In theevent that the first ranked Applicant commences the assignment as required inClause 2.29, the second ranked Applicant, who has been kept in reserve, shallbe returned its Bid Security forthwith, but in no case later than 120 (Onehundred and twenty) days from PDD. The Selected Applicant’s Bid Securityshall be returned upon the Applicant signing the Agreement.Traffic-cum-Safety ExpertKeyPersonnelEducationalQualificationPeriodreckoned forevaluationExperience onAssignmentsThe Selected Applicant may, if necessary, be invited for negotiations. Thenegotiations shall generally not be for reducing the price of the Proposal, butwill be for re-confirming the obligations of the Consultant under this RFP.Issues such as deployment of Key Personnel, understanding of the RFP,methodology and quality of the work plan shall be discussed duringnegotiations. A key personnel who fails toqualify as required under Cl 3.1.2 shall be replaced by the Applicantwith the better candidate to the satisfaction of the Authority. In the event that the Applicant does nothave a statutory auditor, it shall provide the requisite certificate(s) from the firmof Chartered Accountants that ordinarily audits the annual accounts of theApplicant.
