• Owner certification that the work has been completed in accordance with HQS and allrequirements of the Agreement; and• Owner certification that the owner has complied with labor standards and equalopportunity requirements in development of the housing.At the PHA’s discretion, the Agreement may specify additional documentation that must besubmitted by the owner as evidence of housing completion.The PHA will determine the need for the owner to submit additional documentation as evidenceof housing completion on a case-by-case basis depending on the nature of the PBV project. ThePHA will specify any additional documentation requirements in the Agreement to enter intoHAP contract.PHA Acceptance of Completed Units [24 CFR 983.156]Upon notice from the owner that the housing is completed, the PHA must inspect to determine ifthe housing has been completed in accordance with the Agreement, including compliance withHQS and any additional requirements imposed under the Agreement.
