Global Broadcast Service (GBS)Volume VI – Model Contract – Attachment 3The following requirements apply only to the Video Service: Current channels run from 1.2Mbps to 3Mbps at thehigh end. The government anticipates the addition of 1-2 HD videos by the time of contract award at a rate of16Mbps.The Video Services shall have the capability to ingest MPEG-2 or MPEG-4 H.264 encoded video streams andrebroadcast the streams as a different multicast address using the same encoding algorithm. [<strong>SRD</strong> ID 13800]The Video Services shall be capable of transcoding videos from one format to another, specifically supporting at aminimum, the conversion from MPEG-2 to MPEG-4 H.264, MPEG-2 over ATM to MPEG-2 over IP, andMPEG-2 over ATM to MPEG-4 over IP. [<strong>SRD</strong> ID 13900]The Video Services shall be capable of transrating videos from one encoding rate to another. [<strong>SRD</strong> ID 14000]The Video Services shall be capable of converting video stream resolutions, specifically at a minimum, theconversion from MPEG-2 HD to MPEG-2 SD and MPEG-4 H.264 HD to MPEG-4 H.264 SD. [<strong>SRD</strong> ID 14100]The Video Services shall be capable of transmitting metadata in pre-encoded streams, if present (e.g. ClosedCaptioning Line 21, KLV). [<strong>SRD</strong> ID 14200]The Video Services shall be capable of encoding native analog or digital streams and any associated metadata asMPEG-2 SD, MPEG-2 HD, MPEG-4 H.264 SD or MPEG-4 H.264 HD formatted video. [<strong>SRD</strong> ID 14300]The Video Services shall be able to simultaneously encode at least 10 analog video streams and be capable ofscaling to encode 25 analog video streams. [<strong>SRD</strong> ID 14400]The Video Services shall have the capability to simultaneously support three modes of video operations:Transcoding/Transrating, Remapping, and Encoding. [<strong>SRD</strong> ID 14500]The Video Services, at a minimum, shall simultaneously transcode/transrate eighteen (18) videos: 10 videos forthe Secret enclave and 4 videos each for Unclassified and ROKUS enclave. [<strong>SRD</strong> ID 14510]The Video Services, at a minimum, shall simultaneously transcode/transrate thirty-six (36) videos: 20 videos forthe Secret enclave and 8 videos each for Unclassified and ROKUS. [<strong>SRD</strong> ID 14511]The Video Services, at a minimum, shall simultaneously remap one hundred (100) videos:Secret enclave, 14 videos for Unclassified and 6 videos for ROKUS. [<strong>SRD</strong> ID 14531]The Video Services shall support use of the same multicast addresses for two or more satellite downlinks. [<strong>SRD</strong>ID 14600]3.2.1.1.6 BDA Streaming Packet ServiceThe following requirements apply only to the Streaming Packet Service:The Streaming Packet Service shall support the processing of IP multicast data streams at data rates up to 20Mbps each. [<strong>SRD</strong> ID 14700]The Streaming Packet Service shall support the passing of previously encrypted IP data at levels up to andincluding TS/SCI. [<strong>SRD</strong> ID 14800]The Streaming Packet Service shall accept Encapsulated Security Payload (ESP) packets from a source and beable to route them over the broadcast.
