This study focusing <strong>on</strong> the threats to the <strong>ecosystem</strong>, especially due to<strong>an</strong>thropogenic activities, its causes <strong>an</strong>d possible soluti<strong>on</strong>s. The study also <strong>an</strong>alyses the historyof <str<strong>on</strong>g>hum<strong>an</strong></str<strong>on</strong>g> activities <strong>an</strong>d its <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> this <strong>ecosystem</strong> <strong>an</strong>d immediate steps to undertake torestore this <str<strong>on</strong>g>hum<strong>an</strong></str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g>ed l<strong>an</strong>dscape. The review clearly indicates that the m<strong>an</strong>-madeactivities altered the <strong>ecosystem</strong> drastically <strong>an</strong>d it is high time to act <strong>on</strong> it otherwise the unique<strong>ecosystem</strong> may loss its entire beauty <strong>an</strong>d ecological signific<strong>an</strong>ce <strong>an</strong>d <strong>an</strong> immediate mass leveleco-restorati<strong>on</strong> programme is suggested. Proper implementati<strong>on</strong> <strong>an</strong>d m<strong>on</strong>itoring of Kutt<strong>an</strong>adPackage may do it for time-being. Primarily it is a deltaic formati<strong>on</strong> of five river systems: Meenachil,Pamba, M<strong>an</strong>imala, Muvattupuzha <strong>an</strong>d Achencovil, located in the fertile low-lying areas ofVemb<strong>an</strong>ad Lake. The Kutt<strong>an</strong>ad <strong>wetl<strong>an</strong>d</strong> spread over the districts of Alappuzha, Kottayam <strong>an</strong>dPath<strong>an</strong>amthitta <strong>an</strong>d forming a part of the Vemb<strong>an</strong>ad <strong>wetl<strong>an</strong>d</strong> system. The boundary ofKutt<strong>an</strong>ad regi<strong>on</strong> is loosely defined <strong>an</strong>d the extent of its area has been variously computed atdifferent times, today it encompasses 79 revenue villages, 10 Taluks <strong>an</strong>d 3 Districts(Dwivedi, 2011). Cherthala, Ambalapuzha, Cheng<strong>an</strong>nur, Kutt<strong>an</strong>ad, Karthikappally <strong>an</strong>dMavelikara Taluks in Alappuzha Districts, Thiruvalla taluk in Path<strong>an</strong>amthitta District <strong>an</strong>dCh<strong>an</strong>g<strong>an</strong>assery, Vaikom <strong>an</strong>d Kottayam taluks in Kottayam districts covering <strong>an</strong> area of 870Sq. km (Hazard Center <strong>an</strong>d People’s Science Institute, 2006). The regi<strong>on</strong> encompasses vaststretches of backwaters, bordering m<strong>an</strong>grove formati<strong>on</strong>s, <strong>an</strong>d rice fields, the latter mostlyreclaimed from the shallow stretches of the lake during the recent past. Sreejiththe reclaimed purayidams or homesteads with coc<strong>on</strong>ut groves, fringed by c<strong>an</strong>als <strong>an</strong>d ch<strong>an</strong>nelsmake this a l<strong>an</strong>d of richness <strong>an</strong>d beauty (Thambatti <strong>an</strong>d Padmakumar, 1999). Kutt<strong>an</strong>ad, thedeltaic formati<strong>on</strong> of four major river systems c<strong>on</strong>fluencing into the Vemb<strong>an</strong>ad Lake lies 0.6to 2.2 m below MSL. The regi<strong>on</strong> extends from 9°17' to 9°40' N latitude <strong>an</strong>d 76°19' to 76°33'E l<strong>on</strong>gitude. It experiences warm climate with fairly uniform temperature throughout the yearr<strong>an</strong>ging from 21–36 0 C. Humidity in general is very high all through the year (Shari <strong>an</strong>dChitra, 2005). The average <strong>an</strong>nual rainfall in Kutt<strong>an</strong>ad is about 3,000 mm. Althoughdistributed throughout the year, 60% rain is received during southwest m<strong>on</strong>so<strong>on</strong> (May-August) <strong>an</strong>d 30% during northeast m<strong>on</strong>so<strong>on</strong> (October-November). During the m<strong>on</strong>ths of Juneto November, the inflow into Kutt<strong>an</strong>ad exceeds the inflow into the Vemb<strong>an</strong>ad Lake. Duringthe m<strong>on</strong>ths of December to almost mid-May, which coincide with summer, the reversehappens. There is a net decrease in the total inflow of the rivers into Kutt<strong>an</strong>ad. This bringsdown the water level in the Vemb<strong>an</strong>ad Lake, which creates a reverse flow from the sea to theinl<strong>an</strong>d water body bringing the salinity all over the Lake <strong>an</strong>d low lying downstream parts ofrivers (Ko<strong>on</strong><strong>an</strong>, 2007). Based <strong>on</strong> the soils, geomorphology <strong>an</strong>d salinity intrusi<strong>on</strong>, Kutt<strong>an</strong>ad issubdivided into six agro-ecological z<strong>on</strong>es (Fig.1) viz., (i) Upper Kutt<strong>an</strong>ad (ii) Kayal l<strong>an</strong>ds(iii) Vaikom Kari (iv) Lower Kutt<strong>an</strong>ad (v) North Kutt<strong>an</strong>ad <strong>an</strong>d (vi) Purakkad Kari (Indo-Dutch Missi<strong>on</strong>, 1989). Now this natural <strong>ecosystem</strong> is under severe <str<strong>on</strong>g>hum<strong>an</strong></str<strong>on</strong>g> interventi<strong>on</strong> ofdevelopment <strong>an</strong>d this paper <strong>an</strong>alyses the <str<strong>on</strong>g>hum<strong>an</strong></str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> Kutt<strong>an</strong>ad <strong>wetl<strong>an</strong>d</strong> <strong>ecosystem</strong> itscauses <strong>an</strong>d soluti<strong>on</strong>s to c<strong>on</strong>serve this natural l<strong>an</strong>dscape of great ecological signific<strong>an</strong>ce.

The KWS comprising of 32 P<strong>an</strong>chayats of Alappuzha district, 27 P<strong>an</strong>chayats ofKottayam district <strong>an</strong>d 5 P<strong>an</strong>chayats of Path<strong>an</strong>amthitta district is a predomin<strong>an</strong>tly agriculturebelt of Kerala where people are dependent <strong>on</strong> farming & allied sectors like fishing, <strong>an</strong>imalhusb<strong>an</strong>dry etc for their livelihood. Kutt<strong>an</strong>ad in local l<strong>an</strong>guage menas ‘low lying l<strong>an</strong>ds’ is <strong>on</strong>eof the most fertile regi<strong>on</strong>s of the world where rice is cultivated below sea level <strong>an</strong>d this willbe of great import<strong>an</strong>ce in view of the projected sea level rise caused by global warming. Thesoil is silty clay which is highly impervious facilitating paddy cultivati<strong>on</strong> but is extremelyacidic in reacti<strong>on</strong> due to microbial oxidati<strong>on</strong> of org<strong>an</strong>ic matter resulting in ir<strong>on</strong> / aluminum

Kutt<strong>an</strong>ad Development Scheme was s<strong>an</strong>cti<strong>on</strong>ed by the State Government to solve thebasic issues of this <strong>wetl<strong>an</strong>d</strong> system <strong>an</strong>d KDS mainly c<strong>on</strong>sists three parts.1. THOTTAPPALLY SPILWAYThe first step for development of Kutt<strong>an</strong>ad was the c<strong>on</strong>structi<strong>on</strong> of Thottappally spillway <strong>an</strong>dthe c<strong>on</strong>structi<strong>on</strong> was started in 1951. The search for a perm<strong>an</strong>ent soluti<strong>on</strong> to the problem offloods <strong>an</strong>d crop loss in Kutt<strong>an</strong>ad has led to the c<strong>on</strong>structi<strong>on</strong> of a spillway at Thottapally forthe speedy drainage of flood water to the Arabi<strong>an</strong> Sea. The spillway aimed to flush awayextra floodwater from the Pampa, M<strong>an</strong>imala <strong>an</strong>d Achenkoil rivers into the sea before it couldflood Kutt<strong>an</strong>ad. However, due to poor implementati<strong>on</strong>, m<strong>an</strong>agement <strong>an</strong>d poor mainten<strong>an</strong>ce,salt water intrusi<strong>on</strong> through the spillway has become a perm<strong>an</strong>ent c<strong>on</strong>cern for the farmers ofthe regi<strong>on</strong>. The c<strong>on</strong>structi<strong>on</strong> of the spillway has not made <strong>an</strong>y noticeable improvement in thec<strong>on</strong>trol of flood.2. THANNEER MUKKAM BUND (A salt-water barrier)The sec<strong>on</strong>d was the c<strong>on</strong>structi<strong>on</strong> of regulator at Th<strong>an</strong>eermukkam to prevent salt waterintrusi<strong>on</strong> from the sea during 1955. The original pl<strong>an</strong> was to c<strong>on</strong>struct the regulator atTh<strong>an</strong>eermukkam where the Vemb<strong>an</strong>ad lake is at its narrowest width. There was greatpressure from the farmers side for stopping the salt water intrusi<strong>on</strong> into the paddy l<strong>an</strong>dsduring the le<strong>an</strong> seas<strong>on</strong> <strong>an</strong>d high tides. It is again due to poor pl<strong>an</strong>ning, m<strong>an</strong>agement <strong>an</strong>dimplementati<strong>on</strong>, the ir<strong>on</strong> shutters <strong>on</strong> eastern <strong>an</strong>d western porti<strong>on</strong>s were completed, but themiddle porti<strong>on</strong> remained incomplete. The structure keeps the water free of salinity <strong>an</strong>d adding<strong>an</strong>other crop in dry seas<strong>on</strong>. Before the c<strong>on</strong>structi<strong>on</strong> of the Th<strong>an</strong>neermukkom regulator, theentire backwater area used to become saline or brackish during the pre-m<strong>on</strong>so<strong>on</strong> period.Th<strong>an</strong>nermukkam barrier has been successful in preventing the salinity intrusi<strong>on</strong> during

As a result of a geological uplift, a shallow bay was formed into which severalrivers discharged. The silt deposited at river mouths gave rise to the present delta <strong>an</strong>d theshallow bay formed into a lake-lago<strong>on</strong> backwater system opening <strong>on</strong> to the Arabi<strong>an</strong> Seathrough the Kochi barmouth. According to <strong>an</strong>other theory, the entire sea was a dense forest,the legendary Kh<strong>an</strong>dava v<strong>an</strong>a which caught fire <strong>an</strong>d got engulfed by the sea during thesucceeding geological ages. Years later, the sea receded, exposing the l<strong>an</strong>d which forms apart of the midl<strong>an</strong>d <strong>an</strong>d coastal regi<strong>on</strong> of Kerala. This l<strong>an</strong>d was known as “Chutt<strong>an</strong>adu”me<strong>an</strong>ing burned l<strong>an</strong>d <strong>an</strong>d hence the name Kutt<strong>an</strong>ad. The entire area has a sembl<strong>an</strong>ce of denseforest, rich in org<strong>an</strong>ic residues <strong>an</strong>d burnt wooden logs locally called as kari. With reference toelevati<strong>on</strong>, geological formati<strong>on</strong> <strong>an</strong>d soil characteristics, Kutt<strong>an</strong>ad deltaic formati<strong>on</strong> is locallyclassified as karappadam, kayal <strong>an</strong>d kari l<strong>an</strong>ds1. 1880s Late 19 th century, first phase of l<strong>an</strong>d reclamati<strong>on</strong> in Kutt<strong>an</strong>ad regi<strong>on</strong>.2. 1888-1903 Sec<strong>on</strong>d phase of l<strong>an</strong>d reclamati<strong>on</strong> in Kutt<strong>an</strong>ad.3. 1912-1943 Third phase of l<strong>an</strong>d reclamati<strong>on</strong>, nearly 5000 ha were reclaimed during thisphase <strong>an</strong>d the most renowned were 'R<strong>an</strong>i', 'Chithira', <strong>an</strong>d 'Marth<strong>an</strong>dam' blocks.4. 1940 Rice Research Stati<strong>on</strong> at M<strong>on</strong>compu was started to develop ideal varieties to assistfarmers.5. 1942 An agricultural workers uni<strong>on</strong> was formed in Kutt<strong>an</strong>ad with the initiative of theCommunist Party. The labour uni<strong>on</strong>ism helped to improve the service c<strong>on</strong>diti<strong>on</strong>s of theorg<strong>an</strong>ized labour of Kutt<strong>an</strong>ad.6. 1951 Thottapally Spillway c<strong>on</strong>structi<strong>on</strong> started to drain flood water from the Kutt<strong>an</strong>ad<strong>wetl<strong>an</strong>d</strong>s to Arabi<strong>an</strong> Sea.7. 1955 C<strong>on</strong>structi<strong>on</strong> of the Th<strong>an</strong>eermukkam regulator across the Vemb<strong>an</strong>ad lake was startedto check the intrusi<strong>on</strong> of saline water.8. 1957 C<strong>on</strong>structi<strong>on</strong> of 24 km l<strong>on</strong>g link road between Alappuzha <strong>an</strong>d Ch<strong>an</strong>g<strong>an</strong>assery wascompleted in 1957 for easy communicati<strong>on</strong> <strong>an</strong>d tr<strong>an</strong>sport.9. 1960s The whole area was c<strong>on</strong>verted to high yielding dwarf varieties.10. 1965 Thottappally spillway commissi<strong>on</strong>ed

Sreejith11. 1970 One of the major l<strong>an</strong>dmark in the history of <strong>kutt<strong>an</strong>ad</strong> was the L<strong>an</strong>ds Reforms Actimplemented by Government of Kerala. Until that paddy cultivati<strong>on</strong> in Kutt<strong>an</strong>ad was d<strong>on</strong>eunder a 3 tier system as L<strong>an</strong>d Lord-Ten<strong>an</strong>t-Labour. This system replaced with theenforcement of the Act <strong>an</strong>d m<strong>an</strong>y of the ten<strong>an</strong>ts became owners of the l<strong>an</strong>d.12. 1972 Government of Kerala launched the 1st Kutt<strong>an</strong>ad Development Project to improveinfrastructure for paddy cultivati<strong>on</strong> in this regi<strong>on</strong>. The Kerala L<strong>an</strong>d DevelopmentCorporati<strong>on</strong> Ltd. was formed to implement it.13. 1975 Th<strong>an</strong>neermukam regulator commissi<strong>on</strong>ed14. 1978 The rice variety "Bhadra" was introduced as <strong>an</strong> alternate to the existing varietiesused at that time15. 1989 Govt. of Kerala entrusted Netherl<strong>an</strong>ds Govt. to study the Kutt<strong>an</strong>ad<strong>wetl<strong>an</strong>d</strong> system <strong>an</strong>d to recommend suitable measures for efficient water m<strong>an</strong>agementc<strong>on</strong>sidering the expertise of Netherl<strong>an</strong>ds in this field. The Netherl<strong>an</strong>ds AgriculturalIdentificati<strong>on</strong> Missi<strong>on</strong> submitted its four volume report titled ‘Kutt<strong>an</strong>ad Water Bal<strong>an</strong>ceStudy’.16. 1991 'Group Farming' introduced, result in a pace to paddy cultivati<strong>on</strong> in Kutt<strong>an</strong>ad regi<strong>on</strong>.17. 1991 Outbreak of epizootic ulcerative syndrome which exhausted the fisheries inVemb<strong>an</strong>ad to a large extent.18. 1996-97 The outbreak of Jap<strong>an</strong>ese Encephalitis in Kerala had its origins in Kutt<strong>an</strong>ad. Atleast 25 people died because of the disease in Kutt<strong>an</strong>ad al<strong>on</strong>e.19. 2007 Govt. of India entrusted M.S. Swaminath<strong>an</strong> Research Foundati<strong>on</strong>, Chennai to studythe problems faced in Kutt<strong>an</strong>ad <strong>an</strong>d suggest remedial measures. MSSRF submitted itsstudy report to Govt. of India identifying 15 tasks covering about 50 different activities tomitigate agrari<strong>an</strong> distress in Kutt<strong>an</strong>ad Wetl<strong>an</strong>d System.20. 2008 Govt. of India approved the study report <strong>an</strong>d the interventi<strong>on</strong>s recommended byMSSRF as a package.21. 2008 Govt. of Kerala initiated the implementati<strong>on</strong> of package with the formati<strong>on</strong> of theTask Implementati<strong>on</strong> Committee.22. 2010 Kutt<strong>an</strong>ad Package, a set of interventi<strong>on</strong>s recommended by the M.S.Swaminath<strong>an</strong>Research Foundati<strong>on</strong> to mitigate agrari<strong>an</strong> distress in Alappuzha & Kutt<strong>an</strong>ad Wetl<strong>an</strong>dSystem was formally launched by Chief Minister of Kerala
