SECTION 2.ConfinementAt Tucson Greyhound Park, hundreds of greyhounds are kept confined in warehouse-style kennels in rowsof stacked cages. 9 Carpet remnants are used as bedding. 10 In 2010, investigators retained by GREY2K USAgained access to Kennel #4 at the track. 11 In thatkennel, greyhounds were kept in darkness and most ofthe dogs were muzzled in their cages. 12Still from a video investigation of Tucson Greyhound Park, 2010This system of confined housing is used becausecommercial greyhound racetracks require a largenumber of dogs in order to operate. According toformer Tucson Greyhound Park General Manager ChrisMcConnell, the track kennel compound can hold asmany as 700 dogs. 13 In 2008, the Arizona Departmentof Racing counted 493 racing greyhounds that werebeing kept in seven of the kennels at the Tucsontrack. 14Greyhounds at Tucson Greyhound Park are confined for up to 23 hours per dayGreyhounds are confined perpetually in their cages with twoexceptions:1. A few times per month, greyhounds are removed from theircages and taken to the racetrack to compete, where they aresimilarly confined before racing.2. A few times per day, greyhounds are “turned out” in a largegroup and allowed to relieve themselves. 15 According to a2008 news report, greyhounds at Tucson Greyhound Park areconfined for up to 23 hours per day. 16 This is consistent withpublic statements made by Tucson Greyhound Park GeneralManager and CEO Tom Taylor in 2008 17 , and also with a 2008Arizona Republic report which indicated a total confinementtime of 22 hours. 18Still from a video investigation of Tucson Greyhound Park, 20109 GREY2K USA Investigation, July through August 2010, online at http://www.youtube.com/user/GREY2KUSA (last visited onFebruary 17, 2011).10 Ibid.11 Ibid.12 Ibid.13 Josh Brodesky, Nowhere left to run for greyhounds, Arizona Daily Star, August 27, 2006.14 Josh Brodesky, Proposed South Tucson initiative could crimp greyhound racing, Arizona Daily Star, May 8, 2008.15 J.D. SECTION 2.ConfinementLarge greyhounds cannot fully stand erect in their cagesThe Arizona Department of Racing requires thatgreyhound cages be 32 inches high, by 31 incheswide, by 42 inches deep. 19 A South Tucson cityordinance requires cages that are slightly larger, 20although it is unclear whether this requirement isbeing followed by the track.According to the American Greyhound Council, greyhounds stand between 23 inches and 30 inchestall at the shoulder, and weigh between 50 and85 pounds. 21 Large greyhounds cannot standfully erect in the cages that are used at TucsonGreyhound Park.Still from a video investigation of Tucson Greyhound Park, 2010Kennels at Tucson Greyhound Park are ignoring a city ordinance that prohibits confinementEven though a South Tucson City Ordinance requires that greyhounds be confined for no more than 18 hoursper day, there is clear evidence that kennels at Tucson Greyhound Park are ignoring this law. In December2010 track General Manager and CEO Tom Taylor told a local television station that the track does not ensurethe confinement law is followed:“We don’t make sure. There is no way we can. The only way we can is if we hadsomeone sitting in there everyday.” 22Also, in August 2010 a greyhound trainer at the track told an investigator retained by GREY2K USA that thedogs in his kennel “usually go back out about two o’clock and be done for the day.” 23 When the trainer waslater asked by investigators whether the dogs are left out for a “couple of hours” the trainer indicated that theyare not. 24Tucson Greyhound Park veterinarian claims that greyhounds like to be confinedIn a 2008 guest column published in the Arizona Daily Star, Tucson Greyhound Park veterinarian Paul Pullen claimedthat greyhounds like to be confined, asserting that they “are content to lay quietly for hours in their crates.” 2519 Arizona Administrative Code, Title 19, Chapter 2, Article 3, Section R19-2-324, online at http://www.azsos.gov/public_services/Title_19/19-02.htm (last visited on February 9, 2011).20 Text of the Tucson Dog Protection Act, online at http://tucsondogprotection.com/secondary/measure/measure.html (lastvisited on February 9, 2011).21 American Greyhound Council, Frequently Asked Questions About Greyhound Pets, online at http://www.agcouncil.com/node/17 (last visited on February 7, 2011).22 Heather Rowe, Undercover video raises questions about conditions at Tucson Greyhound Park, KOLD TV News, December 22, 2010.23 GREY2K USA Investigation, July through August 2010, online at http://www.youtube.com/user/GREY2KUSA (last visited onFebruary 17, 2011).24 Ibid.25 Paul Pullen, Racing dogs are not mistreated, Arizona Daily Star, July 7, 2008.Greyhound Racing in Arizona | February 2011 5
