<strong>Expert</strong> <strong>Group</strong> on Agricultural Indebtednesssystem and promoting seed production through public-private partnership. Appropriate regulatorymechanisms should be put in place to check <strong>the</strong> supply <strong>of</strong> spurious seeds.1.41 It must be emphasised that a substantial proportion <strong>of</strong> <strong>the</strong> Indian agriculture is a ‘smallfarm’ based economic activity. It is increasingly moving from a system <strong>of</strong> farmers’ own-resourcebasedsubsistence farming to purchased-input-based intensive commercial farming. This requirestimely and assured credit at reasonable interest rates.1.42 The share <strong>of</strong> Gross Capital Formation (GCF) in Indian agriculture in total GCF started todecline since <strong>the</strong> early 1980s. By 1995-96, it declined to 6.3 per cent from 16.1 per cent during1980-81. There was a steep decline in <strong>the</strong> share <strong>of</strong> public sector GCF in agriculture to 17.3 percent in 1999-00 from 43.2 per cent in 1980-81 (Table 1.11). Contrary to expectations, privateinvestment failed to compensate for <strong>the</strong> drastic decline in public sector investment. Althoughprivate investment recorded a high growth during 1980-81 to 1999-00, its growth rate sharplydecelerated during 1999-00 to 2004-05. The consequence was that <strong>the</strong> overall GCF inagriculture as a share <strong>of</strong> total capital formation in <strong>the</strong> country declined sharply from 16.1 percent in 1980-81 to 9.2 per cent by 2000-01. Simultaneously, a drastic reduction took place in <strong>the</strong>share <strong>of</strong> developmental expenditure on rural development from 11.7 per cent <strong>of</strong> GDP in 1991-92to 5.9 per cent in 2000-01.Table 1.11Gross Capital Formation (GCF) in Agriculture at Current Prices(1999-2000 Series)Year Total Public Private Share <strong>of</strong> Share <strong>of</strong> GCF in GCF in GCF inGCF GCF GCF Public Private Agr. as Agr. as per Agr. as(Rs.
