ABSENT FAMILY MEMBERSIndividuals may be absent from the family, either temporarily or permanently, for a variety ofreasons including educational activities, placement in foster care, employment, illness,incarceration, and court order.Definitions of Temporarily and Permanently AbsentPHA PolicyGenerally an individual who is or is expected to be absent from the assisted unit for lessthan 45 consecutive days is considered “temporarily absent” and continues to beconsidered a family member. Generally an individual who is or is expected to be absentfrom the assisted unit for more than 45 consecutive days is considered permanentlyabsent and no longer a family member.The PHA must compute all applicable income of every family member who is on thelease, including those who are temporarily absent.Income of persons permanently absent will not be counted. If the spouse is temporarilyabsent and in the military, all military pay and allowances (except hazardous duty paywhen exposed to hostile fire and any other exceptions to military pay HUD may define)is counted as income.It is the responsibility of the head of household to report changes in family composition.The PHA will evaluate absences from the unit using this policy.Absent StudentsPHA PolicyWhen someone who has been considered a family member attends school away fromhome, the person will continue to be considered a family member unless informationbecomes available to the PHA indicating that the student has established a separatehousehold or the family declares that the student has established a separate household.Absences Due to Placement in Foster Care [24 CFR 5.403]Children temporarily absent from the home as a result of placement in foster care are consideredmembers of the family.PHA PolicyIf the family includes a child or children temporarily absent from the home due toplacement in foster care, the PHA will determine from the appropriate agency when thechild/children will be returned to the home.If the time period is to be greater than 90 consecutive days from the date of removal ofthe child/children, the Voucher size will be reduced. If all children are removed from thehome permanently, the voucher size will be reduced in accordance with the PHA'ssubsidy standards.
