2.2 Who this report is aimed at- The DTV4All project partners- The European Commission- Other interested stakeholders2.3 How to read this reportThe Executive Summary contains a resume of work on the pilot from 1 July to 31 March2009.Sections 3-6 go into depth on the planning of the pilot and the work done on it in theperiod to 31 March 2009.Section 3 gives a description of the project partners and their collaborators that areresponsible for the evaluation of the mature access services to be piloted and theevaluation methodology they have adopted.Section 4 explains any adjustments and refinements that have been made to the plan ofthe pilot and the rationale for them.Section 5 covers preliminary findings and is primarily concerned with the validity of thepilot evaluation methodology but also reports some specific findings.Concluding remarks are made in Section 6.The appendices contain detailed background information on work referred to in sections3-5.Although this report only covers work on the Pilot to the end of March 2009 it will befollowed by a second report covering the period to the end of August 2009 and a finalreport will be delivered in early 2010. This report will necessarily focus on processissues rather than results, but preliminary findings are already being fed intostandardisation and dissemination work both within the access service community andthe European Broadcasting Union.Page 6
