inspections independently of routine inspections, so as not to give the inspector prior knowledgeof the units that will be inspected for quality control purposes.The unit sample must include only units that have been inspected within the preceding 3 monthsand must include each type of inspection (initial, annual, and special). The selected sample willinclude (1) inspections completed by each inspector, and (2) units from a cross-section ofneighborhoods.8.II.F. INSPECTION RESULTS AND REINSPECTIONS FOR UNITS UNDER HAPCONTRACTNotification of Corrective ActionsThe owner and the family will be notified in writing of the results of all inspections. When aninspection identifies HQS failures, the PHA will determine whether or not the failure is a lifethreatening condition.PHA PolicyWhen life-threatening conditions are identified, the PHA will immediately notify bothparties by telephone, fax, email or in person. The owner/agent shall determine who isresponsible for correcting the violation. The corrective actions must be taken by the nextbusiness day of the PHA’s notice.When failures that are not life threatening are identified, the PHA will send the ownerand the family a written notification of the inspection results within 5 business days ofthe inspection. The written notice will specify the time frame within which the failuremust be corrected. Generally not more than 30 days will be allowed for the correction.The notice of inspection results will inform the owner that if life-threatening conditionsare not corrected by the next business day, and non-life threatening conditions are notcorrected within the specified time frame (or any PHA-approved extension), the owner’sHAP will be terminated in accordance with PHA policy (see 8-II.G.). Likewise, in thecase of family caused deficiencies, the notice will inform the family that if corrections arenot made within the specified time frame (or any PHA-approved extension, if applicable)the family’s assistance will be terminated in accordance with PHA policy (see Chapter12).ExtensionsFor conditions that are life threatening, the PHA cannot grant an extension to the emergencycorrective action period. For conditions that are not life threatening, the PHA may grant anexception to the required time frames for correcting the violation, if the PHA determines that anextension is appropriate [24 CFR 982.404].© Copyright 2008 Nan McKay & Associates, Inc.
