SBM’s database.Satellite ControlSpacecraft station-keeping, stabilization, maneuvering and repositioning, anomaly resolution, tracking telemetry,commanding and ephemeris generation.Space SegmentThe space-borne elements of the GBS system, consisting of the broadcast satellite packages and satellitecommand and control systems.Stream or Session (Video, Audio, or Stream) ProductsA continuous or variable duration information product that originates from a national or theater source. Sessionproducts may be Unified Combatant Command, Service, or Agency-unique, and may be disseminated to any orall GBS-equipped units in the broadcast coverage area. Video products, consisting of video and accompanyingaudio or data, require a continuous segment (scheduled session) of the bandwidth for an extended period of time(10-to-30 minutes or more, or in some cases 24-hours a day). Examples of video products include dailyintelligence briefings, distance learning or training, commercial cable news or weather services, medicalprocedure videos and near real-time airborne reconnaissance video dissemination to tactical forces.
