8 Appendix 1 Design document for DR live subtitlesSummaryThis proposal covers the experimental design of one of a number of user studies beingconducted as part of the EC funded project DTV4All to improve the accessibility oftelevision through assistive technologies on digital television.The focus of this study is on quality issues to do with live subtitles for the deaf and hardof hearing.The aim is to identify the frequency with which viewers with known hearingimpairments react adversely to semantic errors, problems caused by presentationdifferences between live and pre-recorded subtitles and the problems caused by delaybetween the programming and SDH subtitles.It also aims to identify the perceived importance of these three categories of problems,ranging from ”cosmetic blemish” to ”show stopper”.The results will be feed into reports to help European broadcasters with strategicplanning for pre-recorded and live subtitling. Further studies conducted by DTV4Allbetween now and 2010 will address related issues to do with the accessibility of AudioDescription and signing.Live subtitles for the deaf and hard of hearing (S) - the researchproblemTelevision programmes are increasingly broadcast with subtitles not just for interlingualcommunication, translating one language to another, but also for intra-lingualcommunication to improve the accessibility of the soundtrack for those with hearingimpairments (SDH).In a number of European countries the trend is towards 100% SDH subtitling oftelevision programmes.Providing live subtitling is a challenging matter. It either requires a set-up like that atTV3 Catalonia where a team of up to six subtitlers take turns to manually key-in smallchunks of the required subtitles, or the subtitler listens to the programme and dictatesthe subtitles into a speech-to-text system (“re-speaking”). Regardless of how thesubtitles are produced, there is a delay in relation to the programme of six to tenseconds. In The Netherlands, public service broadcasters introduce a delay in liveprogramming on cable of 10 seconds, allowing for the subtitles to be shown in synchwith the content.There are several problems with live subtitling: the quality of the subtitles themselves,the way they are displayed on screen and the delay in showing the subtitles in relation tothe video and audio to which they refer.Page 33
