In order to exceed the 25 % threshold for assisted units in any building, the owner must providesupport services to the families in occupancy of the “excepted units” and the eligible family mustmaintain their participation in the services to retain their assistance in the excepted unit unlessthey successfully complete the services program. Units occupied by elderly or disabledhouseholds are not subject to the mandatory services requirement. The services can either beprovided on site or utilized on a referral basis through services staff on site. Participating ownersmust provide a minimum of three qualifying services to meet the requirement to exceed the 25 %threshold. Eligible services can include:Monitoringo Substance Abuse Counselingo Clinical Services for Non-Disabled Participants• Non-Disabled Mental Health Services• Non-Disabled Behavioral Support Services• Linkages to Medical Providers for Non-Disabled Tenantso Self –Sufficiency Counseling• Job Training/Career Counseling• Money Management Counseling• Youth Services – Child Care, After School Programs• <strong>Housing</strong> Retention• Section 8 FSS ParticipationNOTE: Clinical Services, except for drug and alcohol treatment, cannot be used to meetthe minimum required services for Excepted Units.All services will be monitored annually at the HAP anniversary. Each family will be required tocertify that they are maintaining their participation in their services program at the time of thefamily’s annual re-examination. Participation in services will be verified using third partyprocedures of verification. In addition, the owner must certify annually that it continues toprovide a supportive services program. The owner must also notify the PHA immediately once afamily is no longer in compliance with their services obligation.Promoting Partially-Assisted Buildings [24 CFR 983.56(c)]A PHA may establish local requirements designed to promote PBV assistance in partiallyassisted buildings. A partially assisted building is a building in which there are fewer unitscovered by a HAP contract than residential units [24 CFR 983.3].A PHA may establish a per-building cap on the number of units that will receive PBV assistanceor other project-based assistance in a multifamily building containing excepted units or in asingle-family building.
