Global Broadcast Service (GBS)Volume VI – Model Contract – Attachment 3SRD ID SRD Requirement ORD Req # ORD Requirementare placed on orbit, additional PIP connectivity enhancements shall be incorporated into GBS to takeadvantage of additional space segment resources (Block-3 Threshold). Req 80: GBS shall usespace segment capabilities to support the dynamic nature of modern warfare through using multiplecoverage areas, using responsive, independently steerable or fixed coverage areas to locations withinthe satellite’s field of view (Threshold).Req 15: The GBS system shall be capable of generating unique broadcast streams at variable datarates up to a minimum system capacity of 305 Mbps (Block-1) and 600 Mbps (Block-2) worldwidewith nominal per satellite uplink capacity of: 94 Mbps into each GBS UFO satellite (Block-1); 94Mbps into each WGS satellite (Block-2); maximum downlink capacity that meets link performancerequirements for each Commercial Augmentation leased transponder (Block-1) (Threshold). Req35: Worldwide the SBM shall be capable of supporting at least 13 (Block-1 Threshold) 26 (Block-2 Threshold) active broadcast transponders each capable of supporting a nominal data rate of 24Mbps with a minimum range of data rates to support receive suite capabilities. (Threshold). The broadcast segment shall be capable of supporting aWorldwide the SBM shall be capable of supporting at least 305 Mbps (Block-1 Threshold) 600nominal data rate of 72 Mbps for each group of multicastMbps (Block-2 Threshold) 1 Gbps (Objective). The SBM shall have capability to add additional25900 streams per modulator. [SRD ID 25900] 15, 35number of transponders (Objective).260002610026200The broadcast segment shall include a DIACAP compliantDMZ. [SRD ID 26000] 1The broadcast segment shall be capable of supporting any mixof file or streaming data (all file, all streaming, any mix of thetwo) on the group of multicast streams per modulator. [SRD ID26100] 28, 30In the event backup power fails, the broadcast segment shallprovide automatic system protection for equipment in order tologically and systematically shut down or rapidly resumebroadcast operations after loss or fluctuations of externalpower. [SRD ID 26200]. 45Req 1: Net Ready: 100% of all the specified Joint integrated architecture requirements designatedenterprise-level or critical activity interfaces; services; policy-enforcement controls; data-sharing,data availability, data correctness, data processing and information assurance accreditationrequirements in the Net-Centric Operations and Warfare Reference Model (NCOW-RM) plus GIG-Key Interface Profiles (KIPs) shall be satisfied (KPP – Block-3 Threshold), including all non-criticaland non- enterprise activities (Block-2 Objective, Block-3 Objective).Req 28: The SBM and TSBM shall be capable of automated interface with IDM capabilities toprovide a unified mechanism for GBS users, information providers, and TIM to monitor theefficiency and content flow of the GBS broadcast (Block-3 Threshold). Req 30: The SBM andTSBM (using reachback connectivity) shall provide an automated interface that provides GBS statusinformation (including receive suite (and associated user) coverage status and product deliverystatus and broadcast queue status) to various privileged information providers, including IDM, inorder for information providers to make intelligent decisions about routing data via GBS or viaalternate means (Block-2 Threshold). This GBS status information should also be available toinformation sources, GBS users, and TIMs (Block-3, Threshold).Req 45: The SBM, and PIP shall have the ability to automatically protect and store queuedinformation and protect system equipment in order to logically and systematically shut down or torapidly resume broadcast operations after loss or fluctuations of external power (Threshold).26300The broadcast segment, in the event of power failures, shalltake advantage of facility provided uninterrupted powersources. [SRD ID 26300] 44Req 44: In case of power failures, the SBM and PIP shall take advantage of facility provideduninterrupted power sources or provide its own uninterrupted power (Threshold).26400The broadcast segment shall provide the capability to key GBSspecific cryptographic equipment manually. [SRD ID 26400] 23Req 23: The GBS System shall provide the capability to key GBS specific cryptographicequipment manually (Threshold) and to rekey GBS specific cryptographic equipment through Overthe-AirRekey (OTAR) (Objective).30 March 2009 • Contract Number: FA8726-09-C-0006Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposalVolume VI-5.0-212
