- Persons with retention entitlement under Government Schemes.<br />
In certain circumstances persons who have been in receipt of Social Welfare<br />
payments for specified times and who return to work or avail of Government<br />
approved schemes are allowed retain their <strong>Medical</strong> <strong>Card</strong> for specified periods.<br />
(this is dealt with in detail in Section 7).<br />
- Persons affected by the drug Thalidomide.<br />
People who have been affected by the drug Thalidomide are eligible for a <strong>Medical</strong><br />
<strong>Card</strong> regardless of their level of income/means.<br />
- Persons affected by Symphysiotomy.<br />
Survivors of Symphysiotomy are eligible for a <strong>Medical</strong> <strong>Card</strong> regardless of their<br />
level of income/means.<br />
Note regarding entitlement for persons over 70 years and over:<br />
From 1.1.2009 a separate scheme exists for the assessment of eligibility for<br />
persons aged 70 years and over to a <strong>Medical</strong> <strong>Card</strong> .In this regard legislation (The<br />
Health Bill 2008) has been enacted and new guidelines (<strong>Medical</strong> <strong>Card</strong> <strong>National</strong><br />
<strong>Assessment</strong> <strong>Guidelines</strong> for persons aged 70 years and over) have been drafted to<br />
assist staff.<br />
If an applicant does not qualify under the over 70s scheme s/he may request that<br />
their eligibility be assessed for a <strong>Medical</strong> <strong>Card</strong> / GP <strong>Visit</strong> <strong>Card</strong> be assessed under,<br />
the general scheme.<br />
