Global Broadcast Service (GBS)Volume VI – Model Contract – Attachment 36.2 Terms and DefinitionsAirborne Receive Suite (ARS) –A GBS receive suite installed on airborne platforms, to include fixed and rotary wing aircraft. This receiver willreceive while on the move. The ARS is planned for GBS Phase-3 as part of the TransformationalCommunications Architecture.Broadcast Stream –The aggregation of video and data products into a continuous digital stream to be transmitted to the spacesegment. Broadcast streams are created by the Satellite Broadcast Manager, processed and transmitted to thespace segment by the injection terminal, and received and processed by the receive suite (receive terminal, cryptographic equipment and Receive Broadcast Manager) for subsequent dissemination to end user systems.Broadcast Management Segment (BMS)The set of functions, processes, and systems required to collect, assemble, prioritize, transmit, encrypt or decrypt, and disseminate information provided from information producers to end user systems with functions responsiveto Combatant Commander inputs. Satellite Broadcast Management (SBM) and Theater Information Management(TIM) functions are performed within the BMS. BMS accepts, coordinates, and packages, information (generalbroadcast products, smart push products, user pull products) from sources to be broadcast based on the directionand priorities. The BMS also includes the functions necessary to support the efficient use of GBS. The broadcastmanagement segment will maximize on-orbit capabilities to include uplink and downlink beam steerage andtransponder configurations. BMS is divided into two parts: transmit broadcast management and receive broadcastmanagement.Broadcast Receive Suite – TerrestrialSpecially equipped receive suite with extension to the GBS COTS-based standards with extended GBS deliveryservices across wireless networks to locally line-of-sight (LOS) dispersed fixed or mobile platforms. Thisterrestrial extension of the GBS broadcast permits lower cost and smaller RS integration compared to fieldingmultiple satellite RS’ in the vicinity.Broadcast servicesDelivery of information products by the GBS system, which users employ to improve their combat effectiveness.“Competitive” ModeMode of operations in which the SBM has been authorized to share space segment resource in a mode ofoperations, in which the SBM interactively and dynamically interact with the other SATCOM system to competefor allocation of space segment resources (bandwidth and beam pointing) based upon automated, possibleiterative process using interactive priority-based optimized access to the other space segment resources.Content CatalogThe GBS content catalog is a listing of all the programs currently defined the GBS database. This catalog isavailable over the web at the SBM and will also be a regularly scheduled file delivery at the receive suite.Program descriptions are only available on the SECRET receive suite.Data File ProductsData file products vary widely in size and content. The primary reasons to use GBS for data products are itswidespread simultaneous distribution capability and its inherent speed. Most MILSATCOM supports point-topointcommunications requiring a separate path for each end-user. GBS uses a point-to-area approach where allusers within the area receive the communications simultaneously over the same path. Assured delivery of dataproducts is not possible with a one-way broadcast such as GBS. However, GBS Phase 2 broadcasts are very highquality (bit error rates of 10 -10 ). This high data rate can allow for multiple transmissions of the same productraising the level of statistical assurance of delivery for specific products (based on TIM direction). Examples ofinformation products requiring increased assurance of delivery include the Air Tasking Orders (ATO), Ballistic30 March 2009 • Contract Number: FA8726-09-C-0006Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposalVolume VI-5.0-176
