PHA PolicyIf the family misses a scheduled inspection without PHA approval or if the notice isreturned by the post office with no forwarding address, the PHA may consider the familyto have violated its obligation to make the unit available for inspection. This may resultin termination of the family’s assistance in accordance with Chapter 12.The family may request to reschedule an inspection for good cause, or if it is needed as areasonable accommodation for a person with disabilities. Good cause is defined as anunavoidable conflict, which seriously affects the health, safety or welfare of the family.Requests to reschedule an inspection must be made orally or in writing and will beconsidered on a case by case basis. At its discretion, the PHA may request documentationof the “good cause” prior to rescheduling the inspection.8-II.D. SPECIAL & COMPLAINT INSPECTIONS [HCV GB p. 10-30]The PHA will conduct a special inspection if the owner, family, or another source reports HQSviolations in the unit.PHA PolicyDuring a special inspection, the PHA generally will inspect only those deficiencies thatwere reported. However, the inspector will record any additional HQS deficiencies thatare observed and will require the responsible party to make the necessary repairs.If the annual inspection has been scheduled or is due within 30 days of the date thespecial or complaint inspection is scheduled, the PHA may elect to conduct a full annualinspection.The PHA will attempt to notify the family and/or landlord; however, prior notification tothe family and/or landlord is not required for special or complaint inspections.8-II.E. QUALITY CONTROL INSPECTIONS [24 CFR 982.405(b), HCV GB p. 10-32]HUD requires a PHA supervisor or other qualified person (i.e. Quality Control Specialist) toconduct quality control inspections of a sample of units to ensure that each inspector isconducting accurate and complete inspections and that there is consistency in the application ofthe HQS.
