Although the care provided to these individuals is of a high standard, theenvironment that they live in is inadequate and no-one should live in a hospital ifthey do not need to do so.5.1.2 Future Plans for Inpatient Assessment and TreatmentServicesThe children’s assessment and treatment service will move from the Muckamoresite to Belfast in March 2010. A new purpose built centre is being developedwhich will provide 8 beds for children from the Belfast Trust, the Northern Trust,South Eastern Trust and Southern Trust.Some adults with a learning disability who require a period of inpatientassessment and treatment for mental illness can receive this in mainstreammental health services. In Belfast, there are plans for a new inpatient mentalhealth unit and the learning disability service will work with colleagues in mentalhealth services to ensure that people with learning disability have access to thisfacility.Other people require support from learning disability services to enable them tobenefit from mainstream mental health services. Once again, for people inBelfast, we will develop improved ways of working across mental health andlearning disability services to make this happen.A third group of adults will require the support provided by a specialist inpatientlearning disability service and this is what the new facilities in Muckamore AbbeyHospital will provide in future.Equal Lives recommended that sharing of inpatient resources on a regional basisshould be given further consideration. The Belfast service has started toexamine regional care pathways with the other two learning disability hospitals inNorthern Ireland and the Health and Social Care Board. The outcome of thiswork, alongside the future development of community treatment services, willhelp shape the future bed numbers at Muckamore Abbey Hospital.5.1.3 ResettlementBelfast Trust, in collaboration with Northern Trust, South Eastern Trust and theHealth and Social Care Board, has produced a paper for the Department ofHealth and Social Services which describes a costed model to complete theresettlement of patients from Muckamore Abbey Hospital. There is a Ministerialtarget which states that no-one should live unnecessarily in hospital beyond2014. The paper outlines the resources and actions that are necessary toachieve this target.When these individuals have been successfully resettled to new facilities, theirbeds will be closed.15
6.0 CONCLUSIONThis paper has highlighted that the Trust will aim to improve the lives of adultswith learning disabilities by modernising services and developing new ones thatsupport the principles of individualisation and inclusion. The Trust recognisesthat there will be challenges in doing this in the current financial climate but willaim to make the best use of existing resources and any new investment to deliverthe services that people with learning disabilities have said they want and whichare detailed in Equal Lives.There is an opportunity for you to have a say about the strategy outlined in thispaper by considering the questions in Appendix 3.16
