Global Broadcast Service (GBS)Volume VI – Model Contract – Attachment 3Receive TerminalThe hardware (antenna) and software that implements the functions necessary to receive the downlink broadcaststreams and convert them to data streams for subsequent processing and dissemination by the receive broadcastmanagement hardware and software.Regional SATCOM Support Center (RSSC)RSSCs provide a regional operational focus for constellation payload management and assist unified commandsand other users in day-to-day management of apportioned and allocated resources.Repudiation of AccessEnsure that access to certain information is restricted to individuals with a need-to-know.Rucksack Portable Receive Suite (RPRS)A rucksack-portable GBS receive suite suitable for Special Operations forces.Satellite Broadcast ManagerThe set of functions, processes, and systems associated with collecting information products, assemblingbroadcast streams, and transmitting these streams to the injection point for uplink to the space segment. Satellitebroadcast management functions include building the schedule broadcast and program guide, coordinatinginformation products, conducting traffic analysis, constructing and transmitting the broadcast stream, providingfor protection of data, technically controlling the GBS broadcast, controlling executing remote enabling ordisabling, and establishing and maintaining the user profile database.“Scrounge” ModeMode of operations in which the SBM has been authorized to share space segment resource of another SATCOMsystem which conducts its own communications loading without respect to GBS, and then informs the SBMwhere all beams are pointed with available bandwidth suitable for establishing a broadcast to any of a variety ofcoverage area(s) which is under the control of the other SATCOM system’s manager (usually fix-pointed).Shipboard Receive Suite (SRS)A GBS receive suite that is installed on shipboard platforms. This receiver will receive while on the move.Configurations include single and dual antenna configurations.Smart PushThe capability for the end user to define information requirements in advance so that the GBS system can tailorbroadcast services without regard to specific user requests. The basis of this capability is the User Profile, whichcontains the information requirements and is resident in the SBM’s database.Satellite ControlSpacecraft station-keeping, stabilization, maneuvering and repositioning, anomaly resolution, tracking telemetry,commanding and ephemeris generation.Space SegmentThe space-borne elements of the GBS system, consisting of the broadcast satellite packages and satellitecommand and control systems.Stream or Session (Video, Audio, or Stream) ProductsA continuous or variable duration information product that originates from a national or theater source. Sessionproducts may be Unified Combatant Command, Service, or Agency-unique, and may be disseminated to any orall GBS-equipped units in the broadcast coverage area. Video products, consisting of video and accompanyingaudio or data, require a continuous segment (scheduled session) of the bandwidth for an extended period of time(10-to-30 minutes or more, or in some cases 24-hours a day). Examples of video products include dailyintelligence briefings, distance learning or training, commercial cable news or weather services, medicalprocedure videos and near real-time airborne reconnaissance video dissemination to tactical forces.
