Global Broadcast Service (GBS)Volume VI – Model Contract – Attachment 3Each HSI domain shall be addressed and optimized, as applicable, within the structure of the GBS design toachieve total system performance and reduce life-cycle costs. [<strong>SRD</strong> ID 50710]GBS System Human Factors Engineering shall comply with Human Systems Integration requirements set forthwithin DoD Directive 5000.1 and DoDI 5000.2, Human Engineering Program Process and Procedures, MIL-HDBK-46855A, and Human Engineering Design Criteria, MIL-STD-1472F. [<strong>SRD</strong> ID 51000]3.3.9 Software Engineering3.3.9.1 Commercial and Government-off-the-Shelf Software.Maximum use of COTS and Government-off-the-Shelf software is encouraged to reduce life-cycle costs to theextent that it complies with system requirements. System user documentation shall be developed to supportmission accomplishment. This should include a description of software-based functionality, as appropriate.Ownership rights for non-COTS software developed for the GBS shall become the property of the Government.All source codes for software and firmware maintained by Government personnel or under separate contract shallbe delivered in accordance with the applicable Government software standards. COTS software and firmwareshall be delivered with the licenses needed to allow use at any and all necessary Government locations.3.3.9.2 Design and DevelopmentAll newly developed software configuration items should be developed in a manner that promotes ease ofmaintenance and maximum system flexibility. All software should be designed with consideration given to thedesired post-production software support concept. The design activity should also ensure that future softwarechanges are affordably verified. Software upgrades should be successfully executed without degrading systemoperation. Software should be designed to allow for rapid response to changes in the operational environment.3.3.9.3 Database Management SystemsCOTS or NDI database management systems should be used where feasible. If a database management systemmust be newly designed, it shall be designed so the user can change database contents without affecting thesoftware. The data elements should take full advantage of the DoD corporate data dictionary and contribute to theShared Data Environment where feasible.3.3.10 Computer ResourcesWhen applicable, GBS software updates should be installed at the operator level by manual and automatic overthe-airbroadcast means. The GBS broadcast management and terminal components shall provide checks forcomputer operating system viruses during systems initialization and routine operations.3.3.11 SafetyThe GBS System will meet the following Environmental, Safety, and Occupational Health Requirements:The GBS System design and construction shall not use Class I and Class II ozone depleting substances.[<strong>SRD</strong> ID 51500]The GBS System design and construction shall be compliant with the GBS Safety Program requirementsspecified in the GBS System Safety Management Plan (SSMP) and GBS Programmatic Environmental,Safety, and Health Evaluation (PESHE). [<strong>SRD</strong> ID 51525]The GBS System design shall minimize use of other hazardous materials in GBS components,manufacturing materials and processes, support equipment, and disposal operations. [<strong>SRD</strong> ID 51550]The GBS System shall be HAZMAT complaint in accordance with DoD Directive 5000.1 and DoDI 5000.2.[<strong>SRD</strong> ID 51600]The GBS System shall not expose operators or maintainers to health and safety hazards as defined in the GBSHealth Hazards Assessment.
