In certain cases where a person is deemed to have a very low income, the Revenue<br />
Commissioners may determine that it is not necessary for that person to make a return of<br />
income for a set period of years. In such cases, the Revenue Commissioners issue a “Non<br />
Liable Notification Letter” advising the applicant of this. For <strong>Medical</strong> <strong>Card</strong> / GP <strong>Visit</strong><br />
<strong>Card</strong> assessment purposes applicants should provide a copy of this letter on request.<br />
<strong>Assessment</strong> Using “Notice of <strong>Assessment</strong>":<br />
Assessable income for <strong>Medical</strong> <strong>Card</strong> / GP <strong>Visit</strong> <strong>Card</strong> purposes, when extracted from a<br />
“Notice of <strong>Assessment</strong> of Income”, will be construed as the excess of the total of Panel 1<br />
over the sum of Trade Capital Allowances (identified from panel 2), Income Tax Payable<br />
and Panel 6 and 7. (See sample Notice of <strong>Assessment</strong> in Appendix VII).<br />
