Absent Head, Spouse, or CoheadPHA PolicyAn employed head, spouse, or cohead absent from the unit more than 180 consecutivedays due to employment will continue to be considered a family member.Family Members Permanently Confined for Medical Reasons [HCV GB, p. 5-22]If a family member is confined to a nursing home or hospital on a permanent basis, that person isno longer considered a family member and the income of that person is not counted [HCV GB,p. 5-22].Exclude the income and deductions of the member if his income goes directly to the facility;orInclude the income and deductions of the member if his income goes to a family member.PHA PolicyIf any family member leaves the household to enter a facility such as hospital, nursinghome, or rehabilitation center, the PHA will seek advice from a responsible medicalprofessional as to the likelihood and timing of their return. If the verification indicatesthat the family member will be permanently confined to a nursing home, the familymember will be considered permanently absent. If the verification indicates that thefamily member will return in less than 180 consecutive days w/PHA Discretion, thefamily member will not be considered permanently absent.If the person who is determined to be permanently absent is the sole member of thehousehold, assistance will be terminated in accordance with the PHA's "Absence ofEntire Family" policy.Absence due to IncarcerationPHA PolicyIf the sole member is incarcerated for more than 45 consecutive days, s/he will beconsidered permanently absent. Any member of the household, other than the solemember, will be considered permanently absent if s/he is incarcerated for 45 consecutivedays.The PHA will determine if the reason for incarceration is for drug-related or violentcriminal activity, which may result in the termination of assistance prior to the 45consecutive days.© Copyright 2008 Nan McKay & Associates, Inc.
