Appendix-19B. In case an exporter desires to get registration asa manufacturer exporter, he shall furnish evidence to that effect.Prospective / potential exporters may also, on application, registerand become an associate member <strong>of</strong> an EPC .Validity Period <strong>of</strong> RCMC 2.68.1 RCMC shall be deemed to be valid from 1 st April <strong>of</strong> licensingyear in which it was issued and shall be valid for five years ending31 st March <strong>of</strong> licensing year, unless otherwise specified.Intimation Regarding 2.69 In case <strong>of</strong> change in ownership, constitution, name or address <strong>of</strong>Change In Constitutionan exporter, it shall be obligatory on part <strong>of</strong> RCMC holder tointimate such change to registering authority within a period <strong>of</strong>one month from date <strong>of</strong> such change. Registering authority,however, may condone delays on merits.Furnishing <strong>of</strong> Returns 2.70 Exporter shall furnish quarterly returns / details <strong>of</strong> his exports <strong>of</strong>different commodities to concerned registering authority. However,status holders shall also send quarterly returns to FIEO in formatspecified by FIEO.De-Registration 2.71 Registering authority may de-register an RCMC holder for aspecified period for violation <strong>of</strong> conditions <strong>of</strong> registration. Beforesuch de-registration, RCMC holder shall be given a show causenotice by registering authority, and an adequate and reasonableopportunity to make a representation against the proposed deregistration.Upon de–registration, concerned EPC shall intimatethe same to all RAs.Appeal Against 2.72 A person aggrieved by a decision <strong>of</strong> registering authority in respectDe-registration<strong>of</strong> any matter connected with issue <strong>of</strong> RCMC may prefer anappeal to DGFT or an <strong>of</strong>ficer designated in this behalf within 45days against said decision and decision <strong>of</strong> appellate authorityshall be final.Directives <strong>of</strong> DGFT 2.73 DGFT may direct any registering authority to register or de-registeran exporter or otherwise issue such other directions to themconsistent with and in order to implement provisions <strong>of</strong> FT (D&R)Act, Rules and Orders made there under, FTP or this Handbook.2.74 Electronic Data Interchange2.74.1 Role and functions <strong>of</strong> EDI are defined in Para 2.45 <strong>of</strong> FTP. Basicpurpose <strong>of</strong> EDI Initiatives is to improve services for DGFT usercommunity, thereby achieving greater transparency <strong>of</strong> operationsand reducing transaction costs by decreasing processing time forobtaining Authorisation from DGFT. These EDI initiatives havemade our exports competitive in international markets.42
