1.0 ELIGIBILITY CONDITIONS1. Average annual financial turn over during the last 3 year ending 31 st March <strong>of</strong>previous year should be at least Rs 5 lakhs.2. Experience <strong>of</strong> having successfully completed similar works such as servicing andmaintenance <strong>of</strong> entire fire fighting system during the last 7 years ending last day<strong>of</strong> month previous to October 2008 should be either <strong>of</strong> the following.a) 3 similar completed works costing not less than Rs 1lakhb) 2 similar completed works costing not less than Rs 1.5 lakhc) 1 similar completed work costing not less than Rs 2 lakh.Documentary pro<strong>of</strong> for the above shall be produced along with the <strong>of</strong>fer. Failure <strong>of</strong>which <strong>of</strong>fer may be disqualified.2.0 TERMS AND CONDITIONS2.1 The agreement will be in force for one year from the date <strong>of</strong> execution <strong>of</strong>contract.2.2 There shall be 3 shifts and 8 hours duty per shift (Day or Night time) and theagency shall give weekly <strong>of</strong>f on the seventh day as per Rules. The agency shallprovide additional staff form the duties in shift on weekly <strong>of</strong>f days / on leave.2.3 The agency shall provide proper uniform consisting <strong>of</strong> full pants, shirts, shoes, ,torch lights, etc., to the staff2.4 The agency will be responsible for the discipline <strong>of</strong> the personnel employed bythem as per Conduct Rules and Regulations <strong>of</strong> <strong>STPI</strong>.2.5 The employees engaged by the agency will be in the employment <strong>of</strong> the agencyonly and not <strong>of</strong> the <strong>STPI</strong> <strong>of</strong>fice. The Agency will be responsible for payment <strong>of</strong>wage as Minimum Wages as prescribed / revised by Government and otherservice benefits to its personnel posted as mentioned below:a) Agency shall pay wages and other allowance to its staff not below therates <strong>of</strong> minimum wages fixed by the Government <strong>of</strong> <strong>India</strong> andGovernment <strong>of</strong> Tamil Nadu from time to time.b) Agency shall provide weekly holidays, National and Festival Holidays andleave with wages and other benefits as per the rules.Tender_document_for_AMC_for_fire_fighting 6/25


c) The Agency shall pay the gratuity and bonus as per the provisions <strong>of</strong> thePayment <strong>of</strong> Bonus Act, 1965 and Payment <strong>of</strong> Gratuity Act, 1972,including modifications up to date <strong>of</strong> tender.d) All other benefits required to be extended <strong>under</strong> various labour statutoryenactments.2.6 The Agency shall provide extra person if desired by the Office, during the period<strong>of</strong> this agreement2.7 Agency shall arrange subject to the provisions contained herein to safeguard the ,appliances, fittings materials and property <strong>of</strong> the <strong>STPI</strong>2.8 Only able bodied, physically fit, well-trained disciplined and honest personnelshall be appointed for duty. Persons so deployed shall not be below 25 years andabove 45 years. The names <strong>of</strong> the persons. Appointed / employed by the Agencyshall be intimated to <strong>STPI</strong> before commencing deployment. Frequent changes inthe manpower deployed will not be allowed. Agency shall also give the details <strong>of</strong>staff like age, qualification, residence address, performance track and other detailsrequired by <strong>STPI</strong>. They shall perform their duties to the satisfaction <strong>of</strong> the <strong>of</strong>fice..2.9 The agency shall be vigilant so that no person shall carry away any articlesbelonging to the <strong>of</strong>fices housed <strong>STPI</strong> out <strong>of</strong> its building.2.10 The Agency shall accept the responsibility for all acts or omission <strong>of</strong> itsemployees in relation to assets directly handed over .Agency shall be responsiblefor the loss if it is proved that the loss is due to the negligence on the part <strong>of</strong> staff.The extent <strong>of</strong> loss to be compensated by agency will be decided on merit by <strong>STPI</strong>which will be final. Agency shall pay such amount to <strong>STPI</strong>.2.11 The staff <strong>of</strong> the agency are in case found to be indulging in any undesirable orunfair activities in the premises <strong>of</strong> the <strong>of</strong>fice, the agency will solely be responsiblefor all the consequences apart from the liberty <strong>of</strong> department to lodge complaintsbefore appropriate authorities.2.12 <strong>STPI</strong> shall have the right to ask to the removal <strong>of</strong> any person <strong>of</strong> the agency <strong>of</strong> whois not considered to be orderly in discharge <strong>of</strong> his duties.2.13 Mode <strong>of</strong> payment will be quarterly and would be paid on 10 th <strong>of</strong> each succeedingquarter. Payments to the Agency will be through Account Payee cheques only.It is the responsibility <strong>of</strong> the Agency to produce previous months ESI, PFcontribution receipts and salary acquaintance as per the Minimum Wages Act<strong>of</strong> the employees along with the bill for payment. 2.11 <strong>STPI</strong> has the right to impose fine and recover from the agency for noncompliance<strong>of</strong> the requirements. Decision <strong>of</strong> <strong>STPI</strong> will be final.2.12 <strong>An</strong>y dispute arising out <strong>of</strong> this agreement or that which may arise in future, willbe resolved by taking recourse to mutual settlement in the instance, failing whichthe dispute will be subject to <strong>Chennai</strong> Jurisdiction only. <strong>STPI</strong> is entitled towithhold payments due to the Agency in case <strong>of</strong> dispute <strong>of</strong> claims till it isresolved.2.13 The Agency shall strictly comply with the terms and conditions <strong>of</strong> agreement. Earnest money <strong>of</strong> Rs.5,000/- by D.D drawn in favour <strong>of</strong> Director, <strong>STPI</strong> shall befurnished along with quotation. The contractor whose tender is accepted will be required to furnish performanceguarantee <strong>of</strong> 5% <strong>of</strong> tendered amount by D.D drawn in favour <strong>of</strong> Director S.T.P.I. S.T.P.I does not bind itself to accept the lowest or any other tender and reserves toitself the authority to reject any or all tenders received without the assignment <strong>of</strong>any reasons. The tender for the work shall remain open for acceptance for a period <strong>of</strong> 60 daysfrom the date <strong>of</strong> opening <strong>of</strong> tender. If any tenderer withdraws his tender before thesaid period or issue <strong>of</strong> letter <strong>of</strong> acceptance which ever is earliest or makes anymodifications in terms & conditions <strong>of</strong> the tender which are not acceptable to thedepartment then S.T.P.I shall without prejudice to any other right or remedy be atliberty to forfeit 50% <strong>of</strong> the said EMD as afore said. A- MAINTENANCE AND OPERATION OF WET RISER SYSTEMINTRODUCTIONThis cover suggestive guidelines for maintenance and operation <strong>of</strong> the wet riser system inthe building (Ground plus 3floors).There are two wet-riser in the building.Objective:-i) To keep the entire system fully operational and functional at all times.ii) In case full system can not be kept functional for unavoidable reason as much aspossible, the installation shall be retained functional by isolating the defectivesection.MAINTENANCE REQUIREMENT OF SYSTEM COMPONENTSFor maintaining fire fighting system following points are to be taken care <strong>of</strong>:- To ensure availability <strong>of</strong> water in UG tank all the time and to maintain the tanksin clean condition. To ensure that the piping system is free from leakage. <strong>An</strong>y portion found to beleaking is to be isolated, rectified and connected with healthy system in shortestpossible time. To ensure that all pumps are in good running condition. <strong>An</strong>y pump found to bedefective is to be isolated by closing valves and attended immediately and put into service in minimum time. To ensure availability <strong>of</strong> power for electrical pumps, working <strong>of</strong> starters, switchgear and other electrical components. To ensure healthiness <strong>of</strong> diesel engine starting system, battery voltage, batterycharger and availability <strong>of</strong> adequate diesel for engine operation. To check all landing valves <strong>of</strong> internal and external hydrants, isolating valves andreplace the defective ones whenever necessary To check automatic operation <strong>of</strong> entire system by opening landing valves atdifferent locations. To conduct fire drill at regular interval. (not later than 6 months)PERIODICAL TESTING: For achieving the objective and meeting the requirement <strong>of</strong> periodical testing andchecking the system is essential. PROCEDURE: Though the fire fighting system operation is automatic, however for dailychecking and attending to the system in case <strong>of</strong> operation, a trained pump operatorshall be available round the clock on 24*7 basis. Operation and maintenance instructions shall be available in the pump room andfire control room. Water for fire fighting purpose is shall be changed / cleaned as per exigencies Maintaining Diesel Engine is very important for the system operation. It shall begot done by authorized service centre <strong>of</strong> manufacturer. Adequate diesel shouldeither be available in the pump house or near by so that operation is notdiscontinued for want <strong>of</strong> diesel.-Management is required. If any out let is found to be defective and replacement is not easily available thewhole assembly should be removed and be replaced by bank <strong>of</strong>f plate so that thesystems remain operational. Hose reels shall be subjected to regular inspection to ensure that all valves arefunctional, out let nozzle not chocked. At least once in a year the same shall besubjected to operation to ensure that hose reel is in good condition and that thecoupling joints are water tight. Flow should also be checked for the leakage <strong>of</strong>hose reel. All isolating valves shall be checked for operation. The valves in closed positionbe opened and closed couple <strong>of</strong> times and the valves in open position be closedand opened couple <strong>of</strong> times so that when required, the valves perform theirfunction. Hose pipes and their coupling shall be checked to ensure there is no leakageduring their use. The female coupling cam tooth mechanism be operated andlubricated for ensuring ease <strong>of</strong> operation. Power supply to the pump house is not to be discontinued for any reason. It has to be ensured that there are no obstructions in front <strong>of</strong> the hydrantsimpending accessibility.FIRE DRILL For making the users familiar with the system, fire drill shall be carried out oncein six months. Local fire service and nodal <strong>of</strong>ficers in charge <strong>of</strong> various parts <strong>of</strong>the building shall be involved in conducting fire drill. In addition following points shall be taken care.Number <strong>of</strong> sprinkler available is -------- and it is at basement. Sprinkler shall not be reconditioned or repaired. Used and / or defective sprinklersshall be replaced by new ones. Sprinklers shall not be painted after installation. Spare Sprinklers – A stock <strong>of</strong> spare sprinklers shall be kept in Fire control Roomso that prompt replacement is possible after operation/damage <strong>of</strong> a sprinkler head.A minimum <strong>of</strong> 5% <strong>of</strong> the installed capacity or 25 sprinklers <strong>of</strong> all types whichever is more shall be kept in stock. Spanners for sprinklers and Teflon tape shall also keep along with spare sprinklersin readiness. As far as possible, the installation shall be maintained in operating condition byblanking <strong>of</strong>f pipe work feeding the in operative part or parts where work aretaking place. The in operative part, if defective shall be attended to and connected with theoperative system.Action following Sprinkler operation: Following the operation <strong>of</strong> sprinklers, the operated head shall be replaced withnew ones and water supply shall be restored. The sprinklers in the vicinity <strong>of</strong> the operated sprinklers shall also be checked fordamage by heat or any other cause and replaced if necessary.Tender_document_for_AMC_for_fire_fighting 17/25


Each detector shall be checked for correct operation using specified testequipment and method, except non-reset-able detectors. Visual inspection shall be made to confirm that all cable fitting andequipment are secure, undamaged and adequately protected. At least once every three years, at the annual inspection, the electricalinstallation shall be tested. <strong>An</strong>y defect shall be accorded in logbook and suitable remedial actiontaken. On completion <strong>of</strong> the annual inspection entry shall be made in register inrespect <strong>of</strong> defects found. After the defects are rectified, the entries shallagain be made.GENERAL POINTS ABOUT DETECTORS: It is essential to ensure specified range <strong>of</strong> sensitivity range shall be checkedon equipment as specified. If the operation <strong>of</strong> the alarm so<strong>under</strong>s and / or the transmission <strong>of</strong> the alarmsignal has been prevented by disconnection, then a further test shall becarried out to prove the final reinstatement <strong>of</strong> the so<strong>under</strong>s, and ifpermissible, the alarm transmission circuit. A visual examination <strong>of</strong> the battery and connections shall be made to ensurethat they are in good conditions. Action shall be taken to remedy anydefect, including low electrolyte level. <strong>An</strong>y defect shall be recorded in the logbook, reported to the responsibleperson, and action taken to correct it.QUARTERLY INSPECTION AND TESTThe following checklist and test sequence is recommended. Entries in the log book since the previous inspection shall be checked foractions. Batteries and their connections shall be examined and tested to ensure thatthey are in goods serviceable condition. Where provided, secondary batteries shall be examined to ensure that thespecific gravity <strong>of</strong> electrolyte in each cell is correct. Necessary remedialaction must be taken and an appropriate entry made in the logbook. Contamination <strong>of</strong> electrolyte can ruin a cell. Care shall be taken to ensure that hydrometers, vessels, etc. used in theservicing <strong>of</strong> alkaline secondary cells are not contaminated by acid and viceversa. Primary batteries, including reserves, shall be tested to verify that they aresatisfactory for a further period. The alarm functions <strong>of</strong> control and indicating equipment shall be checked bythe operations <strong>of</strong> a trigger device in each zone as described. The operation <strong>of</strong> alarm so<strong>under</strong>s and any link to remote manned centre shallbe tested.Tender_document_for_AMC_for_fire_fighting 20/25


All ancillary functions <strong>of</strong> the control panel shall also be tested wherepracticable. All fault indicators and their circuits shall be checked preferably bysimulation <strong>of</strong> fault conditions. It is essential to apply frequent sensitivity checks and routine tests asprescribed in the rules so that the correct sensitivity levels/degree ismaintained during the entire service span <strong>of</strong> the installation.CLEANING AND MAINTENANCE:- Detectors require periodic cleaning to remove dust or durt accumulated. Thefrequency <strong>of</strong> cleaning depends on the type <strong>of</strong> detector and the local ambientconditions. In any case, the interval shall not exceed a period <strong>of</strong> 3 months,for each detector. The cleaning, checking, operating and sensitivity adjustment shall beattempted only after referring manufacturers’ instructions. These instructions shall details methods such as creating vacuum to removeloose dust and insects or washing heavy greasy and grimy deposits,following partial disassembly or the washing <strong>of</strong> detectors to removecontamination.D- FIRE PUMP HOUSEAll the fire pumps shall be run every day at least for 5 minutes and following datas shallbe noted:1. Auto start and sequential operations <strong>of</strong> pumps wherever applicable.2. Rated and shut <strong>of</strong>f pressures <strong>of</strong> pump.3. Rated current for electric motor.4. Speed <strong>of</strong> diesel engine and setting <strong>of</strong> governors.5. Sound <strong>of</strong> prime mover/pumps should be carefully listened and shall beregistered in for future checks.The glands/packing <strong>of</strong> pumps, sluice valves shall be maintained in good condition andany leakage there in shall be stopped immediately.Special care be taken to check working <strong>of</strong> non-return valves.Bearing caps shall be checked weekly and topped up.Correct type <strong>of</strong> oil/grease must be used as per lubrication survey.Tender_document_for_AMC_for_fire_fighting 21/25


Starter contacts shall be checked weekly and be replaced if necessary.Insulation resistance <strong>of</strong> motors shall be checked once in 6 months and record shall bemaintained.Starting mechanism <strong>of</strong> diesel engine, battery, chargers must be checked regularly.As far as possible the starting mechanism and its auxiliaries shall be uniform for all thediesel engine driven fire pumps. There shall at least one set alternative available forimmediate replacement.Diesel tank provided inside the fire pump room shall be checked every day andmaintained to full capacity.Level <strong>of</strong> water in prime tank shall be checked daily.In case <strong>of</strong> negative suction, leaking <strong>of</strong> foot-valve may cause serious problems for starting<strong>of</strong> pump.
