PART I: DEFINITIONS OF FAMILY AND HOUSEHOLD MEMBERS3-I.A. OVERVIEWSome eligibility criteria and program rules vary depending upon the composition of the familyrequesting assistance. In addition, some requirements apply to the family as a whole and othersapply to individual persons who will live in the assisted unit. This part provides information thatis needed to correctly identify family and household members, and to apply HUD's eligibilityrules.3-I.B. FAMILY AND HOUSEHOLD [24 CFR 982.201(c), HUD-50058 IB, p. 13]The terms family and household have different meanings in the HCV program.FamilyTo be eligible for assistance, an applicant must qualify as a family. A family may be a singleperson or a group of persons. Family as defined by HUD includes a family with a child orchildren, two or more elderly or disabled persons living together, one or more elderly or disabledpersons living with one or more live-in aides, or a single person. A single person family may bean elderly person, a displaced person, a disabled person, or any other single person. The PHA hasthe discretion to determine if any other group of persons qualifies as a family.PHA PolicyA single person family may be:An elderly personA displaced personA person with a disabilityIndividuals may not be considered disabled for eligibility purposes solely on thebasis of any drug or alcohol dependence.Any other single personA child who is temporarily away from home because of placement in foster care isconsidered a member of the family. This provision only pertains to the foster child'stemporary absence from the home, and is not intended to artificially enlarge the spaceavailable for other family members.A family also includes:Two or more persons who intend to share residency whose income and resourcesare available to meet the family's needs and who have at least a six-month history asa family unit (i.e. checking account, current or most recent lease, utility bill etc.) orshow evidence of a stable family relationship.Two or more elderly or disabled persons living together, or one or more elderly, nearelderly or disabled persons living with one or more live-in aides is a family© Copyright 2008 Nan McKay & Associates, Inc.
