Chapter 10MOVING WITH CONTINUED ASSISTANCE AND PORTABILITYINTRODUCTIONFreedom of choice is a hallmark of the housing choice voucher (HCV) program. In general,therefore, HUD regulations impose few restrictions on where families may live or move withHCV assistance. This chapter sets forth HUD regulations and PHA policies governing moveswithin or outside the PHA’s jurisdiction in two parts:Part I: Moving with Continued Assistance. This part covers the general rules that apply toall moves by a family assisted under the PHA’s HCV program, whether the family movesto another unit within the PHA’s jurisdiction or to a unit outside the PHA’s jurisdictionunder portability.Part II: Portability. This part covers the special rules that apply to moves by a familyunder portability, whether the family moves out of or into the PHA’s jurisdiction.
